【摘要】：信息技術(shù)的飛速發(fā)展使得企業(yè)的生存環(huán)境發(fā)生了深刻的變化。為不斷提升自身競爭力,企業(yè)也在不斷地發(fā)展優(yōu)化組織結(jié)構(gòu)。上世紀(jì)80年代初,福特公司首先設(shè)立了財務(wù)共享服務(wù)中心。此后,財務(wù)共享服務(wù)模式風(fēng)靡全球,并逐步擴散到發(fā)展中國家。目前,越來越多的中國企業(yè)也開始構(gòu)建財務(wù)共享服務(wù)中心。然而,電力行業(yè)在我國屬于國家調(diào)控和保障型行業(yè),也存在著部分地方性的電力企業(yè)。2015年,國務(wù)院電力體制改革9號文件發(fā)布,這意味著電力市場將走市場化的發(fā)展道路,電力行業(yè)財務(wù)管理方式的改革也勢在必行。本文研究的主要內(nèi)容是以位列我國五大發(fā)電集團之一的DT集團為例,通過深入分析該集團財務(wù)管理現(xiàn)狀,從建設(shè)目標(biāo)設(shè)定、服務(wù)范圍劃分、業(yè)務(wù)流程重組、組織結(jié)構(gòu)設(shè)計、信息化系統(tǒng)構(gòu)建等維度出發(fā),設(shè)計DT集團財務(wù)共享服務(wù)中心的總體建設(shè)方案,圍繞方案實施過程中的關(guān)鍵節(jié)點,詳細(xì)闡釋項目實施的重點�？傮w方案包括:按照“試點運行-全面推進-逐步升級”的原則,科學(xué)地提出積極穩(wěn)妥的建設(shè)目標(biāo)和服務(wù)范圍;基于全面預(yù)算管理理論,結(jié)合DT集團的實際情況,提出采購應(yīng)付、銷售應(yīng)收、費用報銷、固定資產(chǎn)核算、合同業(yè)務(wù)、總賬業(yè)務(wù)六大業(yè)務(wù)流程;按照崗、責(zé)匹配的原則,設(shè)計財務(wù)共享服務(wù)中心的組織架構(gòu),由報賬中心、核算中心、結(jié)算中心、維護中心和數(shù)據(jù)管理中心五大中心組成;基于Oracle EBS平臺,充分融合集團已開發(fā)的財務(wù)管理系統(tǒng)(FMIS)、人力資源管理系統(tǒng)(HR)、預(yù)算管理系統(tǒng)等各類應(yīng)用系統(tǒng),提出財務(wù)共享服務(wù)信息平臺(E-SSC)的總體框架。項目實施重點包括:針對DT集團現(xiàn)行財務(wù)管理模式,提出項目實施的總體規(guī)劃;綜合考慮各類因素,科學(xué)選定財務(wù)共享服務(wù)中心地址;立足實際,著眼長遠(yuǎn),破解人力資源儲備難題;充分發(fā)揮績效管理考核管理的“指揮棒”作用,提升中心運營質(zhì)效。本文的創(chuàng)新點包括:(1)針對電力企業(yè)集團預(yù)算管理與戰(zhàn)略管理緊密融合的特點,基于全面預(yù)算管理理論科學(xué)設(shè)計DT集團財務(wù)共享服務(wù)中心建設(shè)方案,對電力集團企業(yè)構(gòu)建財務(wù)共享服務(wù)中心而言具有較大借鑒意義。(2)提出在財務(wù)共享服務(wù)信息化平臺(E-SSC)上開發(fā)基于數(shù)據(jù)挖掘等現(xiàn)代信息技術(shù)的數(shù)據(jù)分析利用子系統(tǒng),有助于促進財務(wù)人員從核算型向戰(zhàn)略管理型轉(zhuǎn)變,進一步強化財務(wù)共享服務(wù)中心的數(shù)據(jù)管理職能,代表著未來財務(wù)共享服務(wù)中心的發(fā)展方向。
[Abstract]:With the rapid development of information technology, the living environment of enterprises has undergone profound changes. In order to continuously improve their competitiveness, enterprises are constantly developing and optimizing their organizational structure. Ford first set up a financial sharing service center. Since then, the financial sharing service model has become popular all over the world and gradually spread to developing countries. At present, more and more Chinese enterprises are also starting to build financial sharing service centers. However, The electric power industry belongs to the national regulation and security industry in our country, and there are some local electric power enterprises. On 2015, the State Council Power system Reform document No. 9 was issued, which means that the electric power market will take the road of market-oriented development. It is also imperative to reform the mode of financial management in electric power industry. The main content of this paper is to take DT Group, one of the five largest power generation groups in China, as an example, through in-depth analysis of the current situation of financial management of this group, set up the construction objectives from the point of view of construction objectives. Starting from the dimensions of service scope division, business process reengineering, organizational structure design and information system construction, the overall construction scheme of DT Group Financial sharing Service Center is designed, which revolves around the key nodes in the process of implementation. The overall program includes: according to the principle of "pilot operation-comprehensive promotion-step by step upgrade", scientifically put forward positive and sound construction objectives and service scope; based on the theory of overall budget management, According to the actual situation of DT Group, this paper puts forward six major business processes: purchase and payable, sales receivable, expense reimbursement, fixed assets accounting, contract business, general ledger business, according to the principle of post and responsibility matching, The organization structure of financial sharing service center is designed, which is composed of five centers: accounting center, accounting center, settlement center, maintenance center and data management center, which are based on Oracle EBS platform. Fully integrating the various application systems developed by the Group, such as the financial management system (FMISG), the human resources management system (HRS), the budget management system (BMS), etc. This paper puts forward the general framework of E-SSC. the key points of the project implementation include: according to the current financial management mode of DT Group, the overall plan of project implementation is put forward, and all kinds of factors are considered synthetically. Choose the address of financial sharing service center scientifically; base on the reality, focus on the long term, solve the problem of human resource reserve, give full play to the "baton" of performance management and management, The innovation of this paper includes: 1) aiming at the characteristics of the close integration of budget management and strategic management of electric power enterprise group, based on the theory of comprehensive budget management, we design the construction scheme of DT group financial sharing service center. It is of great significance for electric power group enterprises to construct financial sharing service center. (2) it is proposed to develop the data analysis and utilization subsystem based on modern information technology, such as data mining, on the platform of financial sharing service information system (E-SSCS). It is helpful to promote the change of financial personnel from accounting to strategic management, to further strengthen the data management function of financial sharing service center, and to represent the development direction of financial sharing service center in the future.
