【摘要】：“降本增效”一直是油田企業(yè)關(guān)注的熱點(diǎn)問題。近年來,隨著國際石油公司的市場滲透,我國油田企業(yè)的競爭壓力不斷增加,傳統(tǒng)的“就成本論成本”的管理理念已經(jīng)不能適應(yīng)油田企業(yè)國際化競爭的需要,油田企業(yè)在關(guān)注成本的同時(shí)對企業(yè)價(jià)值創(chuàng)造提出了更多的要求。與此同時(shí),國家對國有資產(chǎn)的保值增值和規(guī)范化的經(jīng)營管理也不斷加以重視,國資委于2010年下文要求在所屬中央企業(yè)全面推行EVA考核體系。在此雙重背景下,探索建立EVA導(dǎo)向的油田企業(yè)全價(jià)值鏈成本管理新模式從而促進(jìn)成本費(fèi)用的控制和經(jīng)濟(jì)效益的提高顯得十分迫切。本文首先對EVA管理體系和全價(jià)值鏈成本管理思想進(jìn)行了綜述,然后在分析油田企業(yè)成本管理現(xiàn)狀和存在主要問題的基礎(chǔ)上,提出在油田企業(yè)構(gòu)建EVA導(dǎo)向全價(jià)值鏈成本管理模式的工作思路,并以價(jià)值至上、成本效益、合作共贏、系統(tǒng)化、全價(jià)值鏈一體化等原則為指導(dǎo),提出了EVA導(dǎo)向全價(jià)值鏈成本管理模式的基本框架;接著,在對油田企業(yè)EVA驅(qū)動因素和全價(jià)值鏈進(jìn)行分解的基礎(chǔ)上,指出EVA和全價(jià)值鏈成本管理思想的滲透融合對油田企業(yè)成本管理體系創(chuàng)新提供的借鑒。最后,本文將EVA和全價(jià)值鏈成本管理思想緊密結(jié)合并應(yīng)用于油田企業(yè)經(jīng)營管理實(shí)踐,從成本戰(zhàn)略制定、成本預(yù)算編制、成本核算分析和成本考評評價(jià)四個(gè)方面構(gòu)建起了油田企業(yè)EVA導(dǎo)向的全價(jià)值鏈成本管理新模式。
[Abstract]:In recent years, with the market penetration of international oil companies, the competitive pressure of Chinese oil field enterprises has been increasing. The traditional "cost based on cost" management concept can no longer meet the needs of the international competition of oil field enterprises, oil field enterprises pay attention to the cost at the same time put forward more requirements for enterprise value creation. The state pays more and more attention to the maintenance and increment of state-owned assets and the standardized management. In 2010, SASAC called for the full implementation of the EVA assessment system in the central enterprises under this dual background. It is very urgent to explore the establishment of a new model of full value chain cost management for EVA oriented oil field enterprises in order to promote the control of cost cost and the improvement of economic benefits. Firstly, this paper is very urgent to the EVA management system and the whole value chain cost. The management thought is summarized. Then on the basis of analyzing the current situation and main problems of cost management in oil field enterprises, this paper puts forward the idea of constructing EVA oriented full-value chain cost management mode in oil field enterprises, and takes the value first and the cost benefit as the first. Under the guidance of the principles of win-win cooperation, systematization and integration of the whole value chain, this paper puts forward the basic framework of EVA guiding the cost management mode of the whole value chain. Then, on the basis of the decomposition of the EVA drivers and the whole value chain of oil field enterprises. The paper points out that the combination of EVA and the whole value chain cost management provides a reference for the innovation of the cost management system of oil field enterprises. Finally. In this paper, EVA and the whole value chain cost management are closely combined and applied to the practice of oil field enterprise management, from the cost strategy formulation, cost budgeting. Four aspects of cost accounting analysis and cost evaluation and evaluation set up a new model of full value chain cost management oriented by EVA in oil field enterprises.
