【摘要】：國(guó)家出臺(tái)相應(yīng)的重要改革措施,使得我國(guó)2017年經(jīng)濟(jì)保持平穩(wěn)發(fā)展態(tài)勢(shì),然而霧霾天氣頻發(fā),氣候異常等情況都給了我們敲響警鐘。2016年《環(huán)境績(jī)效指數(shù)報(bào)告》中我國(guó)的空氣污染指標(biāo)排名179位。經(jīng)濟(jì)增長(zhǎng)建立在環(huán)境破壞之上,這是對(duì)我國(guó)可持續(xù)發(fā)展戰(zhàn)略的一種違背。所以我們不僅僅要關(guān)切企業(yè)的經(jīng)營(yíng)業(yè)績(jī),更應(yīng)該對(duì)企業(yè)環(huán)境績(jī)效提出新的要求。此舉在某種程度上,可以讓企業(yè)更全面的認(rèn)識(shí)自身環(huán)境管理狀況,從而自覺(jué)地實(shí)施改進(jìn)措施,提升企業(yè)可持續(xù)競(jìng)爭(zhēng)力;同時(shí),有助于剖析我國(guó)經(jīng)濟(jì)發(fā)展與環(huán)境保護(hù)之間沖突的癥結(jié)所在,協(xié)助政府相關(guān)部門更加有效地對(duì)環(huán)境問(wèn)題實(shí)施監(jiān)管,促進(jìn)社會(huì)經(jīng)濟(jì)的可持續(xù)發(fā)展。作為國(guó)民經(jīng)濟(jì)重要組成部分的造紙企業(yè),在為GDP做出貢獻(xiàn)的同時(shí),也是環(huán)境污染的大戶。在上述環(huán)境背景下,本文運(yùn)用文獻(xiàn)研究法和案例分析法兩種方法,選擇環(huán)境績(jī)效評(píng)價(jià)這個(gè)大方向,首先介紹了造紙企業(yè)環(huán)境績(jī)效評(píng)價(jià)的研究背景、目的以及意義,收集整理國(guó)內(nèi)外文獻(xiàn),并對(duì)其進(jìn)行分析概括。緊接著對(duì)構(gòu)建環(huán)境績(jī)效評(píng)價(jià)體系的理論基礎(chǔ)和指標(biāo)選取的原則進(jìn)行敘述,從而為構(gòu)建出造紙企業(yè)環(huán)境績(jī)效評(píng)價(jià)體系打下基礎(chǔ)。然后以JX紙業(yè)為實(shí)際案例,分析匯總后的數(shù)據(jù),通過(guò)專家打分的方式確定指標(biāo)權(quán)重,按照模糊層次分析法(FAHP)進(jìn)行總的評(píng)分計(jì)算。通過(guò)分析評(píng)價(jià)結(jié)果,找尋適合JX紙業(yè)更好地發(fā)展方向,并提出相應(yīng)的改進(jìn)措施,另外其取得的環(huán)境方向的成果供其他企業(yè)借鑒,促使企業(yè)保持可持續(xù)競(jìng)爭(zhēng)力。
[Abstract]:In 2017, our country introduced the corresponding important reform measures, which made our economy maintain a steady development trend, but haze weather frequently occurred. In 2016, China's air pollution index ranked 179th. Economic growth is based on environmental damage. This is a violation of our country's sustainable development strategy. Therefore, we should not only concern about the business performance, but also put forward new requirements for the enterprise environmental performance. Enterprises can fully understand their own environmental management conditions, so as to consciously implement improvement measures to enhance the sustainable competitiveness of enterprises; At the same time, it will help to analyze the crux of the conflict between economic development and environmental protection in China, and help the relevant government departments to implement more effective supervision of environmental issues. Promote the sustainable development of social economy. As an important part of the national economy, paper enterprises, while making contributions to the GDP, is also a major user of environmental pollution. In this paper, literature research and case analysis methods are used to select the general direction of environmental performance evaluation. Firstly, the background, purpose and significance of environmental performance evaluation in papermaking enterprises are introduced. Collection and collation of domestic and foreign literature, and analysis and summary of it. Then the theoretical basis of the construction of environmental performance evaluation system and the principles of the selection of indicators are described. Then take JX paper industry as a practical case, analyze the collected data, and determine the index weight by the way of experts scoring. According to the fuzzy analytic hierarchy process (FAHP), the total score is calculated. By analyzing the evaluation results, the author finds out a better development direction for JX paper industry, and puts forward the corresponding improvement measures. In addition, the results of environmental direction can be used for reference by other enterprises to maintain sustainable competitiveness.
