【摘要】：近年來,我國對科研經(jīng)費的投入力度越來越大,但是科研經(jīng)費內(nèi)部控制體系不完善、控制重點不清晰、責任主體不明確、監(jiān)督機制流于形式、執(zhí)行不嚴格、存在控制盲點是我國高校科研經(jīng)費實踐中存在的普遍問題。高�？蒲薪�(jīng)費管理中上述漏洞的存在會嚴重影響科研經(jīng)費的使用,進而直接影響科研工作的進行,所以為了能更加高效的使用高�？蒲薪�(jīng)費、財務信息更加客觀真實,對高校的科研經(jīng)費內(nèi)部控制進行梳理完善是擺在高校管理者面前的一項尤為重要的任務,這也是本論文研究的重點及主題。本文在借鑒內(nèi)部控制相關(guān)理論及其他高校科研經(jīng)費管理及內(nèi)部控制經(jīng)驗,綜述國內(nèi)外研究現(xiàn)狀的基礎(chǔ)上,采用了實地調(diào)查法、文獻資料法、案例研究法等多種科學研究方法,對LY學院的科研經(jīng)費內(nèi)部控制現(xiàn)狀進行了重新審視。同時從單位層和業(yè)務層對LY學院科研經(jīng)費內(nèi)部控制存在的問題進行了分析研究。從科研經(jīng)費在申請環(huán)節(jié)、使用環(huán)節(jié)、決算環(huán)節(jié)分析問題并探究造成這些問題的深層次原因,并對LY學院科研經(jīng)費內(nèi)部控制體系進行了優(yōu)化設計,并從內(nèi)部控制角度提出完善該體系的建議,力圖為LY學院構(gòu)建一套適合新環(huán)境下科研經(jīng)費內(nèi)部控制體系,使其充分認識到對科研經(jīng)費進行內(nèi)部控制的重要性。
[Abstract]:In recent years, China's investment in scientific research funds is more and more strong, but the internal control system of scientific research funds is not perfect, the key points of control are not clear, the main body of responsibility is not clear, the supervision mechanism is mere form, and the execution is not strict. The existence of blind spots is a common problem in the practice of scientific research funds in colleges and universities in China. The existence of the above loopholes in the management of scientific research funds will seriously affect the use of scientific research funds, and then directly affect the scientific research work. Therefore, in order to use scientific research funds more efficiently and financial information more objective and real, it is a particularly important task for university administrators to comb and improve the internal control of scientific research funds in colleges and universities. This is also the focus and theme of this paper. Based on the theory of internal control and the experience of other colleges and universities, this paper summarizes the current research situation at home and abroad, and adopts the field investigation method. Literature, case study and other scientific research methods. This paper reexamines the present situation of the internal control of scientific research funds in LY College. At the same time, it analyzes and studies the problems existing in the internal control of scientific research funds in LY College from the unit level and the business level. . The use of links, accounting links to analyze the problems and explore the deep-seated causes of these problems, and LY Institute of scientific research funding internal control system optimization design. From the angle of internal control, this paper puts forward some suggestions to perfect the system, and tries hard to construct a set of internal control system of scientific research funds suitable for the new environment for LY college, so that it can fully realize the importance of internal control of scientific research funds.
