【摘要】：1928年之后,作為南京國民黨政權(quán)的主要決策者和最高軍事長官,蔣介石全力支持中央銀行的成立運(yùn)作及鈔票的發(fā)行流通,支持對于普通商業(yè)銀行的準(zhǔn)入和貨幣發(fā)行進(jìn)行監(jiān)管。1933年實(shí)行廢兩改元之后,蔣介石主張加強(qiáng)管理和銀行統(tǒng)一貨幣發(fā)行,在1934年的白銀風(fēng)潮之前,與孔祥熙規(guī)劃幣制的統(tǒng)一和金融整理。1935年1月,蔣介石經(jīng)與孔祥熙等密商,確定要實(shí)施"統(tǒng)一幣制"。1935年3月底,對中交兩行實(shí)施增資改組之后,蔣介石非常關(guān)注時(shí)局發(fā)展對貨幣金融領(lǐng)域可能帶來的沖擊,屢次催促加快實(shí)施幣制改革。1935年11月法幣實(shí)施后,蔣介石直接出面令飭地方軍政當(dāng)局遵守與配合,同時(shí)注意協(xié)調(diào)中央行政部門與地方軍政當(dāng)局的關(guān)系,在兩者之間求得基本平衡。蔣介石對于政府中主持財(cái)政金融行政事務(wù)的主官基本上是信任并且支持的。蔣介石對于法幣政策的及時(shí)頒行和取得成功,起到了不可或缺的決定性作用。
[Abstract]:After 1928, as the main policy maker and supreme military officer of the Nanjing Kuomintang regime, Chiang Kai-shek fully supported the establishment and operation of the Central Bank and the issuance and circulation of banknotes, as well as the supervision of the access of ordinary commercial banks and the issuance of money. After the abolition of the two yuan in 1933, Chiang Kai-shek advocated strengthening management and the unified currency issue of banks, before the silver wave of 1934. Planning the unification and financial arrangement with Kong Xiangxi. In January 1935, Chiang Kai-shek Jing and Kong Xiangxi and other secret businessmen decided to implement the "unified currency system." at the end of March 1935, after the capital increase and reorganization of the two banks of China, Chiang Kai-shek was very concerned about the possible impact of the current situation development on the monetary and financial fields, and repeatedly urged to speed up the implementation of the currency system reform. Chiang Kai-shek directly ordered the local military and political authorities to abide by and cooperate with each other, and at the same time paid attention to coordinating the relationship between the central administrative departments and the local military and political authorities, so as to strike a basic balance between the two. Chiang Kai-shek basically trusted and supported the chief executive of the government in charge of fiscal and financial administration. Chiang Kai-shek played an indispensable and decisive role in the timely promulgation and success of the French currency policy.
