【摘要】：中國(guó)和緬甸地理相鄰，兩國(guó)人民在長(zhǎng)期的政治、文化、經(jīng)濟(jì)歷史交往中相互影響，在長(zhǎng)期交往中經(jīng)濟(jì)合作、金融合作、政治交流不斷取得進(jìn)展。中國(guó)—東盟自由貿(mào)易區(qū)建成以后，中緬金融合作遇到了新的機(jī)遇，對(duì)中緬金融合作的研究也面臨新的機(jī)遇。 本文擬對(duì)中緬金融合作現(xiàn)狀做一個(gè)梳理與對(duì)合作趨勢(shì)進(jìn)行分析，主要從中緬兩國(guó)歷史交往的淵源、緬甸的金融體系、中緬兩國(guó)經(jīng)濟(jì)合作發(fā)展?fàn)顩r、理論基礎(chǔ)、雙邊金融合作基礎(chǔ)條件分析、金融合作方式幾個(gè)方面展開(kāi)。由于緬甸金融發(fā)展滯后的特點(diǎn)，中緬金融合作呈現(xiàn)非對(duì)稱性合作。中國(guó)改革開(kāi)放以來(lái)金融事業(yè)快速發(fā)展，經(jīng)過(guò)幾十年的發(fā)展，中國(guó)金融正處于走出去發(fā)展關(guān)鍵時(shí)期。其次，中緬兩國(guó)由于歷史、政治、經(jīng)濟(jì)等方面的交往和積淀，雙邊有著極強(qiáng)的合作基礎(chǔ)。再次，中緬兩國(guó)由于自然資源稟賦、外匯儲(chǔ)備、金融發(fā)展的非同步性，中緬兩國(guó)蘊(yùn)含著極大的合作空間。2012年在民主選舉改革與《外國(guó)投資法》修改以后，緬甸加快了對(duì)外開(kāi)放速度，，中緬金融合作遇到了新機(jī)遇，在面對(duì)新機(jī)遇的同時(shí)也要客觀認(rèn)識(shí)中緬金融合作所面臨的挑戰(zhàn)。 其次，中緬金融合作理論主要從非對(duì)稱理論、建構(gòu)主義理論進(jìn)行展開(kāi)，對(duì)合作基礎(chǔ)條件主要就雙邊進(jìn)出口增長(zhǎng)情況、雙邊投資額、工程承包方面進(jìn)行了分析。在合作方式創(chuàng)新方面，中緬金融合作可以從金融安全、傳統(tǒng)領(lǐng)域合作方面拓展到企業(yè)金融、項(xiàng)目金融、資本領(lǐng)域、開(kāi)發(fā)性金融合作方面。在中國(guó)與緬甸金融合作中，中國(guó)首先應(yīng)考慮的風(fēng)險(xiǎn)因素是緬甸政治不穩(wěn)定因素，這也是中緬金融合作長(zhǎng)期進(jìn)行中中方應(yīng)該考慮和積極努力克服的因素。
[Abstract]:China and Myanmar are geographically adjacent. The people of the two countries influence each other in long-term political, cultural, economic and historical exchanges, and make continuous progress in economic cooperation, financial cooperation, and political exchanges in long-term exchanges. After the completion of China-ASEAN Free Trade area, China-Myanmar financial cooperation has encountered new opportunities, and the study of Sino-Myanmar financial cooperation has also faced new opportunities. This paper intends to sort out the present situation of Sino-Myanmar financial cooperation and analyze the trend of cooperation, mainly from the origin of historical exchanges between China and Myanmar, Myanmar's financial system, the development of Sino-Burmese economic cooperation, the theoretical basis, the analysis of the basic conditions of bilateral financial cooperation, and the mode of financial cooperation. Due to the lagging characteristics of Myanmar's financial development, Sino-Myanmar financial cooperation presents asymmetric cooperation. Since China's reform and opening up, China's financial industry has developed rapidly. After decades of development, Chinese finance is in a critical period of going out. Secondly, due to historical, political, economic and other exchanges and accumulation, bilateral cooperation between China and Myanmar has a strong foundation. Thirdly, due to the non-synchronism of natural resource endowment, foreign exchange reserves and financial development, China and Myanmar contain great room for cooperation. After the democratic election reform and the revision of the Foreign Investment Law in 2012, Myanmar accelerated its opening to the outside world, and China-Myanmar financial cooperation encountered new opportunities. In the face of new opportunities, it is also necessary to objectively understand the challenges faced by Sino-Myanmar financial cooperation. Secondly, the theory of Sino-Myanmar financial cooperation is mainly based on asymmetric theory and constructivism theory, and the basic conditions of cooperation are mainly analyzed on the growth of bilateral import and export, bilateral investment and project contracting. In the aspect of cooperative mode innovation, Sino-Burmese financial cooperation can be extended from financial security and traditional cooperation to enterprise finance, project finance, capital and development financial cooperation. In the financial cooperation between China and Myanmar, the first risk factor that China should consider is the factor of political instability in Myanmar, which is also the factor that China should consider and actively overcome in the long-term financial cooperation between China and Myanmar.
