中國對外直接投資的政策演變研究

【摘要】：在這個經(jīng)濟(jì)全球化的時代，對外直接投資已經(jīng)成為推動世界經(jīng)濟(jì)持續(xù)增長的重要因素之一。對于中國而言，伴隨著改革開放的不斷深入，對外投資已經(jīng)邁入了一個新的全球化階段。在這個過程中，中國不再是以前的外國直接投資的接受大國，成為對外直接投資額最大的發(fā)展中國家。同時我們注意到，中國的對外直接投資政策方向逐步由吸引轉(zhuǎn)移到促進(jìn)對外投資。 本文先從研究對外直接投資的概念出發(fā)，分析國內(nèi)外多位學(xué)者對一國對外直接投資政策的理論研究以及中國對外直接投資理論依據(jù)，運用文獻(xiàn)研究法、個案研究法、歸納法和綜合分析法結(jié)合我國自改革開放三十多年以來對外直接投資的實際情況，通過中國對外直接投資總量、結(jié)構(gòu)的變化分析，系統(tǒng)地分析了改革開放以來中國對外直接投資的政策演變、管理政策、服務(wù)政策等，其中管理政策包括對外投資審批和監(jiān)督管理、對外投資外匯管制、促進(jìn)和鼓勵指導(dǎo)的建立以及工程承包與對外勞務(wù)合作,服務(wù)政策包括綜合服務(wù)和日常監(jiān)督服務(wù)，找出了我國目前的對外投資政策法規(guī)仍然存在不完善之處并因此提出完善我國對外投資的具體政策建議，最后得出了進(jìn)一步完善監(jiān)督管理、提高財稅金融政策扶持的效率、進(jìn)一步改善服務(wù)和保障、為“走出去”營造良好的外部環(huán)境、力求統(tǒng)計數(shù)據(jù)公開化和詳細(xì)化等細(xì)化和完善中國對外直接投資政策的結(jié)論。 本文由六部分組成。第一部分是主要闡述中國對外直接投資政策演變的研究背景及意義、本文的研究內(nèi)容、研究方法及分析框架圖。第二部分介紹基于對外直接投資的理論研究，，包括對外直接投資的概念、基于國際投資理論的研究、基于國際貿(mào)易理論的研究以及中國對外直接投資的理論依據(jù)、國內(nèi)外研究現(xiàn)狀。第三部分介紹中國對外直接投資的現(xiàn)狀分析，包括對外直接投資的總量分析、結(jié)構(gòu)分析，為下一章進(jìn)行中國對外直接投資政策變化研究提供依據(jù)。第四部分介紹對外投資的政策演變研究，通過闡述中國實行改革開放以來對外投資的政策演變、管理政策、服務(wù)政策三個主要方面分析中國對外直接投資的政策變化。第五部分介紹中國對外直接投資政策存在的主要問題及政策建議。第六部分是根據(jù)以上研究做出結(jié)論。
[Abstract]:In this era of economic globalization, foreign direct investment (OFDI) has become one of the important factors to promote the sustained growth of the world economy. For China, with the deepening of reform and opening up, foreign investment has entered a new stage of globalization. In the process, China is no longer a big recipient of foreign direct investment, but the developing country with the largest amount of foreign direct investment. At the same time, we note that China's foreign direct investment policy has gradually shifted from attracting to promoting foreign investment. Starting from the concept of OFDI, this paper analyzes the theoretical research of a country's FDI policy by many scholars at home and abroad and the theoretical basis of China's OFDI, and applies the methods of literature research and case study, and makes use of the method of literature research, case study, and so on. Induction method and comprehensive analysis method combined with the actual situation of foreign direct investment in China since the reform and opening up for more than 30 years, through the analysis of the changes of the total amount and structure of China's foreign direct investment, This paper systematically analyzes the policy evolution, management policy and service policy of China's foreign direct investment since the reform and opening up, among which the management policy includes the examination, approval and supervision of foreign investment, and the foreign exchange control of foreign investment. To promote and encourage the establishment of guidance and the cooperation between project contracting and external labour services, which include integrated services and day-to-day supervision services, This paper finds out the imperfections of the current foreign investment policies and regulations of our country and puts forward the concrete policy suggestions for perfecting our foreign investment. Finally, the author draws a conclusion that the supervision and management should be further improved, and the efficiency of fiscal and tax financial policy support can be improved. We will further improve services and guarantees, create a good external environment for "going out", and strive to refine and improve the conclusion of China's foreign direct investment policy, such as the publicity and detail of statistical data. This paper consists of six parts. The first part mainly expounds the research background and significance of the evolution of China's foreign direct investment policy, the research content, research methods and analysis framework diagram of this paper. The second part introduces the theoretical research based on OFDI, including the concept of OFDI, the research based on the theory of international investment, the research based on the theory of international trade and the theoretical basis of China's OFDI. The research status at home and abroad. The third part introduces the present situation analysis of China's foreign direct investment, including the total analysis and structure analysis of foreign direct investment, which provides the basis for the next chapter to study the change of China's foreign direct investment policy. The fourth part introduces the policy evolution of China's outward investment, and analyzes the policy changes of China's foreign direct investment from three main aspects: the policy evolution, the management policy and the service policy since the implementation of the reform and opening up in China. The fifth part introduces the main problems and policy suggestions of China's foreign direct investment policy. The sixth part is based on the above research to draw conclusions.
