【摘要】：國有投資控股公司是在國家投融資體制改革的大背景下應(yīng)運(yùn)而生的。政府通過委托代理制將國有資產(chǎn)委托給國有投資控股公司,使其作為國有產(chǎn)權(quán)代表,依據(jù)市場化原則對國有資本進(jìn)行運(yùn)作,實(shí)現(xiàn)國有資本保值增值。經(jīng)過多年的發(fā)展壯大,國有投資控股公司在解決經(jīng)濟(jì)發(fā)展瓶頸、引導(dǎo)社會資金投向、推動全社會經(jīng)濟(jì)發(fā)展等方面發(fā)揮了非常重要的作用。本文采取案例的形式,對黑龍江省內(nèi)最大的國有投資公司——黑龍江晨寧集團(tuán)的投資業(yè)務(wù)進(jìn)行了研究。在案例部分,首先敘述了晨寧集團(tuán)基本情況、組織結(jié)構(gòu)、戰(zhàn)略定位、發(fā)展目標(biāo),并詳細(xì)介紹了集團(tuán)四大業(yè)務(wù)板塊的發(fā)展現(xiàn)狀和面臨的形勢,給出了集團(tuán)近三年的財務(wù)數(shù)據(jù),提出了集團(tuán)發(fā)展所面臨的問題。在案例分析部分,運(yùn)用工商管理的相關(guān)理論,分析了晨寧集團(tuán)所面臨的宏觀環(huán)境、主要投資領(lǐng)域的發(fā)展形勢和行業(yè)地位等外部因素;對集團(tuán)的財務(wù)狀況、管理模式、企業(yè)文化等內(nèi)部條件進(jìn)行深入分析,明確了其內(nèi)部的優(yōu)劣勢;對晨寧集團(tuán)的償債能力、營運(yùn)能力、盈利能力進(jìn)行分析和評價;對晨寧集團(tuán)現(xiàn)有的能源板塊、實(shí)業(yè)板塊、高新技術(shù)產(chǎn)業(yè)板塊和金融板塊等四大業(yè)務(wù)板塊的發(fā)展?fàn)顩r進(jìn)行分析,提出各項(xiàng)業(yè)務(wù)的發(fā)展目標(biāo)和發(fā)展策略,并據(jù)此制定業(yè)務(wù)調(diào)整方案。在此基礎(chǔ)上,提出集團(tuán)業(yè)務(wù)發(fā)展調(diào)整方案的保障措施。
[Abstract]:State-owned investment holding company comes into being under the background of national investment and financing system reform. The government entrusts the state-owned assets to the state-owned investment holding company through the system of entrustment and agent, makes it as the representative of the state-owned property right, carries on the operation to the state-owned capital according to the marketization principle, realizes the state-owned capital to maintain and increase the value. After years of development, the state-owned investment holding company has played a very important role in solving the bottleneck of economic development, guiding social capital investment and promoting the development of the whole society and economy. This paper studies the investment business of Heilongjiang Chenning Group, the largest state-owned investment company in Heilongjiang Province. In the case section, first of all, it describes the basic situation, organizational structure, strategic positioning, development objectives of Chenning Group, and introduces in detail the development status and the situation faced by the four major business sectors of the Group, and gives the financial data of the Group for the past three years. The problems facing the development of the group are put forward. In the part of case analysis, using the theory of industrial and commercial management, the paper analyzes the external factors such as the macroscopical environment, the development situation of the main investment fields and the position of the industry in Chenning Group. The financial situation, management model, corporate culture and other internal conditions of the group are deeply analyzed, and its internal advantages and disadvantages are clarified, and the solvency, operating capacity and profitability of Chenning Group are analyzed and evaluated. This paper analyzes the development status of the four major business sectors of Chenning Group, such as energy plate, industrial plate, high-tech industry plate and financial plate, puts forward the development objectives and development strategies of each business, and formulates the business adjustment scheme accordingly. On this basis, puts forward the group business development adjustment plan safeguard measure.
