【摘要】：針對(duì)科技擔(dān)保在我國(guó)尚屬新生事物,體系還很不健全的問(wèn)題,在總結(jié)北京市科技擔(dān)保行業(yè)發(fā)展歷程及成就的基礎(chǔ)上,分析了諸如缺乏健全的風(fēng)險(xiǎn)分散機(jī)制和代償補(bǔ)償機(jī)制與管理考核機(jī)制、擔(dān)保期限短、反擔(dān)保措施嚴(yán)苛等科技擔(dān)保存在的制度上的缺陷,并就充分發(fā)揮科技擔(dān)保機(jī)構(gòu)在科技型企業(yè)融資中的作用,提出了相關(guān)建議。
[Abstract]:In view of the problem that science and technology guarantee is still new in our country and the system is not perfect, on the basis of summing up the development course and achievement of science and technology guarantee industry in Beijing, This paper analyzes the system defects of scientific and technological guarantee, such as the lack of sound risk dispersion mechanism, compensatory compensation mechanism and management assessment mechanism, short guarantee period, strict anti-guarantee measures, and so on. Some suggestions are put forward to give full play to the role of science and technology guarantee institutions in the financing of science and technology enterprises.
