【摘要】：針對(duì)現(xiàn)階段中國(guó)電子商業(yè)匯票市場(chǎng)存在的問(wèn)題,本文提出了建設(shè)中國(guó)電子票據(jù)交易中心的路徑選擇,包括電子票據(jù)交易中心的基本原則、功能與定位、組織構(gòu)架、交易模式和品種、交易規(guī)則、監(jiān)管以及實(shí)施步驟等。電子票據(jù)交易中心的建設(shè)過(guò)程中遇到的一些關(guān)鍵性問(wèn)題必須得到妥善解決。首先,完善相關(guān)法律制度,推動(dòng)電子票據(jù)市場(chǎng)健康發(fā)展;其次,電子商業(yè)匯票系統(tǒng)建設(shè)初期將面臨紙質(zhì)票據(jù)與電子票據(jù)并行局面,需要尋求合理的解決方案;第三,加強(qiáng)綜合考量,盡快建立并完善電子商業(yè)匯票利率定價(jià)機(jī)制;第四,充分發(fā)揮票據(jù)專(zhuān)營(yíng)機(jī)構(gòu)的專(zhuān)業(yè)優(yōu)勢(shì)和在交易中心建設(shè)中的作用。
[Abstract]:In view of the problems existing in China's electronic commercial bill of exchange market at present, this paper puts forward the path choice for the construction of China's electronic bill trading center, including the basic principles, functions and positioning, and organizational framework of the electronic bill trading center. Trading patterns and varieties, trading rules, regulation and implementation steps. Some key problems in the construction of electronic bill trading center must be solved properly. First of all, improve the relevant legal system to promote the healthy development of the electronic bill market; secondly, the electronic commercial bill system will be faced with the paper bill and electronic bill parallel situation in the early stage, need to seek a reasonable solution; third, Strengthen the comprehensive consideration, establish and perfect the interest rate pricing mechanism of electronic commercial bill as soon as possible; fourth, give full play to the professional advantages of the bill franchisee and its role in the construction of trading center.
