【摘要】：鄂爾多斯市作為典型的資源型城市,在經(jīng)歷近二十年的飛速發(fā)展后,2012年GDP增速在內(nèi)蒙古各盟市排名由第一名跌落到最后一名。究其根源,鄂爾多斯的經(jīng)濟模式屬于粗放型經(jīng)濟,促使鄂爾多斯經(jīng)濟一度快速增長的,并不是科技的創(chuàng)新和可持續(xù)發(fā)展,而是其豐富的礦產(chǎn)資源。鑒于此,不難得出鄂爾多斯亟需調(diào)整產(chǎn)業(yè)結(jié)構(gòu),發(fā)展多元化產(chǎn)業(yè),進而達到可持續(xù)發(fā)展的目標(biāo)。 金融作為現(xiàn)代經(jīng)濟發(fā)展的重要部分,關(guān)系到經(jīng)濟體系中各部門的資金配置問題,因此,如何優(yōu)化金融資源的配置,對產(chǎn)業(yè)結(jié)構(gòu)的調(diào)整起到很關(guān)鍵的作用。鄂爾多斯市近年來的金融體系逐漸完善,但是還存在著資金配置效率低等特點,并未高效的支撐當(dāng)?shù)亟?jīng)濟發(fā)展。本文在鄂爾多斯市產(chǎn)業(yè)結(jié)構(gòu)調(diào)整的背景下,研究區(qū)域金融體系如何對產(chǎn)業(yè)結(jié)構(gòu)調(diào)整發(fā)揮最高效的支持作用。 本文以產(chǎn)業(yè)結(jié)構(gòu)調(diào)整作為切入點,結(jié)合鄂爾多斯市產(chǎn)業(yè)發(fā)展特點和問題做出了相關(guān)分析,并對如何有效運用金融資源配置來促進鄂爾多斯市進行產(chǎn)業(yè)結(jié)構(gòu)調(diào)整進行了分析。主要從以下四個部分進行論述：首先對部分概念進行綜述,分析了金融支持產(chǎn)業(yè)結(jié)構(gòu)調(diào)整的一般傳導(dǎo)機制,主要從產(chǎn)業(yè)選擇、產(chǎn)業(yè)結(jié)構(gòu)合理化、產(chǎn)業(yè)結(jié)構(gòu)高級化三個層面進行分析；其次,分析了鄂爾多斯市產(chǎn)業(yè)結(jié)構(gòu)發(fā)展情況以及金融發(fā)展情況,指出鄂爾多斯產(chǎn)業(yè)結(jié)構(gòu)調(diào)整的必要性。接著,通過將1993年—2012年產(chǎn)業(yè)結(jié)構(gòu)和金融發(fā)展方面的數(shù)據(jù)進行計量分析,得出了鄂爾多斯市金融現(xiàn)狀還不足以支撐產(chǎn)業(yè)結(jié)構(gòu)調(diào)整的結(jié)論,并對金融發(fā)展方面存在的問題進行了解釋。最后,結(jié)合鄂爾多斯市產(chǎn)業(yè)發(fā)展特點,選取了優(yōu)勢產(chǎn)業(yè),對其如何進行合理化調(diào)整及高級化發(fā)展進行具體的闡釋,并針對各階段特點提出相對應(yīng)的金融支持手段,以期實現(xiàn)鄂爾多斯市產(chǎn)業(yè)結(jié)構(gòu)調(diào)整的成功。
[Abstract]:Ordos as a typical resource-based city, after nearly two decades of rapid development, the 2012 GDP growth rate in Inner Mongolia fell from the first to the last. The economic model of Ordos belongs to extensive economy, which promotes the rapid growth of Ordos economy, not the innovation and sustainable development of science and technology, but its rich mineral resources. In view of this, it is not difficult to draw the conclusion that Ordos urgently needs to adjust the industrial structure, develop diversified industries, and then achieve the goal of sustainable development. As an important part of modern economic development, finance is related to the allocation of funds in various sectors of the economic system. Therefore, how to optimize the allocation of financial resources plays a key role in the adjustment of industrial structure. In recent years, the financial system of Ordos has been gradually improved, but there are still some characteristics such as low efficiency of capital allocation, which does not support the development of local economy efficiently. Under the background of industrial structure adjustment in Ordos, this paper studies how the regional financial system plays the most efficient supporting role in industrial structure adjustment. This article takes the industrial structure adjustment as the breakthrough point, unifies the Ordos city industry development characteristic and the question to make the correlation analysis, and has carried on the analysis to how to use the financial resources allocation effectively to promote the Ordos city to carry on the industrial structure adjustment. It mainly discusses the following four parts: firstly, it summarizes some concepts, analyzes the general transmission mechanism of financial support industrial structure adjustment, mainly from the industrial choice, industrial structure rationalization, Secondly, it analyzes the development of industrial structure and financial development in Ordos, and points out the necessity of industrial structure adjustment in Ordos. Then, through the econometric analysis of the industrial structure and financial development data from 1993 to 2012, the paper draws the conclusion that the current financial situation in Ordos is not enough to support the adjustment of industrial structure. The problems in financial development are explained. Finally, according to the characteristics of the industrial development in Ordos, the paper selects the superior industry, explains how to rationalize and upgrade it, and puts forward the corresponding financial support means according to the characteristics of each stage. In order to achieve the Ordos City industrial structure adjustment success.
