【摘要】：開發(fā)區(qū)作為各地經(jīng)濟改革與發(fā)展的試驗區(qū)，它們以高速的經(jīng)濟增長、創(chuàng)新的行政體制、突出的科技成果研發(fā)運用、良好的社會效益成為我國國民經(jīng)濟的增長極，為各地經(jīng)濟社會發(fā)展作出了重要貢獻。作為全國各類經(jīng)濟開發(fā)區(qū)中的一員，婁底經(jīng)濟技術(shù)開發(fā)區(qū)的發(fā)展同樣也依賴于基礎(chǔ)設(shè)施建設(shè)的快速推進，良好的公輔配套為園區(qū)的經(jīng)濟增長起到了奠基石的作用。但是相對落后的投融資體制會明顯制約開發(fā)區(qū)的后續(xù)發(fā)展。如何進一步改革基礎(chǔ)設(shè)施投融資體制，實現(xiàn)基礎(chǔ)設(shè)施的快速推進，已經(jīng)成為其迫切需要解決的問題。 論文對婁底經(jīng)濟技術(shù)開發(fā)區(qū)基礎(chǔ)設(shè)施投融資管理體制問題進行了深入系統(tǒng)的研究，主要研究工作包括： 1．闡述了基礎(chǔ)設(shè)施建設(shè)投融資體制的基本理論。對基礎(chǔ)設(shè)施的概念、特征和基礎(chǔ)設(shè)施投融資體制進行了詳盡的介紹和說明。 2．全面介紹了婁底經(jīng)濟技術(shù)開發(fā)區(qū)基礎(chǔ)設(shè)施建設(shè)投融資的現(xiàn)狀，并分析了當前婁底經(jīng)濟技術(shù)開發(fā)區(qū)基礎(chǔ)設(shè)施投融資體制的特點和存在的主要問題。 3．通過對國內(nèi)外基礎(chǔ)設(shè)施建設(shè)投融資體制的分析，，總結(jié)了國內(nèi)外對基礎(chǔ)設(shè)施投融資管理體制上的經(jīng)驗。 4．綜合分析研究的基礎(chǔ)上，系統(tǒng)提出了婁底經(jīng)濟技術(shù)開發(fā)區(qū)基礎(chǔ)設(shè)施投融資體制改革的思路和具體對策：即完善基礎(chǔ)設(shè)施投資的管理體制，完善基礎(chǔ)設(shè)施投融資的保障機制，完善鼓勵社會投資主體投資的促進機制。
[Abstract]:As the experimental areas for economic reform and development in various places, the development zones have become the growth poles of our national economy with rapid economic growth, innovative administrative system, outstanding scientific and technological achievements, research and development, and good social benefits. It has made important contributions to local economic and social development. As a member of all kinds of economic development zones in China, the development of Loudi Economic and technological Development Zone also depends on the rapid development of infrastructure construction. But relatively backward investment and financing system will obviously restrict the subsequent development of the development zone. How to further reform the investment and financing system of infrastructure and realize the rapid development of infrastructure has become an urgent problem to be solved. This paper makes a deep and systematic study on the management system of infrastructure investment and financing in Loudi Economic and technological Development Zone. The main research work is as follows: 1. The basic theory of investment and financing system of infrastructure construction is expounded. The concept, characteristics and investment and financing system of infrastructure are introduced and explained in detail. 2. The present situation of infrastructure investment and financing in Loudi Economic and technological Development Zone is introduced. It also analyzes the characteristics and main problems of the infrastructure investment and financing system in Loudi Economic and technological Development Zone. 3. Through the analysis of the investment and financing system of the infrastructure construction at home and abroad, The experience of investment and financing management system of infrastructure at home and abroad is summarized. 4. On the basis of comprehensive analysis, This paper systematically puts forward the ideas and concrete countermeasures of the reform of infrastructure investment and financing system in Loudi Economic and technological Development Zone: perfecting the management system of infrastructure investment, perfecting the guarantee mechanism of infrastructure investment and financing, We will improve the promotion mechanism for encouraging investment by social investors.
