【摘要】：本文從監(jiān)管視角對票據(jù)業(yè)務(wù)快速發(fā)展中出現(xiàn)的一些異化現(xiàn)象進行了分析,認為在票據(jù)業(yè)務(wù)中僅局限于對機構(gòu)的監(jiān)管是不夠的,更需要的是對市場的監(jiān)管和對金融工具及交易的監(jiān)管,而交易主體、交易產(chǎn)品、交易價格和交易規(guī)則是構(gòu)成一個金融市場的關(guān)鍵要素,為此需要針對這些要素進行制度性創(chuàng)新,以規(guī)范整個票據(jù)業(yè)務(wù)鏈上的各類交易。
[Abstract]:This paper analyzes some dissimilation phenomena in the rapid development of bill business from the perspective of supervision, and thinks that it is not enough to limit the supervision to the institutions in the bill business. What we need more is the supervision of the market and the financial instruments and transactions, and the main body of the transaction, the trading products, the trading price and the trading rules are the key elements of a financial market, so we need to carry out institutional innovation to these elements. In order to regulate the entire bill business chain on the various transactions.
