【摘要】：近十年來(lái),關(guān)于一國(guó)或地區(qū)(尤其是欠發(fā)達(dá)國(guó)家或地區(qū))應(yīng)該選擇何種經(jīng)濟(jì)發(fā)展戰(zhàn)略的問(wèn)題,在我國(guó)經(jīng)濟(jì)學(xué)界中出現(xiàn)了趕超戰(zhàn)略論與比較優(yōu)勢(shì)戰(zhàn)略論之爭(zhēng)。本文提出了"綜合優(yōu)勢(shì)戰(zhàn)略論":在經(jīng)濟(jì)發(fā)展過(guò)程中,實(shí)施趕超戰(zhàn)略容易造成"趕超困境",而實(shí)施比較優(yōu)勢(shì)戰(zhàn)略則容易陷入"比較優(yōu)勢(shì)陷阱",只有實(shí)施綜合考慮比較優(yōu)勢(shì)、分工優(yōu)勢(shì)和交易效率優(yōu)勢(shì)的"綜合優(yōu)勢(shì)發(fā)展戰(zhàn)略",才能夠使經(jīng)濟(jì)持續(xù)、健康、快速地發(fā)展。"東亞奇跡"既非比較優(yōu)勢(shì)戰(zhàn)略之功勞,也不是趕超戰(zhàn)略之成就,而是實(shí)施綜合優(yōu)勢(shì)戰(zhàn)略的結(jié)果。偏離綜合優(yōu)勢(shì)的經(jīng)濟(jì)更易于出現(xiàn)金融危機(jī):趕超戰(zhàn)略式的過(guò)度創(chuàng)新導(dǎo)致了源自美國(guó)的國(guó)際金融危機(jī),而比較優(yōu)勢(shì)戰(zhàn)略則引發(fā)了1997年的東南亞金融危機(jī)。
[Abstract]:In the past ten years, there has been a dispute between the theory of catching up and surpassing strategy and the theory of comparative advantage strategy in our country or region, especially in less developed countries or regions, which should be chosen as the economic development strategy. This paper puts forward the theory of "comprehensive advantage strategy": in the process of economic development, the implementation of catch-up strategy can easily lead to "catching up and overtaking dilemma", but the implementation of comparative advantage strategy is easy to fall into the "comparative advantage trap", only to implement comprehensive consideration of comparative advantage. The "comprehensive advantage development strategy" of the advantage of division of labor and trade efficiency can make the economy develop continuously, healthily and rapidly. " The East Asian Miracle is neither the credit of the comparative advantage strategy nor the achievement of the catch-up strategy, but the result of the implementation of the comprehensive advantage strategy. The economy that deviates from the comprehensive advantage is more prone to the financial crisis: the overinnovation of catch-up strategy leads to the international financial crisis originating from the United States, and the comparative advantage strategy leads to the financial crisis in Southeast Asia in 1997.
