我國金融機(jī)構(gòu)服務(wù)外包業(yè)務(wù)的發(fā)展現(xiàn)狀及戰(zhàn)略分析

【摘要】:20世紀(jì)中期以來,為了在激烈的全球競爭中保持競爭優(yōu)勢,越來越多的企業(yè)將部分非核心業(yè)務(wù)委托給外部企業(yè),從而使自身能夠集中精力于企業(yè)的核心業(yè)務(wù),使企業(yè)能夠獲取更強(qiáng)的競爭優(yōu)勢。在過去的幾十年里,金融外包已成為企業(yè)界與理論界關(guān)心的一個(gè)熱點(diǎn)。2005年2月,以巴塞爾銀行監(jiān)管委員會(huì)為首的聯(lián)合論壇工作組公布了《金融服務(wù)外包文件》,對(duì)金融服務(wù)外包監(jiān)管提供指引。文章中定義金融服務(wù)外包業(yè)務(wù)是指金融機(jī)構(gòu)在持續(xù)經(jīng)營的基礎(chǔ)上,利用外包商(為公司集團(tuán)內(nèi)部的附屬實(shí)體或公司集團(tuán)的外部實(shí)體)來實(shí)施原由自身進(jìn)行的業(yè)務(wù)活動(dòng)。外包的金融服務(wù)通常包括如下三種類型:信息技術(shù),業(yè)務(wù)操作,知識(shí)處理。 金融服務(wù)外包的實(shí)質(zhì)在于金融企業(yè)的重新定位,重新配置各種資源,將資源集中于相對(duì)優(yōu)勢領(lǐng)域,從而提升自身的競爭優(yōu)勢,增強(qiáng)持續(xù)發(fā)展的能力。它涵蓋了包括銀行在內(nèi)的各類金融機(jī)構(gòu)。 金融服務(wù)外包業(yè)務(wù)有優(yōu)厚的利益:以降低成本以提高收益,充分利用前沿技術(shù)和技能,轉(zhuǎn)移金融機(jī)構(gòu)的風(fēng)險(xiǎn),把一些風(fēng)險(xiǎn)轉(zhuǎn)移給了服務(wù)外包商。這使金融機(jī)構(gòu)能更好的應(yīng)對(duì)迅速變化的外部市場環(huán)境和顧客需求。 本文立足為中國發(fā)展金融服務(wù)外包提出應(yīng)對(duì)策略,主要圍繞以下幾個(gè)方面展開研究。首先闡述了金融服務(wù)外包的定義與內(nèi)涵,并從經(jīng)濟(jì)、管理、社會(huì)三個(gè)方面詳細(xì)總結(jié)了外包的理論基礎(chǔ)。 然后是分析國際金融服務(wù)外包發(fā)展的現(xiàn)狀與趨勢,從眾多國家中選取了發(fā)展本國外包行業(yè)最為成功的印度作為案例,全面回顧其發(fā)展歷程和現(xiàn)狀以為我國金融服務(wù)外包業(yè)務(wù)發(fā)展提供借鑒。之后又探討經(jīng)濟(jì)危機(jī)對(duì)金融服務(wù)外包的影響,表明全球金融外包的前景依舊光明,未來幾年內(nèi)金融服務(wù)外包國際大環(huán)境一片大好。 接著本文梳理了我國金融服務(wù)外包發(fā)展歷程,并闡述我國三大金融行業(yè)的服務(wù)外包業(yè)務(wù)的現(xiàn)狀并總結(jié)歸納我國金融機(jī)構(gòu)服務(wù)外包目前所面臨的問題。 再者,本文歸納出金融金融機(jī)構(gòu)服務(wù)外包業(yè)務(wù)開展中存在的一系列風(fēng)險(xiǎn)問題并分別進(jìn)行分析,為金融外包如何降低風(fēng)險(xiǎn)提出了自己的建議。 最后,本文在總結(jié)歸納前幾章的內(nèi)容的情況下,系統(tǒng)地提出了促進(jìn)我國金融服務(wù)外包發(fā)展的戰(zhàn)略性建議。
[Abstract]:Since the middle of the 20th century, in order to maintain the competitive advantage in the fierce global competition, more and more enterprises entrust some non-core business to the external enterprises, so that they can concentrate on the core business of the enterprise. To enable enterprises to obtain a stronger competitive advantage. In the past few decades, financial outsourcing has become a hot topic in the business and theoretical circles. The Joint Forum working Group, headed by the Basel Committee on Banking Supervision, released the Financial Services Outsourcing document to provide guidance on the regulation of financial services outsourcing. In this paper, financial services outsourcing is defined as the use of outsourcing firms (which are affiliated entities within the group of companies or external entities of the group of companies) to carry out their own business activities on the basis of continuing operation. Outsourcing of financial services usually includes three types: information technology, business operations, and knowledge processing. The essence of financial service outsourcing lies in the repositioning of financial enterprises, the reallocation of various resources, and the concentration of resources in the field of comparative advantage, thus enhancing their competitive advantage and enhancing their ability of sustainable development. It covers all kinds of financial institutions, including banks. Financial service outsourcing has good benefits: to reduce costs to increase revenue, to make full use of frontier technology and skills, to transfer the risks of financial institutions, and to transfer some risks to service outsourcers. This enables financial institutions to better respond to the rapidly changing external market environment and customer needs. Based on the development of China's financial services outsourcing strategy, mainly around the following aspects of research. Firstly, the definition and connotation of financial service outsourcing are expounded, and the theoretical basis of outsourcing is summarized in detail from three aspects: economy, management and society. Then it analyzes the current situation and trend of international financial service outsourcing, and selects India, which is the most successful outsourcing industry, as a case study from many countries. Comprehensive review of its development process and current situation for China's financial services outsourcing business development to provide reference. Then it discusses the impact of economic crisis on the outsourcing of financial services, indicating that the prospects of global financial outsourcing are still bright, and the international environment of financial services outsourcing in the next few years will be very good. Then this paper combs the development course of our country's financial service outsourcing, and expounds the present situation of our country's three major financial industries' service outsourcing business and summarizes the problems that our financial institutions are facing at present. Furthermore, this paper sums up a series of risk problems in the service outsourcing business of financial institutions and analyzes them separately, and puts forward some suggestions on how to reduce the risk of financial outsourcing. Finally, this paper systematically puts forward some strategic suggestions to promote the development of financial service outsourcing under the condition of summing up the contents of the previous chapters.
