發(fā)展我國商業(yè)銀行同業(yè)業(yè)務(wù)的探索

【摘要】:21世紀以來,伴隨全球經(jīng)濟自由化和一體化進程的加快,國內(nèi)金融運行環(huán)境發(fā)生重大變化。利率市場化的推進極大地沖擊了商業(yè)銀行傳統(tǒng)依靠利差收入的經(jīng)營模式,經(jīng)濟資本的約束和金融監(jiān)管政策的不斷逼近迫使商業(yè)銀行調(diào)整業(yè)務(wù)發(fā)展思路,混業(yè)經(jīng)營格局的形成也客觀上要求商業(yè)銀行調(diào)整服務(wù)職能,實現(xiàn)業(yè)務(wù)創(chuàng)新。在此背景下,商業(yè)銀行同業(yè)業(yè)務(wù)應(yīng)運而生并獲得飛速發(fā)展。商業(yè)銀行金融同業(yè)業(yè)務(wù)最初限于商業(yè)銀行之間的拆借,以解決短期流動性,而如今同業(yè)業(yè)務(wù)逐漸發(fā)生質(zhì)的變化,發(fā)展成商業(yè)銀行通過加強與券商、基金公司、保險公司等金融同業(yè)機構(gòu)的合作,利用同業(yè)拆入資金或理財資金,擴大各種表外資產(chǎn)、當前除了傳統(tǒng)的同業(yè)存放、同業(yè)拆借、同業(yè)票據(jù)轉(zhuǎn)貼現(xiàn),又衍生出同業(yè)代付、同業(yè)償付、買入返售等各種“創(chuàng)新”。同業(yè)資產(chǎn)和同業(yè)負債迅速膨脹,其中國有商業(yè)銀行同業(yè)資產(chǎn)增長速度相對較快,股份制銀行中,興業(yè)、民生、平安的同業(yè)資產(chǎn)規(guī)模膨脹居前,城商行的同業(yè)資產(chǎn)增速較低。并且隨著同業(yè)資產(chǎn)規(guī)模膨脹,可以看到各家銀行同業(yè)業(yè)務(wù)利息收入占全部利息收入的比重快速上升,盈利能力穩(wěn)步提升。同業(yè)業(yè)務(wù)快速發(fā)展的重要原因在于銀行通過同業(yè)資產(chǎn)和期限的錯配進行套利。然后這種長期的錯配隱含巨大的風險,同時銀行過度的非標資產(chǎn)化都為同業(yè)業(yè)務(wù)的發(fā)展埋下巨大的隱患。錢荒危機的發(fā)生要求商業(yè)銀行必須流動性管理的重要性,審視同業(yè)業(yè)務(wù)的發(fā)展。同業(yè)業(yè)務(wù)的健康有序發(fā)展要求擁有成熟的市場支撐、完善的監(jiān)管政策和自由化的市場環(huán)境,這些都是商業(yè)銀行未來努力的方向。
[Abstract]:Since the 21st century, with the acceleration of the process of global economic liberalization and integration, the domestic financial operating environment has undergone major changes. The promotion of interest rate marketization has greatly impacted the traditional business model of commercial banks, which depends on the interest rate difference income. The constraint of economic capital and the approaching of financial supervision policy force commercial banks to adjust their business development ideas. The formation of mixed operation pattern also requires commercial banks to adjust their service functions and realize business innovation. Under this background, commercial interbank business emerges as the times require and obtains the rapid development. Commercial bank financial interbank business was initially limited to lending between commercial banks in order to solve short-term liquidity. But now the interbank business has gradually changed qualitatively and developed into a commercial bank through strengthening securities firms, fund companies, The cooperation of insurance companies and other financial interbank institutions, using interbank offered funds or financial management funds, to expand all kinds of off-balance sheet assets. At present, in addition to traditional interbank deposits, interbank borrowing, interbank bills being reposted, interbank payments are derived from interbank payments and interbank reimbursements. Buy back and sell all kinds of "innovation". Interbank assets and interbank liabilities are expanding rapidly, in which state-owned commercial banks' interbank assets are growing relatively fast. Among joint-stock banks, the scale of interbank assets of Societe Generale, people's livelihood and Ping an is in the leading position, while the growth rate of City Commercial Bank's interbank assets is relatively low. And with the expansion of interbank assets, it can be seen that the interest income of interbank business accounts for the proportion of total interest income rising rapidly, and profitability increases steadily. The important reason for the rapid development of interbank business is that banks carry out arbitrage through mismatch of interbank assets and maturities. Then this long-term mismatch implies huge risks, and the excessive non-standard assets of banks are a huge hidden danger for the development of interbank business. The crisis of cash shortage requires the importance of liquidity management for commercial banks to examine the development of interbank business. The healthy and orderly development of interbank business requires mature market support, perfect supervision policy and liberalized market environment, all of which are the direction of future efforts of commercial banks.
