江蘇泰興農(nóng)村商業(yè)銀行貸款信用風(fēng)險(xiǎn)研究

【摘要】:近年來(lái),國(guó)家為解決三農(nóng)問(wèn)題,積極實(shí)施各種“三農(nóng)”政策來(lái)扶持農(nóng)業(yè)和農(nóng)村的發(fā)展。在國(guó)家政策的扶持下,農(nóng)村金融機(jī)構(gòu)相繼建立,且發(fā)展態(tài)勢(shì)良好,給農(nóng)村經(jīng)濟(jì)的發(fā)展提供了很大的幫助,但與此同時(shí)也出現(xiàn)了一系列問(wèn)題,尤其是農(nóng)村金融機(jī)構(gòu)貸款信用風(fēng)險(xiǎn)管理方面存在著不容忽視的問(wèn)題。 銀行業(yè)是高風(fēng)險(xiǎn)的行業(yè),其風(fēng)險(xiǎn)主要在于貸款信用風(fēng)險(xiǎn)。貸款信用風(fēng)險(xiǎn)的存在,是破壞銀行體系正常健康運(yùn)轉(zhuǎn)的隱患,若管理不當(dāng)或不及時(shí),很可能使銀行體系極度脆弱,風(fēng)險(xiǎn)有效覆蓋率較低,應(yīng)對(duì)風(fēng)險(xiǎn)能力較差,銀行效益日益下降。隨著金融競(jìng)爭(zhēng)的日益加劇,農(nóng)村金融機(jī)構(gòu)開(kāi)始注重從粗放型管理向集約型經(jīng)營(yíng)轉(zhuǎn)變,開(kāi)始注重對(duì)盈利能力、信貸風(fēng)險(xiǎn)狀況等的綜合評(píng)價(jià)。但是,對(duì)于具體的信貸業(yè)務(wù)而言,信貸風(fēng)險(xiǎn)的衡量、信貸風(fēng)險(xiǎn)的管理等還缺乏完善、有效的方法。 本文從總結(jié)國(guó)內(nèi)外有關(guān)農(nóng)村金融機(jī)構(gòu)貸款風(fēng)險(xiǎn)管理方面的理論出發(fā),如國(guó)外信用風(fēng)險(xiǎn)的度量方法、模型,國(guó)外農(nóng)村金融機(jī)構(gòu)貸款風(fēng)險(xiǎn)管理經(jīng)驗(yàn)等,通過(guò)對(duì)泰興農(nóng)村商業(yè)銀行經(jīng)營(yíng)狀況的財(cái)務(wù)分析和貸款信用風(fēng)險(xiǎn)的深入分析,概括出泰興農(nóng)村商業(yè)銀行的發(fā)展現(xiàn)狀及信貸風(fēng)險(xiǎn)管理中仍存在的問(wèn)題,深入剖析當(dāng)前泰興農(nóng)商行信貸風(fēng)險(xiǎn)管理仍存在問(wèn)題的原因:信貸人員素質(zhì)偏低且參差不齊;內(nèi)部控制不完善;對(duì)不良貨款的管理不力;信貸管理薄弱,對(duì)關(guān)注類貸款的管理缺乏精細(xì)化管理;服務(wù)對(duì)象單一;存在信息不對(duì)稱;量化信用風(fēng)險(xiǎn)的方法模型粗放。并據(jù)此提出切合泰興農(nóng)商行現(xiàn)狀的可行的政策建議:加強(qiáng)信貸隊(duì)伍建設(shè),提升素質(zhì),增強(qiáng)防風(fēng)險(xiǎn)的意識(shí);加強(qiáng)對(duì)關(guān)注類貸款的管理,防范其遷徙為不良貸款;多法并舉,加強(qiáng)不良貸款的管理,嚴(yán)控新增不良貸款;結(jié)合農(nóng)村、農(nóng)業(yè)實(shí)際,創(chuàng)新產(chǎn)品,分散風(fēng)險(xiǎn);借鑒先進(jìn)的信用分析手段,運(yùn)用技術(shù)手段分析和測(cè)算信用風(fēng)險(xiǎn);建立嚴(yán)格考核機(jī)制,加大責(zé)任追究力度,嚴(yán)防信用風(fēng)險(xiǎn);加強(qiáng)內(nèi)控建設(shè),完善制約監(jiān)督機(jī)制,推行流程銀行建設(shè);積極營(yíng)銷,增強(qiáng)財(cái)力和收益,持續(xù)提升抗風(fēng)險(xiǎn)的能力。以期完善泰興農(nóng)商行的管理經(jīng)營(yíng),在競(jìng)爭(zhēng)日趨激烈的金融市場(chǎng)中提升競(jìng)爭(zhēng)力,實(shí)現(xiàn)自身長(zhǎng)足發(fā)展。
[Abstract]:In recent years, in order to solve the problems of agriculture, rural areas and farmers, the government has actively implemented various policies to support the development of agriculture and rural areas. With the support of national policies, rural financial institutions have been established one after another, and the development situation is good, which has provided great help to the development of rural economy, but at the same time, a series of problems have also appeared. Especially, there are some problems in credit risk management of rural financial institutions. The banking industry is a high-risk industry, its risk mainly lies in the loan credit risk. The existence of loan credit risk is a hidden danger to destroy the normal and healthy operation of the banking system. If it is not properly managed or not in time, it may make the banking system extremely fragile, with low effective risk coverage and poor ability to deal with risks. Bank returns are declining day by day. With the increasing of financial competition, rural financial institutions begin to pay attention to the transformation from extensive management to intensive management, and to the comprehensive evaluation of profitability and credit risk. However, for specific credit business, the measurement of credit risk and the management of credit risk are still lack of perfect and effective methods. In this paper, we summarize the theories about loan risk management of rural financial institutions at home and abroad, such as the measurement methods, models, loan risk management experience of foreign rural financial institutions, and so on. Based on the financial analysis and credit risk analysis of Taixing Rural Commercial Bank, this paper summarizes the present development situation of Taixing Rural Commercial Bank and the problems in credit risk management. This paper deeply analyzes the reasons why the credit risk management of Taixing Agricultural and Commercial Bank still exists: the quality of credit personnel is low and uneven, the internal control is not perfect, the management of bad loans is weak, the credit management is weak, The management of interest loans is lack of fine management; the service object is single; there is information asymmetry; the method model of quantifying credit risk is extensive. On the basis of the above, some feasible policy suggestions are put forward to suit the present situation of Taixing Agricultural and Commercial Bank: strengthening the construction of credit force, improving the quality and strengthening the awareness of risk prevention; strengthening the management of the concerned loans and preventing their migration into non-performing loans; Strengthening the management of non-performing loans, strictly controlling new non-performing loans, combining rural areas, agricultural realities, innovating products, and dispersing risks; using advanced credit analysis means for reference, using technical means to analyze and measure credit risks; and establishing a strict assessment mechanism. Strengthen the internal control construction, perfect the supervision mechanism, carry out the process bank construction, actively marketing, strengthen the financial resources and income, and continuously enhance the ability to resist risks. The aim is to perfect the management and management of Taixing Agricultural and Commercial Bank, to enhance its competitiveness in the increasingly competitive financial market and to realize its own considerable development.
