【摘要】：2007年,中國(guó)銀行業(yè)監(jiān)督管理委員會(huì)批準(zhǔn)N銀行廣西壯族自治區(qū)分行開(kāi)辦農(nóng)村基礎(chǔ)設(shè)施建設(shè)貸款項(xiàng)目。2012年年末,N銀行區(qū)分行客戶三部條線累計(jì)投放支持農(nóng)村基礎(chǔ)設(shè)施建設(shè)貸款余額333.7億元,占全行貸款總量的58.4%。其中支持收儲(chǔ)農(nóng)村土地1.6萬(wàn)畝,置換出建設(shè)用地面積2030畝,整治村莊36個(gè),土地出讓金返還和土地整治收益36億元,取得顯著支農(nóng)成效。農(nóng)村基礎(chǔ)設(shè)施建設(shè)對(duì)促進(jìn)農(nóng)業(yè)生產(chǎn),提高農(nóng)民生活水平,實(shí)現(xiàn)農(nóng)民增收有著重要的作用。近些年農(nóng)村基礎(chǔ)設(shè)施建設(shè)資金投入與資金需求比較,缺口明顯,由于政府財(cái)政資金有限且商業(yè)性金融機(jī)構(gòu)趨利的經(jīng)營(yíng)理念使其較少能介入農(nóng)村基礎(chǔ)設(shè)施建設(shè)領(lǐng)域,因此N銀行的農(nóng)村基礎(chǔ)設(shè)施建設(shè)信貸業(yè)務(wù)則顯得尤為重要。 本文運(yùn)用農(nóng)業(yè)政策性金融基礎(chǔ)理論,闡述了政策性金融的職能,特征和內(nèi)涵,進(jìn)而分析N銀行的職能定位,業(yè)務(wù)特征。同時(shí)闡述了N銀行廣西區(qū)分行開(kāi)展農(nóng)村基礎(chǔ)設(shè)施建設(shè)業(yè)務(wù)的歷程和現(xiàn)狀,從承貸主體資格方面,貸款擔(dān)保方面,辦貸流程方面,貸后管理方面闡述N銀行農(nóng)村基礎(chǔ)設(shè)施建設(shè)貸款存在的問(wèn)題,并從政策制度方面,辦貸機(jī)制方面,承貸主體自身方面分析存在問(wèn)題的原因,提出以下對(duì)策建議：進(jìn)行重組改造,調(diào)整定位；加強(qiáng)政策性銀行立法和金融監(jiān)管；進(jìn)行市場(chǎng)化籌資,拓寬資金來(lái)源；引入政策性擔(dān)保,完善風(fēng)險(xiǎn)補(bǔ)償機(jī)制；深化內(nèi)部改革,優(yōu)化辦貸流程；增強(qiáng)貸后管理,提高支農(nóng)成效。使N銀行廣西區(qū)分行既能執(zhí)行其政策性銀行的職能也能更好地促進(jìn)自身的可持續(xù)發(fā)展。
[Abstract]:In 2007 , China Banking Regulatory Commission approved the establishment of rural infrastructure construction loan project by N Bank Guangxi Zhuang Autonomous Region Branch . At the end of 2012 , N Bank made a distinction between the total amount of rural infrastructure construction loans by RMB 333 . 7 billion yuan , accounting for 58.4 % of the total loan amount . In recent years , the rural infrastructure construction has played an important role in promoting agricultural production , improving the living standards of farmers , and realizing farmers ' income increase . In recent years , the construction of rural infrastructure has made it less accessible to the construction of rural infrastructure . Therefore , the construction of rural infrastructure in N banks is particularly important .

Based on the basic theory of agricultural policy finance , this paper expounds the functions , characteristics and connotation of the policy finance , and then analyses the function orientation and business characteristics of the N Bank . At the same time , the paper expounds the problems existing in the construction of rural infrastructure construction of N Bank from the aspects of the qualification of the loan principal , the aspect of the loan guarantee , the credit process and the post - credit management , and puts forward the following countermeasures :
Strengthening the legislative and financial supervision of policy banks ;
Make market - oriented fund - raising and widen the source of funds ;
Introduce the policy guarantee and perfect the risk compensation mechanism ;
Deepening the internal reform and optimizing the loan process ;
To strengthen the post - loan management and improve the effectiveness of the agriculture , the Bank of China ' s Guangxi Branch can carry out the functions of its policy bank and promote its sustainable development .
