深圳市小額信貸創(chuàng)新發(fā)展及規(guī)范管理研究

【摘要】:中國社會(huì)科學(xué)院農(nóng)發(fā)所在1993年率先引進(jìn)小額信貸以來,我國城鄉(xiāng)小額信貸有了長足的發(fā)展。截止2012年7月,深圳市共有50家小額貸款機(jī)構(gòu)經(jīng)批準(zhǔn)正式開業(yè)經(jīng)營,累計(jì)發(fā)放貸款42.53萬筆,為社會(huì)解決了390.98億元的融資需求,不良貸款余額1.60億元。目前,深圳小額信貸企業(yè)的試點(diǎn)工作穩(wěn)步推進(jìn),行業(yè)呈現(xiàn)穩(wěn)健、可持續(xù)的發(fā)展態(tài)勢(shì)。業(yè)內(nèi)企業(yè)依法經(jīng)營,企業(yè)內(nèi)部管理制度體系得到強(qiáng)化和充實(shí),初步建立起以風(fēng)險(xiǎn)控制為核心的管理體系,有效遏制了民間非法集資和信貸行為,對(duì)緩解我市小微企業(yè)資金需求,鼓勵(lì)創(chuàng)業(yè),新增就業(yè)崗位,進(jìn)一步維護(hù)社會(huì)穩(wěn)定等方面都發(fā)揮了重要作用。但深圳小貸行業(yè)的發(fā)展也面臨很大的挑戰(zhàn),仍有很多的內(nèi)因和外因(如:國家行業(yè)管理政策、小額信貸風(fēng)險(xiǎn)預(yù)防體系建設(shè)、小額信貸行業(yè)扶持政策、民間融資渠道規(guī)范化管理等)制約著民間融資渠道的進(jìn)一步拓寬,從而影響深圳小額信貸企業(yè)發(fā)展可持續(xù)、健康發(fā)展。 本論文主要從以下幾個(gè)方面對(duì)深圳小額信貸行業(yè)創(chuàng)新發(fā)展進(jìn)行論述: 第一章,對(duì)全國、深圳小額信貸發(fā)展的背景、研究意義及本文的結(jié)構(gòu)安排、創(chuàng)新之處以及幾個(gè)重要的概念和說明。第二章,回顧小額信貸的基礎(chǔ)理論,并分別對(duì)各種理論進(jìn)行的簡(jiǎn)要評(píng)析,為進(jìn)一步的研究深圳小額信貸發(fā)展?fàn)顩r提供理論基礎(chǔ)。第三章,深圳小額信貸的經(jīng)營狀況分析。首先運(yùn)用PEST分析法,在結(jié)合深圳近年小額信貸行業(yè)發(fā)展有關(guān)數(shù)據(jù)的基礎(chǔ)上,對(duì)深圳小額信貸行業(yè)發(fā)展的政策、經(jīng)濟(jì)、社會(huì)、技術(shù)等四個(gè)方面環(huán)境進(jìn)行分析;然后對(duì)深圳小額信貸的供給、需求及市場(chǎng)空間等情況進(jìn)行分析;最后對(duì)深圳小額信貸發(fā)展現(xiàn)狀進(jìn)行分析,,重點(diǎn)從發(fā)起人主體結(jié)構(gòu)、市場(chǎng)規(guī)模、就業(yè)情況以及產(chǎn)品提供差異化等方面進(jìn)行分析。第四章,深圳小額信貸發(fā)展創(chuàng)新分析。圍繞深圳小額信貸行業(yè)監(jiān)管部門和企業(yè)在日常監(jiān)管和經(jīng)營活動(dòng)中所采取的積極措施和創(chuàng)新做法為核心,對(duì)小額信貸行業(yè)管理制度創(chuàng)新、小額信貸發(fā)展模式創(chuàng)新、小額信貸企業(yè)融資渠道創(chuàng)新、小額信貸企業(yè)特色化發(fā)展等四個(gè)方面的創(chuàng)新舉措進(jìn)行分析。第五章,深圳小額信貸發(fā)展存在的主要問題。對(duì)影響深圳小額信貸發(fā)展的主要因素進(jìn)行分析:一是小額信貸行業(yè)監(jiān)管力量薄弱;二是小額信貸行業(yè)扶持政策尚需完善;三是小額信貸行業(yè)發(fā)展引導(dǎo)政策尚需充實(shí);四是小額信貸行業(yè)法律政策定位尚需明確;五是小額信貸行業(yè)風(fēng)險(xiǎn)預(yù)警機(jī)制尚需健全;六是小額信貸行業(yè)發(fā)展遠(yuǎn)景規(guī)劃尚需明確。第六章,深圳小額信貸發(fā)展的建議與實(shí)施措施。結(jié)合深圳經(jīng)濟(jì)社會(huì)發(fā)展和產(chǎn)業(yè)結(jié)構(gòu)特點(diǎn),以促進(jìn)小額信貸行業(yè)健康發(fā)展為主線,有針對(duì)性地提出深圳小額信貸行業(yè)發(fā)展建議。一是深化金融體制改革;二是規(guī)范小額信貸政府管理;三是初步建立普惠金融體系;四是進(jìn)一步增強(qiáng)小額信貸企業(yè)綜合實(shí)力;五是進(jìn)一步提升小額信貸行業(yè)發(fā)展質(zhì)量。
[Abstract]:Since the Agricultural Institute of the Chinese Academy of Social Sciences took the lead in the introduction of microcredit in 1993, China's urban and rural microfinance has made considerable progress. By July 2012, 50 microfinance institutions in Shenzhen had approved a total of 425 thousand and 300 loans with the approval of the official business operation, which solved the financing demand of 39 billion 98 million yuan for the society, and the balance of non-performing loans was 1.60. At present, the pilot work of the microcredit enterprises in Shenzhen has been steadily promoted, and the industry presents a steady and sustainable development trend. The enterprises in the industry operate according to law, the system of internal management system has been strengthened and enriched, and the management system at the core of risk control has been initially established, which effectively curbed the illegal fund-raising and credit behavior of the people. It has played an important role in solving the capital demand of small and micro enterprises in our city, encouraging entrepreneurship, adding jobs and further maintaining social stability. However, the development of the small loan industry in Shenzhen also faces great challenges. There are still many internal and external causes (such as the national industry management policy, the construction of the micro credit risk prevention system, the microfinance industry. " The support policy and the standardized management of the private financing channels restrict the further widening of the private financing channels, thus affecting the sustainable development and healthy development of the microcredit enterprises in Shenzhen.
This paper mainly discusses the innovation and development of microfinance industry in Shenzhen from the following aspects.
The first chapter, the background of the development of microcredit in Shenzhen, the significance of the study and the structure of this article, the innovation and several important concepts and explanations. The second chapter reviews the basic theory of microcredit, and gives a brief analysis of various theories, providing a theoretical basis for the further study of the development of micro credit in Shenzhen. The third chapter, the analysis of the operation status of Shenzhen microfinance. First, on the basis of the relevant data of the development of the microfinance industry in Shenzhen on the basis of the relevant data of the development of the microfinance industry in Shenzhen in recent years, the PEST analysis method is used to analyze the policy, economy, society and technology of the microfinance industry in Shenzhen, and then the supply, demand and market of the Microfinance in Shenzhen Analysis of the situation of space and so on; finally the analysis of the development status of Shenzhen micro credit, focusing on the main structure of the sponsor, the market scale, the employment situation and the difference in product supply. The fourth chapter, the analysis of the development and innovation of micro credit in Shenzhen. The supervision departments and enterprises in the microfinance industry in Shenzhen are in the daily supervision. The positive measures and innovative practices adopted in the management and management activities are the core, and the innovation measures of the micro credit industry management system innovation, the micro credit development model innovation, the microfinance enterprise financing channel innovation and the microfinance enterprise's characteristic development are analyzed in the four aspects. The fifth chapter, the existence of the microfinance development in Shenzhen The main factors that affect the development of microfinance in Shenzhen are analyzed: first, the weak supervision force in the microfinance industry is weak; two is that the support policy of microfinance industry needs to be perfected; three is that the development guidance policy of the microfinance industry needs to be enriched; the four is that the positioning of the legal policy of the microfinance industry is still clear; and five is a small amount of small credit. The risk early warning mechanism of the credit industry needs to be perfected; six, the development vision of the microfinance industry needs to be clear. The sixth chapter, the suggestions and implementation measures for the development of micro credit in Shenzhen, combined with the economic and social development and the characteristics of industrial structure in Shenzhen, in order to promote the healthy development of the microfinance industry as the main line, and put forward the small credit credit in Shenzhen. The first is to deepen the reform of the financial system; the two is to regulate the management of the microcredit government; the three is to establish the primary and inclusive financial system; the four is to further strengthen the comprehensive strength of the microfinance enterprises; and five to further improve the quality of the microfinance industry.
