【摘要】：碳匯漁業(yè)這一概念為我國首創(chuàng),成為我國海洋漁業(yè)新的經(jīng)濟(jì)增長點,其發(fā)展方興未艾,帶來了巨大經(jīng)濟(jì)效益與環(huán)境效益。然而,我國現(xiàn)行的漁業(yè)金融支持的主體是否完善、金融發(fā)展能否為海洋碳匯漁業(yè)的發(fā)展提供有力保障?這些課題廣為社會各界所關(guān)注。 本文主要進(jìn)行了以下五個部分的研究工作,基于第一部分碳匯漁業(yè)、漁業(yè)金融以及碳交易市場等相關(guān)理論,文章在第二部分論證了我國海洋碳匯漁業(yè)巨大的收益前景,同時分析了海洋碳匯漁業(yè)對金融支持的迫切需求。然后從金融支持的主體入手,將其分為兩大類,即銀行業(yè)信貸支持與資本市場融資支持,而資本市場方面又包括傳統(tǒng)的股權(quán)、債權(quán)融資、漁業(yè)基金以及新興的碳交易市場。經(jīng)過理論分析,當(dāng)前對海洋碳匯漁業(yè)發(fā)展產(chǎn)生主要影響的金融主體依然是銀行業(yè)信貸,可以將其細(xì)分為政策性金融、商業(yè)性金融以及合作社金融。第三部分接著以實證研究的方法來驗證各類型銀行的代表中國農(nóng)業(yè)發(fā)展銀行、中國農(nóng)業(yè)銀行、農(nóng)村信用社與海洋碳匯漁業(yè)相關(guān)指標(biāo)是否具有長期關(guān)系,并以此為基礎(chǔ)試圖找到適合我國海洋碳匯漁業(yè)發(fā)展的金融支持模式。第四部分以實證結(jié)果為基礎(chǔ),考察了銀行業(yè)為主體和資本市場為主體的兩種不同的金融支持模式的內(nèi)涵,并結(jié)合我國金融市場實際和海洋碳匯漁業(yè)融資特征,最終確立了以銀行支持為主導(dǎo)、資本市場融資為拓展的海洋漁業(yè)的金融支持模式。在第五部分提出合理的對策建議,主要從銀行業(yè)改革、資本市場創(chuàng)新和碳金融市場的可供操作的發(fā)展思路著手。從而為我國海洋碳匯漁業(yè)的和諧、穩(wěn)健發(fā)展提供參考作用。 本文的創(chuàng)新之處首先在于“碳匯漁業(yè)”這一理論比較新穎,前人的研究多止于簡單的概念介紹和政策建議,并沒有將海洋碳匯漁業(yè)與金融支持這兩個課題結(jié)合在一起深入研究。而本文先評價和測度出我國海洋碳匯漁業(yè)發(fā)展?fàn)顩r和未來碳市場的潛在收益,并全面分析了影響海洋碳匯漁業(yè)發(fā)展的金融支持主體,為大力發(fā)展碳匯漁業(yè)提供了理論依據(jù)。然后實證研究了不同性質(zhì)的金融主體發(fā)展與海洋碳匯漁業(yè)經(jīng)濟(jì)增長是否具有長期穩(wěn)定關(guān)系,并試圖探討適合海洋碳匯漁業(yè)發(fā)展的金融支持模式。本文在既有研究的基礎(chǔ)上,將碳匯漁業(yè)和金融發(fā)展兩方面理論進(jìn)行融合,并結(jié)合實證分析結(jié)果進(jìn)行研究,提出合理的對策建議。同時由于作者學(xué)術(shù)研究水平有限,分析處理文獻(xiàn)和數(shù)據(jù)的能力不足,使得本文內(nèi)容還不夠深入。這些問題作者將在以后的學(xué)習(xí)和生活中予以繼續(xù)強(qiáng)化和落實,期望能在漁業(yè)碳匯的金融支持方面有所建樹。
[Abstract]:The concept of carbon sink fishery is the first in China and has become a new economic growth point of marine fishery in China. Its development is in the ascendant and brings great economic and environmental benefits. However, whether the main body of the current fishery financial support in China is perfect, and whether the financial development can provide a strong guarantee for the development of marine carbon sink fisheries? These topics are widely concerned by the community. This paper mainly carries on the following five parts of the research work, based on the first part of the carbon sink fisheries, fisheries finance and carbon trading market and other related theories, In the second part, the paper demonstrates the prospect of the huge profit of the marine carbon sink fishery in China, and analyzes the urgent need for the financial support of the marine carbon sink fishery at the same time. Then it is divided into two categories from the main body of financial support, that is, banking credit support and capital market financing support, and the capital market includes traditional equity, debt financing, fisheries funds and the emerging carbon trading market. Through theoretical analysis, the main financial subject that has a major impact on the development of marine carbon sink fishery is still banking credit, which can be subdivided into policy finance, commercial finance and cooperative finance. The third part uses the empirical research method to verify whether there is a long-term relationship between the agricultural development bank of China, the agricultural bank of China, the rural credit cooperative and the related indexes of marine carbon sink fishery. On this basis, we try to find a suitable financial support model for the development of marine carbon sink fisheries in China. The fourth part, based on the empirical results, examines the connotation of two different financial support modes, which are the banking industry as the main body and the capital market as the main body, and combines the actual situation of our financial market and the characteristics of marine carbon sink fishery financing. Finally, the financial support model of marine fishery is established, which is dominated by bank support and expanded by capital market financing. In the fifth part, reasonable countermeasures and suggestions are put forward, mainly from the perspective of banking reform, capital market innovation and the operational development of carbon finance market. The innovation of this paper lies in that the theory of "carbon sink fishery" is relatively new, and the previous researches are mostly based on simple concept introduction and policy recommendations. The two topics of marine carbon sink fisheries and financial support have not been studied in depth. In this paper, we first evaluate and measure the development of marine carbon sink fisheries in China and the potential benefits of the future carbon market, and comprehensively analyze the financial support bodies that affect the development of marine carbon sink fisheries, which provides a theoretical basis for vigorously developing carbon sink fisheries. Then the paper empirically studies whether there is a long-term stable relationship between the development of different financial subjects and the economic growth of marine carbon sink fishery, and attempts to explore the financial support model suitable for the development of marine carbon sink fishery. On the basis of the existing research, this paper combines the theory of carbon sink fishery and financial development, and combines the results of empirical analysis, and puts forward some reasonable countermeasures and suggestions. At the same time, the author's academic research level is limited, and the ability of analyzing and processing literature and data is insufficient, so the content of this paper is not deep enough. The authors will continue to strengthen and implement these problems in their future study and life, and hope to be able to contribute to the financial support of fisheries carbon sinks.
