【摘要】：阿根廷位于南美洲東南部,領(lǐng)土面積位居世界第八、拉丁美洲第二、西班牙語諸國之首。作為一個傳統(tǒng)農(nóng)業(yè)國和新興市場國家,阿根廷是拉丁美洲第三大經(jīng)濟體。中國與阿根廷自1972年建立外交關(guān)系以來,兩國在政治、經(jīng)濟、文化、科技等多個領(lǐng)域的雙邊關(guān)系都得到了良好穩(wěn)定的發(fā)展。2014年7月,習(xí)近平主席訪問阿根廷,兩國元首將雙邊關(guān)系提升為全面戰(zhàn)略伙伴關(guān)系�？梢灶A(yù)見,隨著中阿兩國經(jīng)貿(mào)合作的日益加深,中國赴阿根廷投資將會不斷增加。因此,對阿根廷投資環(huán)境的研究不僅具有一定的理論意義而且具有很高的實踐價值。本文立足于人文地理學(xué)、世界經(jīng)貿(mào)地理以及投資環(huán)境的相關(guān)理論,采用文獻資料法、圖表法、分析與綜合法等,對阿根廷的區(qū)域概況、投資軟環(huán)境、投資硬環(huán)境、外國對阿根廷投資現(xiàn)狀、中國赴阿根廷投資面臨的機遇與挑戰(zhàn)等內(nèi)容進行了綜合分析與研究。研究表明:阿根廷地理位置優(yōu)越、農(nóng)礦資源豐富、基礎(chǔ)設(shè)施較為發(fā)達、法律環(huán)境日益完善、勞動力資源豐富且素質(zhì)高,但近些年來,阿根廷政局不太穩(wěn)定,外商投資政策隨著政權(quán)更迭而不斷變化,這種政治風(fēng)險和經(jīng)濟風(fēng)險在一定程度上削弱了赴阿根廷投資企業(yè)的信心,致使阿根廷外資規(guī)模呈下降趨勢;中國對阿根廷的投資規(guī)模僅次于巴西、墨西哥,位居中國在拉美投資的第三大國,且投資領(lǐng)域不斷擴大,由早期的漁業(yè)和漁業(yè)資源加工類產(chǎn)業(yè)轉(zhuǎn)變到油氣開發(fā)、基礎(chǔ)設(shè)施、農(nóng)化工產(chǎn)業(yè)、農(nóng)業(yè)生產(chǎn)等領(lǐng)域,投資范圍也不斷擴大;中國對阿根廷投資機遇與挑戰(zhàn)并存,結(jié)合中國現(xiàn)階段經(jīng)濟發(fā)展需要,筆者認為:在今后一段時期內(nèi),中國對阿根廷的投資應(yīng)重點集中于農(nóng)業(yè)、金融業(yè)、基礎(chǔ)設(shè)施和礦產(chǎn)資源四大領(lǐng)域。
[Abstract]:Argentina is located in southeastern South America, the world's eighth largest territory, Latin America is the second largest Spanish-speaking countries. As a traditional agricultural and emerging market country, Argentina is the third largest economy in Latin America. Since the establishment of diplomatic relations between China and Argentina in 1972, bilateral relations in political, economic, cultural, scientific and technological fields have developed well and steadily. In July 2014, President Xi Jinping visited Argentina. The two heads of state have upgraded bilateral relations to a comprehensive strategic partnership. It can be predicted that with the deepening of economic and trade cooperation between China and Argentina, Chinese investment in Argentina will continue to increase. Therefore, the study of Argentine investment environment is not only of theoretical significance but also of high practical value. Based on the theories of human geography, world economy and trade geography and investment environment, this paper adopts the methods of literature, chart, analysis and synthesis, and gives an overview of Argentina's regional situation, investment soft environment, investment hard environment, etc. The present situation of foreign investment in Argentina and the opportunities and challenges faced by Chinese investment in Argentina are comprehensively analyzed and studied. The research shows that Argentina has a superior geographical position, abundant agricultural and mineral resources, more developed infrastructure, an increasingly perfect legal environment, abundant labor resources and high quality, but in recent years, the political situation in Argentina has not been very stable. The foreign investment policy changes constantly with the change of political power. This kind of political and economic risk weakens the confidence of the investment enterprises in Argentina to a certain extent, which leads to the decline of the scale of foreign investment in Argentina. China's investment in Argentina is second only to that of Brazil and Mexico, and is the third largest Chinese investment in Latin America, and the investment field is constantly expanding, from the early fishery and fishery resources processing industries to oil and gas development and infrastructure. The scope of investment in agriculture and chemical industry, agricultural production, and other fields has also been continuously expanded. China's investment opportunities and challenges coexist in Argentina. In view of the needs of China's economic development at this stage, the author believes that: in the next period of time, China's investment in Argentina should focus on agriculture, finance, infrastructure and mineral resources.
