【摘要】：在開(kāi)放經(jīng)濟(jì)條件下,一國(guó)的技術(shù)進(jìn)步既可以通過(guò)自主創(chuàng)新實(shí)現(xiàn),也可以通過(guò)國(guó)際技術(shù)擴(kuò)散獲得。與傳統(tǒng)內(nèi)向FDI的技術(shù)溢出相比,外向FDI的逆向技術(shù)溢出具有獨(dú)特的優(yōu)勢(shì)。外向FDI通過(guò)企業(yè)、產(chǎn)業(yè)和國(guó)家三個(gè)層面發(fā)生作用。投資國(guó)(企業(yè))的模仿學(xué)習(xí)和吸收能力、嵌入東道國(guó)產(chǎn)業(yè)鏈的程度,以及東道國(guó)(企業(yè))的人力資本水平、人才流動(dòng)程度、投資軟環(huán)境等都是外向FDI逆向技術(shù)溢出的重要影響因素。針對(duì)目前存在的主要問(wèn)題,我國(guó)應(yīng)通過(guò)提升技術(shù)吸收能力和對(duì)東道國(guó)產(chǎn)業(yè)鏈的嵌入能力來(lái)獲得更大程度的逆向技術(shù)溢出效應(yīng)。
[Abstract]:Under the condition of open economy, a country's technological progress can be achieved either through independent innovation or through international technology diffusion. Compared with the traditional inward FDI technology spillover, the outward FDI reverse technology spillover has a unique advantage. Outward FDI works through three levels: enterprise, industry and state. The imitative learning and absorptive capacity of the investing country (enterprise), the degree of embedding the host country's industrial chain, the level of human capital of the host country (enterprise), the degree of talent flow, The soft environment of investment is an important influence factor of outward FDI reverse technology spillover. In view of the existing problems, we should improve the technology absorption capacity and the embedding ability of the host country's industrial chain to obtain a greater degree of reverse technology spillover effect.
