【摘要】：農(nóng)民融資難是當下大量存在且亟待解決的一個問題。不論是發(fā)展農(nóng)村金融還是推進城鎮(zhèn)化建設,農(nóng)民的融資都是必須解決的一個問題。而在造成農(nóng)戶融資難的原因中,缺乏抵押物,缺少擔保人等等很多問題都是可以通過組織化的方法來解決的。因此,與其只從融資層面探討農(nóng)戶的融資問題,不如先讓農(nóng)民形成一定規(guī)模的組織。在農(nóng)民實現(xiàn)組織化的基礎上,為之設計適合采用的融資方案。 文章以產(chǎn)業(yè)組織理論、交易費用理論、不完全契約理論等作為理論基礎,不僅參考了學術界大量關于農(nóng)民組織化創(chuàng)新的研究成果,同時借鑒了我國包括四川、山東和廣東等地采取的農(nóng)民組織化模式。并且在對這些組織化模式進行深入研究的基礎上,以產(chǎn)棉和棉紡織大縣鄆城縣的棉農(nóng)為例,通過問卷調查和實地調研的方式,對當?shù)孛揶r(nóng)組織化程度與融資現(xiàn)狀進行一定的了解和評價。結合現(xiàn)實情況,給出適合該群體的組織化建議。主要的組織化模式包括“企業(yè)+合作社+農(nóng)戶”、“基地組織+農(nóng)戶”、“中介組織+農(nóng)戶”等等。然后在棉農(nóng)組織化的基礎上,進一步提出購銷合同抵押貸款、棉紡織企業(yè)提供擔保、組織內(nèi)棉農(nóng)聯(lián)保、經(jīng)濟互助等棉農(nóng)融資的解決方案,從而試圖通過這種“兩步走”的方式,來更好的解決當下鄆城縣棉農(nóng)融資難的問題。
[Abstract]:The difficulty of farmers' financing is a problem that exists a lot and needs to be solved urgently. Whether it is the development of rural finance or the promotion of urbanization, farmers' financing is a problem that must be solved. However, in the causes of farmers' financing difficulties, the lack of collateral, lack of guarantors and so on, many problems can be solved through the method of organization. Therefore, instead of discussing the issue of farmers' financing only from the financing level, it is better to let farmers form a certain scale of organizations. Based on the organization of farmers, a suitable financing scheme is designed. Based on industrial organization theory, transaction cost theory, incomplete contract theory and so on, this paper not only refers to a large number of academic research results on farmers' organizational innovation, but also draws lessons from China, including Sichuan. Shandong and Guangdong and other places to adopt the organizational model of farmers. And on the basis of in-depth research on these organizational models, taking cotton farmers in Yuncheng County as an example, through questionnaires and field investigations, The degree of organization and financing status of local cotton farmers are understood and evaluated. Combined with the actual situation, the organization suggestion suitable for this group is given. The main organizational models include "cooperative farmers", "al-Qaeda farmers", "intermediary organization farmers" and so on. Then, on the basis of the systematization of cotton farmers, we further put forward solutions for financing cotton farmers, such as purchase and sale contract mortgages, cotton textile enterprises providing guarantees, cotton farmers' protection within the organization, and mutual economic assistance, so as to try to adopt this "two-step" approach. To better solve when Yuncheng County cotton farmers financing difficulties.
