商業(yè)銀行中小企業(yè)信貸業(yè)務(wù)的策略研究

【摘要】:中小企業(yè)在我國國民經(jīng)濟(jì)中有著重要的經(jīng)濟(jì)支柱性作用,在促進(jìn)科技進(jìn)步、豐富產(chǎn)業(yè)集群、提高資源配置效率、增加就業(yè)和擴(kuò)大出口等方面,發(fā)揮著不可忽視和不可替代的重要作用。為中小企業(yè)提供積極的金融支持,既是中小企業(yè)發(fā)展的必然要求,同樣也是金融體制改革的一項(xiàng)重要內(nèi)容。在客戶需求多樣化、市場(chǎng)競爭激烈化的今天,我國商業(yè)銀行小企業(yè)信貸業(yè)務(wù)仍處于傳統(tǒng)的憑經(jīng)驗(yàn)決策的粗放經(jīng)營模式,在客戶分層服務(wù)、產(chǎn)品創(chuàng)新設(shè)計(jì)、各項(xiàng)業(yè)務(wù)整合和服務(wù)渠道建設(shè)等方面都存在不同程度的缺陷,管理水平和服務(wù)能力還難以符合市場(chǎng)和客戶的核心需要。因此,商業(yè)銀行應(yīng)該對(duì)中小企業(yè)信貸業(yè)務(wù)的優(yōu)化管理引起高度重視。 本文從商業(yè)銀行因經(jīng)營中小企業(yè)信貸業(yè)務(wù)不善而導(dǎo)致虧損的案例入手,指出商業(yè)銀行對(duì)中小企業(yè)信貸業(yè)務(wù)粗放管理下給銀行自身經(jīng)營帶來的虧損以及要實(shí)現(xiàn)銀行健康持續(xù)經(jīng)營的重要途徑就是管理中小企業(yè)信貸市場(chǎng)。在詳細(xì)分析了我國中小企業(yè)劃分標(biāo)準(zhǔn)、中小企業(yè)在國民經(jīng)濟(jì)中的地位和作用、中小企業(yè)的信貸需求特征以及中小企業(yè)融資難等因素后,結(jié)合商業(yè)銀行中小企業(yè)信貸管理現(xiàn)狀,深度剖析了中小企業(yè)信貸存在的問題,包括:現(xiàn)有的組織機(jī)構(gòu)不適合中小企業(yè)信貸業(yè)務(wù)發(fā)展、缺少中小企業(yè)的信貸產(chǎn)品、擔(dān)保質(zhì)押物過少、中小企業(yè)信貸審批繁瑣以及現(xiàn)行財(cái)稅政策對(duì)中小企業(yè)信貸發(fā)展的諸多阻礙。 在市場(chǎng)競爭激烈以及金融脫媒趨勢(shì)嚴(yán)重的今天,中小企業(yè)信貸業(yè)務(wù)作為商業(yè)銀行利潤增長的新支點(diǎn),商業(yè)銀行必須做出改革和調(diào)整,才能在金融市場(chǎng)中占有一席之地,而面對(duì)中小企業(yè)信貸業(yè)務(wù)所存在的問題,本文提出了相應(yīng)的優(yōu)化建議及解決措施。包括創(chuàng)新商業(yè)銀行中小企業(yè)經(jīng)營管理模式,成立中小企業(yè)專營機(jī)構(gòu),做到權(quán)限下放、專職專用;注重產(chǎn)品研發(fā)與創(chuàng)新,鼓勵(lì)一線信貸人員勇于創(chuàng)新,敢于創(chuàng)新;豐富中小企業(yè)信貸營銷手段,多元化、多方位的對(duì)客戶進(jìn)行營銷;簡化授信流程,而簡化流程的核心就在于運(yùn)用符合中小企業(yè)特點(diǎn)的信用評(píng)價(jià)機(jī)制,并在貸前調(diào)查、貸中審查、貸后管理中分別做好對(duì)中小企業(yè)風(fēng)險(xiǎn)的把控,即提高了授信審批效率又將風(fēng)險(xiǎn)得以分散。
[Abstract]:Small and medium-sized enterprises play an important role in the national economy of our country. They play an important role in promoting scientific and technological progress, enriching industrial clusters, improving the efficiency of resource allocation, increasing employment and expanding exports, etc. Play an important role that can not be ignored and irreplaceable. Providing active financial support for SMEs is not only an inevitable requirement for the development of SMEs, but also an important part of the reform of the financial system. Today, with the diversification of customer demand and the fierce market competition, the credit business of small enterprises of commercial banks in our country is still in the traditional extensive management mode based on experience decision, in customer stratified service, product innovation design, Various business integration and service channel construction have different degree defects, management level and service ability are difficult to meet the core needs of the market and customers. Therefore, commercial banks should attach great importance to the optimal management of SME credit business. This paper starts with the case of commercial banks losing money because of the poor credit business of small and medium-sized enterprises. It is pointed out that the losses brought by commercial banks to their own operation under the extensive management of the credit business of small and medium-sized enterprises and the important way to realize the healthy and sustainable operation of banks is to manage the credit market of small and medium-sized enterprises. After a detailed analysis of the criteria for the division of SMEs in China, the status and role of SMEs in the national economy, the credit demand characteristics of SMEs and the financing difficulties of SMEs, the paper combines the current situation of credit management of SMEs in commercial banks. The problems of SMEs' credit are deeply analyzed, including: the existing organization is not suitable for the development of SMEs' credit business, the credit products of SMEs are lacking, and the collateral is too few. The small and medium-sized enterprise credit approval is cumbersome and the present finance and taxation policy to the small and medium-sized enterprise credit development many obstacles. With the fierce competition in the market and the serious trend of financial disintermediation, as the new fulcrum of commercial banks' profit growth, commercial banks must make reforms and adjustments in order to occupy a place in the financial market. In the face of the problems existing in the credit business of small and medium-sized enterprises, this paper puts forward the corresponding optimization suggestions and solutions. It includes innovating the management mode of small and medium-sized enterprises in commercial banks, setting up the franchise organization of small and medium-sized enterprises, devolving the authority and using it full-time, paying attention to product research and development and innovation, encouraging the credit personnel on the line to innovate bravely and daring to innovate; Enriching SME credit marketing means, diversifying and multi-faceted marketing to customers, simplifying the credit granting process, and the core of the simplification process lies in the use of credit evaluation mechanism that conforms to the characteristics of small and medium-sized enterprises, and in the pre-loan survey, the credit process is reviewed. In the management after loan, the risk control of small and medium-sized enterprises is done separately, that is to say, the efficiency of credit approval is improved and the risk is dispersed.
