【摘要】：金融體制改革的持續(xù)推進(jìn)使得我國金融市場迅猛發(fā)展,在這種背景值之下,農(nóng)村信用社通過改制,重新煥發(fā)了活力,綜合實(shí)力不斷增強(qiáng),成為了農(nóng)村金融體系的重要組成部分。農(nóng)村信用合作社的角角色定位是服務(wù)三農(nóng),促進(jìn)廣大農(nóng)村地區(qū)的經(jīng)濟(jì)發(fā)展,其在滿足農(nóng)村不斷增長的金融服務(wù)需求方面發(fā)揮著不可替代的重要作用。然而由于種種原因,農(nóng)村信用合作社普遍存在信貸風(fēng)險(xiǎn)管理水平偏低的問題,無論是在金融工具創(chuàng)新方面,還是在資產(chǎn)業(yè)務(wù)類型方面,與國內(nèi)的大型商業(yè)銀行相比存在巨大的不足,與自身信貸風(fēng)險(xiǎn)管理要求更是差距甚遠(yuǎn),這導(dǎo)致了其所面臨的信貸風(fēng)險(xiǎn)居高不下。信貸是農(nóng)村信用合作社的主要業(yè)務(wù),同時(shí)的也是風(fēng)險(xiǎn)的主要來源,隨著金融市場競爭的進(jìn)一步加劇以及利率市場化的推進(jìn),農(nóng)村信用合作社信貸風(fēng)險(xiǎn)問題越來越突出,農(nóng)村信用社由于歷史層面的原因,其改革并不是很徹底,歷史遺留下來的不良貸款數(shù)量較大,加上其本身經(jīng)營范疇的風(fēng)險(xiǎn)較高,導(dǎo)致其信貸風(fēng)險(xiǎn)問題要比其他商業(yè)銀行更加突出。農(nóng)村信用社信貸風(fēng)險(xiǎn)偏高對其自身的健康發(fā)展帶來了很大的影響,因此如何采取切實(shí)有效的措施解決好信貸風(fēng)險(xiǎn)管理水平偏低的問題,構(gòu)建有效的信貸風(fēng)險(xiǎn)管控體系,將信貸風(fēng)險(xiǎn)控制在可以承受的范圍之內(nèi),就成為了農(nóng)村信用社經(jīng)營領(lǐng)域無法回避的重要課題�？紤]到農(nóng)村信用社在我國整個(gè)金融體系中重要作用以及普遍存在的信貸風(fēng)險(xiǎn)居高不下這一現(xiàn)實(shí)背景,本文選擇信貸風(fēng)險(xiǎn)這一課題進(jìn)行研究,以吉林PS農(nóng)村商業(yè)銀行為研究對象,圍繞該行信貸風(fēng)險(xiǎn)控制體系存在的問題以及成因,探討具體的解決策略。文章首先是緒論以及基本理論部分,主要內(nèi)容就是對研究背景、意義、內(nèi)容、思路、方法,商業(yè)銀行發(fā)展歷史、信貸風(fēng)險(xiǎn)相關(guān)理論、信貸風(fēng)險(xiǎn)防范理論的闡述,隨后就是對于吉林PS農(nóng)村商業(yè)銀行的信貸風(fēng)險(xiǎn)現(xiàn)狀進(jìn)行全面探討,對于該銀行主要的信貸風(fēng)險(xiǎn)進(jìn)行了分析,探討了銀行的信貸風(fēng)險(xiǎn)控制體系以及這一體系的問題以及成因。最后提出了當(dāng)前農(nóng)村商業(yè)銀行信貸風(fēng)險(xiǎn)控制體系優(yōu)化以及規(guī)避信貸風(fēng)險(xiǎn)的對策建議,從而讓農(nóng)商行得到更好的發(fā)展,同時(shí)也為其他農(nóng)村商業(yè)銀行的發(fā)展提供一些建議。
[Abstract]:The continuous promotion of the financial system reform has made the financial market of our country develop rapidly. Under this background value, the rural credit cooperatives have been reused, revitalized and the comprehensive strength has been strengthened continuously. The role of the rural credit cooperatives is to serve the rural areas and promote the rural areas. Economic development has played an irreplaceable role in meeting the growing demand for financial services in rural areas. However, for various reasons, there is a general problem of low level of credit risk management in rural credit cooperatives, whether it is in the innovation of financial instruments, or in the type of asset business, and the large domestic. The commercial banks have a huge gap compared with their own credit risk management requirements, which leads to the high credit risk. Credit is the main business of the rural credit cooperatives, and the main source of the risk, with the further intensification of the competition in the financial market and the promotion of the interest rate market. The credit risk problem of rural credit cooperatives is becoming more and more prominent. Because of the historical reasons, the rural credit cooperatives are not completely reformed, the number of bad loans left over by history is larger, and the risk of its own management category is high, which leads to the credit risk problem more prominent than other commercial banks. The high risk of loan has brought great influence on its own healthy development, so how to take effective measures to solve the problem of low credit risk management level, construct an effective management system of credit risk and control the credit risk within the scope that can bear, can not be avoided in the management field of rural credit cooperatives. Taking into account the important role of the rural credit cooperatives in the whole financial system and the high credit risk in China, this paper selects the credit risk as a research subject, taking the Rural Commercial Bank of PS in Jilin as the research object and surrounding the problems of the credit risk control system of the bank and the problems as well as the problems of the credit risk control system of the bank. The article first is the introduction and the basic theory part, the main content is the research background, significance, content, ideas, methods, the development history of commercial banks, credit risk related theory, credit risk prevention theory, and then the credit risk status of the PS rural commercial banks in Jilin. In this paper, the main credit risk of the bank is analyzed, the credit risk control system of the bank and the problems and causes of this system are discussed. Finally, the optimization of the credit risk control system of the rural commercial banks and the countermeasures to avoid the credit risk are put forward so as to make the agricultural and commercial banks get better development. It also provides some suggestions for the development of other rural commercial banks.
