【摘要】：近年來全球環(huán)境問題愈來愈嚴(yán)重,對社會經(jīng)濟發(fā)展的負(fù)面影響也在加劇。全球各國家都相應(yīng)的采取一定的綠色環(huán)保措施改善地球環(huán)境。中國早在二十世紀(jì)九十年代初就已將“可持續(xù)發(fā)展”概念納入了新中國的科學(xué)發(fā)展觀之中。隨著時間的推移,社會中的環(huán)保企業(yè)如雨后春筍般涌現(xiàn)。但與此同時也產(chǎn)生了許許多多阻礙其發(fā)展的問題,如：企業(yè)資金的來源,企業(yè)資金的利用效率等等。學(xué)術(shù)界也開始重視環(huán)保企業(yè)的相關(guān)問題。本文主要是站在環(huán)保企業(yè)的角度解決以下兩大問題：第一,如何解決環(huán)保企業(yè)的融資難問題,以幫助環(huán)保企業(yè)的健康發(fā)展；第二,目前現(xiàn)存的環(huán)保企業(yè)資金利用效率如何,如若效率低下,應(yīng)該通過什么方法解決。本文主要包括五部分,具體內(nèi)容如下：第一部分,導(dǎo)論,包括論文的研究背景及意義、研究的技術(shù)路徑以及創(chuàng)新點與不足；第二部分,相關(guān)理論研究和具體實踐述評,分別從國內(nèi)外不同角度出發(fā),研究環(huán)保產(chǎn)業(yè)融資問題,包括定義、方式、特征等,然后在國內(nèi)外文獻現(xiàn)有的基礎(chǔ)上歸納它們的貢獻與不足,最后總結(jié)出本理論研究的推進意義；第三部分,環(huán)保產(chǎn)業(yè)在綠色金融服務(wù)分析,本部分主要包括五部分內(nèi)容：首先總體分析環(huán)保產(chǎn)業(yè)的綠色融資現(xiàn)狀,其次站在環(huán)保產(chǎn)業(yè)融資渠道角度——綠色信貸、綠色證券(債券、股票、基金)、綠色保險及綠色信托,主要從“綠色”出發(fā),分析環(huán)保企業(yè)的融資情況,提出存在的問題及相應(yīng)的解決對策；第四部分,通過站在環(huán)保產(chǎn)業(yè)的融資渠道的角度,依托上市環(huán)保企業(yè)披露的相關(guān)數(shù)據(jù),將環(huán)保型企業(yè)劃分為四種類型,并分別運用DEA模型研究環(huán)保產(chǎn)業(yè)融資的效率問題；第五部分,推進我國環(huán)保產(chǎn)業(yè)綠色融資方面的對策建議,這一部分是以前四部分為基礎(chǔ),從實證模型的結(jié)論著手,總結(jié)歷史上環(huán)保產(chǎn)業(yè)的缺陷,努力提高我國環(huán)保產(chǎn)業(yè)的融資效率,并針對性的提出推進我國環(huán)保產(chǎn)業(yè)在綠色融資方面的對策建議。本文的研究結(jié)果表明,四類環(huán)保型企業(yè)中,僅有污水類環(huán)保企業(yè)的DEA效率相對較高,說明這類型的環(huán)保企業(yè)發(fā)展相對成熟,而其余的廢氣處理類環(huán)保企業(yè),垃圾處理及綜合利用類環(huán)保企業(yè),節(jié)能建材和節(jié)能用具類環(huán)保企業(yè)的DEA效率偏低,說明這三類企業(yè)在市場中發(fā)展還不成熟,資金利用效率有待提高。主要可以通過以下幾種措施來提高環(huán)保企業(yè)的資金利用效率：第一,優(yōu)化環(huán)保企業(yè)資金結(jié)構(gòu)；第二,提高環(huán)保企業(yè)的管理效率；第三,引入高技術(shù)人才；第四,加快金融體制改革。本文的創(chuàng)新之處在于：第一,通過綠色信貸、證券、保險、基金等四個融資渠道研究環(huán)保產(chǎn)業(yè)的融資現(xiàn)狀；第二,在實證分析部分,創(chuàng)新性的將環(huán)保企業(yè)劃分為四大類,并分別測量相應(yīng)類型企業(yè)的DEA有效性；第三,提出了有效的解決環(huán)保產(chǎn)業(yè)融資難的對策建議,如加強相關(guān)人才的培養(yǎng),壯大環(huán)保產(chǎn)業(yè)的發(fā)展等。與此同時,論文也存在很多的不足,主要表現(xiàn)在公司數(shù)據(jù)公開的影響,環(huán)保企業(yè)的資金效率研究只能局限于上市環(huán)保企業(yè),這對實證結(jié)果的準(zhǔn)確性造成一定的影響,以及在分析環(huán)保產(chǎn)業(yè)融資效率的過程中,未考慮國家扶持政策對企業(yè)的影響。
[Abstract]:In recent years , the global environmental problems have become more and more serious , and the negative influence on the social and economic development has been intensified . In the early 1990s , the concept of sustainable development has been integrated into the new China ' s scientific development view .
Secondly , how to solve the problem of how to use the existing environment - friendly enterprises , if the efficiency is low , should be solved by what method should be solved . This paper mainly includes five parts , including the first part , the introduction theory , including the research background and significance of the thesis , the technical path of the research and the innovation point and deficiency ;
The second part , the related theory research and the concrete practice review , from the different angles of the domestic and foreign , research the environmental protection industry financing question , including the definition , the way , the characteristic and so on , then summarize their contribution and deficiency on the basis of the domestic and foreign literatures , finally summarize the advance significance of the research of this theory ;
The third part , the environmental protection industry in the analysis of green financial services , this part mainly includes five parts : Firstly , the green financing status of the environmental protection industry is analyzed . Secondly , the green credit , green securities ( bond , stock , fund ) , green insurance and green trust of the environmental protection industry financing channel are firstly analyzed . The financing situation of the environmental protection enterprise is analyzed mainly from " green " , and the existing problems and corresponding solutions are put forward ;
In the fourth part , the environment - friendly enterprises are divided into four types by the angle of the financing channels of the environmental protection industry , and the efficiency of the financing of the environmental protection industry is studied by DEA model .
The fifth part is to push forward the countermeasure suggestion on green financing of environmental protection industry in China , this part is based on the previous four parts , from the conclusion of the empirical model , the paper summarizes the defects of environmental protection industry in our country , and puts forward the countermeasure suggestion to promote the green financing of China ' s environmental protection industry .

Secondly , in the part of the empirical analysis , the innovative environmental protection enterprises are divided into four categories , and DEA efficiency of the corresponding enterprises is measured separately .
Third , this paper puts forward some countermeasures to solve the financing difficulty of environmental protection industry effectively , such as strengthening the cultivation of relevant talents , strengthening the development of environmental protection industry , etc . At the same time , the paper also has many deficiencies , mainly manifested in the influence of the company data disclosure , the research on the fund efficiency of the environmental protection enterprise can only be limited to the listed environmental protection enterprises , which has a certain influence on the accuracy of the empirical results , and in the process of analyzing the financing efficiency of the environmental protection industry , the influence of the state support policy on the enterprise is not taken into account .
