中國(guó)影子銀行監(jiān)管問(wèn)題研究

【摘要】:隨著金融創(chuàng)新和“金融脫媒”的迅速發(fā)展,金融市場(chǎng)結(jié)構(gòu)呈現(xiàn)多元化。影子銀行近幾年來(lái)已經(jīng)發(fā)展成為中國(guó)金融業(yè)的一個(gè)新的市場(chǎng)模式,其在補(bǔ)充正規(guī)金融機(jī)構(gòu)和金融體系所不能滿足的金融需求。但隨著影子銀行借貸規(guī)模迅速擴(kuò)張,其對(duì)金融系統(tǒng)帶來(lái)的風(fēng)險(xiǎn)也逐漸顯現(xiàn)出來(lái),影子銀行不尋常的發(fā)展已經(jīng)嚴(yán)重威脅到了中國(guó)的金融穩(wěn)定。在全球監(jiān)管者呼吁整頓“影子銀行”的背景下,加強(qiáng)對(duì)影子銀行的監(jiān)管已經(jīng)刻不容緩。本文在借鑒國(guó)際監(jiān)管經(jīng)驗(yàn)的同時(shí),結(jié)合中國(guó)金融監(jiān)管的實(shí)際,對(duì)影子銀行進(jìn)行監(jiān)管,正確引導(dǎo)和規(guī)范民間借貸行為,使其健康發(fā)展,在金融體系發(fā)揮積極的融資作用,更好的為中國(guó)金融業(yè)發(fā)展做出貢獻(xiàn)。文章共分為六個(gè)章節(jié): 在第一章中介紹了本文的選題背景和選題意義,并簡(jiǎn)要的闡述了國(guó)內(nèi)外學(xué)者對(duì)相關(guān)領(lǐng)域的一些重要研究成果和本文的研究思路。本文通過(guò)對(duì)我國(guó)影子銀行的風(fēng)險(xiǎn)分析,闡述中國(guó)影子銀行的監(jiān)管現(xiàn)狀和存在的問(wèn)題,總結(jié)國(guó)際監(jiān)管經(jīng)驗(yàn)的同時(shí)結(jié)合中國(guó)金融監(jiān)管的實(shí)際,旨在完善我國(guó)對(duì)影子銀行監(jiān)管采取的對(duì)策。 本文的第二章主要概括了我國(guó)影子銀行的理論基礎(chǔ)。首先結(jié)合國(guó)內(nèi)外學(xué)者的研究給影子銀行下定義,分析了國(guó)內(nèi)外影子銀行的區(qū)別。同時(shí)概括了中國(guó)影子銀行的特點(diǎn)和表現(xiàn)形式。最后闡述了影子銀行產(chǎn)生的原因。本文認(rèn)為銀根緊縮是影子銀行產(chǎn)生的根本原因,金融創(chuàng)新助推了影子銀行發(fā)展,利率雙軌壯大了影子銀行規(guī)模。 第三章主要分析了我國(guó)影子銀行對(duì)金融系統(tǒng)產(chǎn)生的影響。首先分析了影子銀行產(chǎn)生的積極影響,認(rèn)為影子銀行的存在具有一定的合理性,補(bǔ)充了正規(guī)金融機(jī)構(gòu)所不能滿足的金融需求,有利于推動(dòng)金融創(chuàng)新。其次分析了影子銀行對(duì)商業(yè)銀行、貨幣政策和金融穩(wěn)定這三個(gè)方面所產(chǎn)生的風(fēng)險(xiǎn)和負(fù)面影響。 第四章主要介紹了國(guó)外影子銀行的監(jiān)管現(xiàn)狀及對(duì)我國(guó)的啟示。對(duì)美國(guó)、英國(guó)、歐盟、金融穩(wěn)定理事會(huì)對(duì)于影子銀行的監(jiān)管措施進(jìn)行了分析,并總結(jié)了當(dāng)前國(guó)際對(duì)加強(qiáng)影子銀行監(jiān)管的改革措施,借鑒國(guó)際經(jīng)驗(yàn)的同時(shí)結(jié)合中國(guó)實(shí)際來(lái)制定中國(guó)影子銀行監(jiān)管的措施。 第五章主要分析了我國(guó)影子銀行監(jiān)管的現(xiàn)狀和存在的問(wèn)題。首先分析了我國(guó)監(jiān)管當(dāng)局對(duì)信貸資產(chǎn)、銀信合作、理財(cái)產(chǎn)品、網(wǎng)絡(luò)借貸、民間金融這五個(gè)方面的監(jiān)管現(xiàn)狀及監(jiān)管難點(diǎn)。其次對(duì)于我國(guó)影子銀行監(jiān)管存在的問(wèn)題進(jìn)行了綜合分析,認(rèn)為我國(guó)影子銀行監(jiān)管目前存在監(jiān)管真空、監(jiān)管措施不到位、金融監(jiān)管滯后于金融創(chuàng)新的等問(wèn)題。 第六章主要針對(duì)我國(guó)影子銀行監(jiān)管存在的問(wèn)題提出建議。首先在完善影子銀行監(jiān)管者的對(duì)策方面,建議要正確合理的引導(dǎo)影子銀行發(fā)展,樹(shù)立功能性監(jiān)管理念,循序漸進(jìn)的推進(jìn)金融產(chǎn)品創(chuàng)新。其次在完善影子銀行自律方面,要完善影子銀行內(nèi)控機(jī)制,并建立影子銀行與商業(yè)銀行之間的防火墻。在完善市場(chǎng)紀(jì)律方面,要完善信息披露制度,建立覆蓋影子銀行的法律法規(guī)。最后要積極推動(dòng)市場(chǎng)利率化改革。
[Abstract]:With the rapid development of financial innovation and financial deregulation , the financial market structure is diversified . In recent years , the shadow bank has developed into a new market model of China ' s financial industry .
In the first chapter , the background and the significance of the topic selection are introduced , and some important research results and the research ideas of the scholars in the relevant fields are briefly described . The paper expounds the current situation and problems of China ' s shadow banking by analyzing the risk analysis of the shadow banking in China , summarizes the international supervision experience and combines with the practice of China ' s financial supervision , and aims to improve our country ' s countermeasures against shadow banking supervision .
The second chapter of this paper mainly summarizes the theoretical foundation of shadow banking in China . Firstly , combining the domestic and foreign scholars ' research to define the shadow bank , the paper analyzes the differences of shadow banking at home and abroad . At the same time , it summarizes the characteristics and forms of shadow banking in China .
The third chapter mainly analyzes the influence of shadow bank on financial system . First , it analyzes the positive influence of shadow bank , thinks that the existence of shadow bank has certain rationality , complements the financial requirement which the formal financial institution can not meet , is beneficial to the promotion of financial innovation . Secondly , it analyzes the risks and negative effects of shadow banking on the three aspects of commercial banks , monetary policy and financial stability .
The fourth chapter mainly introduces the current situation of the foreign shadow banking and its inspiration to our country . It analyzes the supervision measures of the shadow banking in the USA , the UK , the European Union and the Financial Stability Board , and summarizes the current international reform measures to strengthen the supervision of the shadow banking , and draw lessons from the international experience , and draw lessons from China ' s practice to formulate China ' s shadow banking supervision measures .
The fifth chapter mainly analyzes the current situation and existing problems of China ' s shadow banking supervision . Firstly , it analyzes the current situation and difficulties of the supervision authorities in China ' s shadow banking supervision .
The sixth chapter puts forward some suggestions on the existing problems of shadow banking supervision in China . First , in improving the countermeasures of shadow banking regulator , it is suggested to guide the development of shadow bank correctly , set up the idea of functional supervision and step by step forward the innovation of financial products . Secondly , to perfect the self - discipline of shadow banking , we should perfect the internal control mechanism of shadow banking and establish the firewall between shadow bank and commercial bank . In order to perfect market discipline , we should perfect the information disclosure system and establish laws and regulations covering shadow banking . Finally , we should actively promote the reform of market interest rate .
