【摘要】：地方政府融資平臺(tái)在保增長(zhǎng)、擴(kuò)內(nèi)需、調(diào)結(jié)構(gòu)中發(fā)揮了積極的作用。但在急劇擴(kuò)張的同時(shí),也暴露出一些深層次的問(wèn)題。本文分析了江西省地方政府融資平臺(tái)的現(xiàn)狀和存在的問(wèn)題,如法人治理結(jié)構(gòu)不完善、融資方式比較單一、相關(guān)制度建設(shè)滯后、負(fù)債率高,等等。并且,從加強(qiáng)平臺(tái)公司債務(wù)融資風(fēng)險(xiǎn)管理、健全公司法人治理結(jié)構(gòu)、完善經(jīng)營(yíng)管理機(jī)制、防范公司貸款風(fēng)險(xiǎn)、拓寬融資渠道、強(qiáng)化融資配套機(jī)制建設(shè)等方面提出相應(yīng)的對(duì)策建議。
[Abstract]:Local government financing platform has played an active role in maintaining growth, expanding domestic demand and adjusting structure.But in the rapid expansion, but also exposed some deep problems.This paper analyzes the present situation and existing problems of local government financing platform in Jiangxi Province, such as imperfect corporate governance structure, relatively single financing mode, lagging related system construction, high debt ratio, and so on.Moreover, we should strengthen the management of debt financing risk of platform company, perfect the corporate governance structure, perfect the management mechanism, guard against the risk of corporate loan, and widen the financing channel.To strengthen the financing supporting mechanism construction and other aspects to put forward the corresponding countermeasures.
