【摘要】：近年來,政府引導(dǎo)型科技投資基金由于具有彌補(bǔ)商業(yè)性投資缺陷的功能,發(fā)揮了促進(jìn)初創(chuàng)中小企業(yè)發(fā)展的作用,有效帶動了區(qū)域性經(jīng)濟(jì)的迅速增長,受到了各國各級政府的高度重視。國際上,美國的SBIC(小企業(yè)投資公司)計(jì)劃和以色列的YOZMA基金已經(jīng)取得了巨大成功;國內(nèi)發(fā)達(dá)地區(qū)進(jìn)行的有益嘗試也初見成效,而不發(fā)達(dá)地區(qū)正準(zhǔn)備積極開展。本文正是在這一背景下,從政府引導(dǎo)型科技投資基金的定位、操作模式、運(yùn)行機(jī)制及治理結(jié)構(gòu)等方面進(jìn)行了深入研究,并結(jié)合相關(guān)政策提出了一些具有創(chuàng)新性和建設(shè)性的思路和方法,為相關(guān)政府部門的決策提供了參考和依據(jù)。
[Abstract]:In recent years, the government-led investment fund for science and technology has played a role in promoting the development of small and medium-sized enterprises, and effectively promoted the rapid growth of regional economy because of its function of making up the defects of commercial investment.It has been attached great importance by governments at all levels.Internationally, the American small Enterprise Investment Corporation (YOZMA) program and the Israel YOZMA Fund have achieved great success, and the beneficial attempts made in the developed regions of the country are also beginning to bear fruit, while the less developed regions are preparing to carry out them actively.Under this background, this paper has carried on the thorough research from the government guide science and technology investment fund's localization, the operation pattern, the movement mechanism and the governance structure and so on.Some innovative and constructive ideas and methods are put forward in combination with relevant policies, which provide reference and basis for relevant government departments to make decisions.
