【摘要】：生源地助學(xué)貸款政策運(yùn)行中,杠桿原理起著關(guān)鍵作用。從宏觀層面看,中央政府運(yùn)用財(cái)政—金融杠桿,加大"富人"(如東部)、地方政府、學(xué)生及其家庭對(duì)高等教育投入的力度,確保地方財(cái)政及家庭對(duì)高等教育的參與,實(shí)現(xiàn)了"四兩拔千斤"的杠桿功效。
[Abstract]:The leverage principle plays a key role in the operation of student loan policy.At the macro level, the central government has used fiscal and financial leverage to increase the investment of "rich people" (such as the eastern region, local governments, students and their families in higher education) to ensure the participation of local finance and families in higher education.Realized "four two pull out thousand catties" the lever effect.
