【摘要】：縱論世界經(jīng)濟(jì)形勢(shì),亦或中國(guó)經(jīng)濟(jì)形勢(shì),金融(Finance)這個(gè)詞是不得不涉及的,最通俗的解釋就是資金的融通,通過(guò)資金的流通來(lái)實(shí)現(xiàn)經(jīng)濟(jì)的發(fā)展。國(guó)際經(jīng)濟(jì)形勢(shì)從2008年的金融海嘯,惡化發(fā)展到當(dāng)前的歐洲主權(quán)債務(wù)危機(jī),無(wú)一不是與金融有很大的關(guān)系,金融的過(guò)度利用是危機(jī)的根源。美國(guó)“二房”房利美和房貸美危機(jī)產(chǎn)生的信用違約掉期(CDS)早就成為談?wù)摻?jīng)濟(jì)的人的口中必談之詞。穆迪國(guó)家信用指數(shù)一直在縈繞著世界經(jīng)濟(jì)人的腦神經(jīng),誰(shuí)也不知道他們將會(huì)在何時(shí)下調(diào)哪個(gè)國(guó)家的信用指數(shù),希臘、意大利、西班牙還是葡萄牙。主權(quán)債務(wù)也會(huì)破產(chǎn),也會(huì)違約。 世界經(jīng)濟(jì)的規(guī)模的第二大國(guó)中國(guó),無(wú)論是“金磚四國(guó)”還是發(fā)展中國(guó)國(guó)家發(fā)動(dòng)機(jī),全球唯一的連續(xù)30年保持經(jīng)濟(jì)高速增長(zhǎng),增長(zhǎng)率超過(guò)8%的中國(guó),全世界都在看中國(guó),中國(guó)如何度過(guò)這次紛繁復(fù)雜的國(guó)際國(guó)內(nèi)金融環(huán)境。中國(guó)經(jīng)濟(jì)的底部究竟是U型還是V型、還是像日本一樣走不出經(jīng)濟(jì)底部? 扮演中國(guó)經(jīng)濟(jì)改革在過(guò)去三十五年的排頭兵的浙江省溫州市,面對(duì)國(guó)際經(jīng)濟(jì)環(huán)境惡化,自身經(jīng)濟(jì)發(fā)展乏力,民間借貸資金風(fēng)險(xiǎn)過(guò)高等問(wèn)題,浙江溫州金融改革能否重新給未來(lái)中國(guó)國(guó)內(nèi)民間金融的發(fā)展帶來(lái)深刻的影響。2012年3月28日,溫州金融改革試點(diǎn)方案正式拉開(kāi)帷幕。 溫州金融改革的方案主要是包括如下幾個(gè)方面,民間借貸服務(wù)中心、小額貸款公司、民間資本管理公司、其他市場(chǎng)參與主體、社會(huì)直接或間接借貸、去政府管理化和健全相關(guān)法律法規(guī)。其以改革新驅(qū)的角色領(lǐng)導(dǎo)金融改革,在其試點(diǎn)階段有其歷史局限性,但也為未來(lái)民間金融融資指出一個(gè)方向。
[Abstract]:The most popular explanation is that the most popular explanation is the financing of funds, which is used to achieve economic development through the circulation of funds. The international economic situation has been in effect since the financial tsunami of 2008. The deterioration to the current sovereign debt crisis in Europe has nothing to do with finance. Financial overuse is at the root of the crisis. Fannie Mae and Freddie Mac's credit default swaps (CDSs) have long been the talk of economic people. Moody's National Credit Index has been haunting. The brain nerve of the world economic man, No one knows when they will cut their credit index, Greece, Italy, Spain or Portugal. Sovereign debt will also fail and default. China, the second largest country in the world economy, whether it is the "BRIC" or the engine of the developing countries, is the only country in the world that has maintained rapid economic growth for 30 consecutive years, with a growth rate of more than 8%. The world is looking at China. How does China get through this complicated international and domestic financial environment? is the bottom of China's economy U-shaped or V-shaped, or is it the same as Japan's? Wenzhou, Zhejiang Province, which has played the leading role in China's economic reform in the past 35 years, has faced problems such as the deterioration of the international economic environment, its own weak economic development, and the high risk of private borrowing funds. Whether the financial reform in Wenzhou, Zhejiang province, can bring about a profound impact on the development of private finance in China in the future. On March 28, 2012, the pilot project of financial reform in Wenzhou officially opened. The plan of Wenzhou financial reform mainly includes the following aspects: private lending service center, small loan companies, private capital management companies, other market participants, and social direct or indirect lending. It has its historical limitations in its pilot phase, but it also points out a direction for private finance financing in the future.
