零售信貸貸后管理創(chuàng)新研究

【摘要】:改革開放以來,國民經(jīng)濟(jì)快速發(fā)展。隨著經(jīng)濟(jì)全球化、金融一體化進(jìn)程的不斷深入,我國銀行業(yè)的競爭日趨激烈,特別是在負(fù)債業(yè)務(wù)上,各家商業(yè)銀行不僅頗下功夫,對貸款品種進(jìn)行創(chuàng)新,而且還不斷的優(yōu)化各種貸款流程,提高效率,以占有市場份額。為此完善與加強(qiáng)貸后管理非常重要。我國商業(yè)銀行不僅應(yīng)建立全面的貸后管理體系,而且更為重要的是能夠發(fā)現(xiàn)任何可能對信貸質(zhì)量產(chǎn)生威脅的風(fēng)險(xiǎn),認(rèn)識新的風(fēng)險(xiǎn)或其他可能影響信貸質(zhì)量的變化,并對信貸質(zhì)量的現(xiàn)有變化或預(yù)期變化做出有效的反應(yīng)。這就需要運(yùn)用先進(jìn)的風(fēng)險(xiǎn)管理技術(shù)逐步建立和完善信貸風(fēng)險(xiǎn)管理架構(gòu)體系,以提高貸款風(fēng)險(xiǎn)管理水平,提高信貸管理質(zhì)量。 本文以商業(yè)銀行零售貸款貸后管理作為研究對象,研究的思路為提出、分析和解決問題。通過細(xì)致分析我國商業(yè)銀行零售貸款貸后管理的基礎(chǔ)上,分析總結(jié)了目前我國商業(yè)銀行零售貸款貸后管理中存在的問題,采用對零售貸款風(fēng)險(xiǎn)案例進(jìn)行分析的方法,對零售貸款貸后管理的創(chuàng)新提出有針對性的建議。本文共分為四個(gè)章節(jié): 第一章對研究的背景和意義予以闡述,并且總結(jié)了國內(nèi)對此研究的現(xiàn)狀與最新成果,對研究方法、研究內(nèi)容和基本框架加以概述。 第二章講述商業(yè)銀行貸后管理的相關(guān)理論基礎(chǔ),包括貸后管理的定義,以及貸后管理和貸前調(diào)查的區(qū)別,為研究奠定堅(jiān)實(shí)的理論基礎(chǔ)。 第三章對商業(yè)銀行零售貸款的貸后管理進(jìn)行闡述,對目前貸后管理的現(xiàn)狀及其風(fēng)險(xiǎn)進(jìn)行了描述與分析,指出了商業(yè)銀行貸后管理的不足以及發(fā)展面臨的機(jī)遇。 第四章針對商業(yè)銀行零售貸款貸后管理所引發(fā)的一系列主要問題和商業(yè)銀行的發(fā)展實(shí)際情況,對貸后管理提出一些創(chuàng)新的對策建議。根據(jù)對我國商業(yè)銀行的貸后管理分析,文章最后給出了一些建議: (1)從觀念和制度上確立零售信貸貸后管理的戰(zhàn)略地位。零售信貸貸后管理是商業(yè)銀行全程監(jiān)控風(fēng)險(xiǎn)的重要環(huán)節(jié),必須樹立起貸后管理和貸前決策同等重要的觀念,克服“重貸輕管”的傾向影響。 (2)加強(qiáng)零售信貸人員隊(duì)伍建設(shè)。信貸人員不但要熟練掌握信貸政策、精通各個(gè)業(yè)務(wù)品種并能熟練辦理各種信貸手續(xù),還要掌握宏觀行業(yè)政策和信息,有預(yù)見性地預(yù)警、化解潛在風(fēng)險(xiǎn),并在與客戶打交道過程中積累豐富的工作經(jīng)驗(yàn)。 (3)構(gòu)建立體式的零售信貸貸后管理預(yù)警體系。商業(yè)銀行應(yīng)建立貸后專業(yè)化管理模式。通過標(biāo)準(zhǔn)化管理,嚴(yán)格信貸人員的準(zhǔn)入與退出,開展系統(tǒng)化培訓(xùn),提高信貸人員的工作水平,充實(shí)培養(yǎng)貸后管理人員。 (4)構(gòu)建全方位的零售信貸貸后管理檢查體系。根據(jù)貸后管理全面性的內(nèi)在要求,貸后檢查應(yīng)分為現(xiàn)場檢查和非現(xiàn)場檢查。 (5)建立科學(xué)的零售信貸貸后管理分析系統(tǒng)。零售信貸貸后分析系統(tǒng)主要實(shí)現(xiàn)兩部分功能,一方面是對信貸業(yè)務(wù)管理系統(tǒng)功能的增強(qiáng),另一方是通過按貸款分類分析不同時(shí)間,不同行業(yè)的貸款風(fēng)險(xiǎn),估算風(fēng)險(xiǎn)系數(shù)等指標(biāo),并做出風(fēng)險(xiǎn)預(yù)警,使貸后管理人員提前做好風(fēng)險(xiǎn)防范。
[Abstract]:Since the reform and opening up, the rapid development of the national economy. With the economic globalization and financial integration deepening, China's banking industry competition is becoming increasingly fierce, especially in the debt business, commercial banks not only quite hard, innovate on loan, but also a variety of loan process, continuously improve the efficiency of optimization, in order to share market share. To improve the management and strengthen the loan is very important. Not only should establish a comprehensive credit management system of commercial banks in China, and what is more important is to find any possible threat to the quality of credit, meet new risks or other changes may affect the credit quality, and existing changes or changes in expectations the credit quality to respond effectively. It is necessary to gradually establish and improve the credit risk management system architecture using advanced risk management techniques, to improve the loan risk Risk management level to improve the quality of credit management.
In this paper, the retail loan loan of commercial bank management as the research object, research ideas put forward, analyzing and solving problems. Through the analysis of basic management of retail loans of commercial banks in China, analyzed and summarized the existing retail loans of commercial banks in China after the management, using the method of analysis of retail credit risk case, the retail loan management innovation and put forward some suggestions. This paper is divided into four chapters:
The first chapter describes the background and significance of the research, and summarizes the current research and the latest achievements in China, and summarizes the research methods, research contents and basic framework.
The second chapter describes the theoretical basis of the post loan management of commercial banks, including the definition of post loan management, and the difference between post loan management and pre credit investigation, so as to lay a solid theoretical foundation for the study.
The third chapter describes the loan management of retail loans of commercial banks, describes and analyzes the current situation and risks of post loan management, and points out the shortcomings of commercial banks after loan management and the opportunities for development.
In the fourth chapter, which caused a series of problems and management of commercial bank loans and retail loans of commercial banks after the development of the actual situation, put forward some innovative suggestions on credit management. According to the analysis of our country's commercial bank credit management, finally gives some suggestions:
(1) establish the strategic position of retail credit after loan management from the point of view of concept and system. Retail loan management after loan is an important link for commercial banks to monitor risks throughout the whole process. We must establish an equally important concept of post loan management and pre loan decision making to overcome the tendency of "heavy loan and light management".
(2) to strengthen the team construction of retail credit. Credit personnel should not only master the credit policy, proficient in various business varieties and able to handle all kinds of credit procedures, but also grasp the macro industry policy and information, have the foresight to early warning, and resolve potential risks, and accumulated rich experience in dealing with customers in the process.
(3) the management of early warning system to build three-dimensional retail credit loan. Commercial banks should establish loan professional management mode. Through standardized management, strict credit personnel access and exit, to carry out systematic training, improve the credit staff level, enrich the training after the loan management.
(4) build a comprehensive retail loan management and inspection system. According to the comprehensive requirements of post loan management, post loan inspection should be divided into on-site inspection and off-site inspection.
(5) analysis system. The establishment of scientific management of retail credit loan analysis system mainly realizes the two function of retail credit loans, on the one hand is to enhance the credit business management system, the other is through the analysis of different time according to the classification of loans, loan risk insurance in different industries, the estimate index of risk factor, and make a risk warning, the loan management personnel to take precautions against risks in advance.
