【摘要】：本文首先對有關(guān)區(qū)域貨幣合作的幾種理論進(jìn)行介紹，包括最優(yōu)貨幣區(qū)理論、溢出理論、貨幣效應(yīng)論、國際貨幣霸權(quán)穩(wěn)定論、一個市場一種貨幣理論。在總結(jié)相關(guān)理論的基礎(chǔ)上簡要回顧了已有的區(qū)域貨幣合作實踐——歐洲貨幣一體化、拉美地區(qū)美元化和非洲貨幣聯(lián)盟。從中這些實踐中得到的啟示是貨幣合作是區(qū)域經(jīng)濟(jì)一體化的必然結(jié)果，東亞區(qū)域貨幣合作符合國際貨幣秩序發(fā)展趨勢，區(qū)域貨幣合作在不同地區(qū)可以采取不同的模式。其次，本文結(jié)合東亞區(qū)域貨幣合作的背景與進(jìn)展，重點分析了東亞區(qū)域貨幣合作的必要性與可行性，，指出盡管東亞區(qū)域貨幣一體化尚屬遠(yuǎn)期設(shè)想，但是目前東亞已經(jīng)具備貨幣合作的初始條件，可以著手進(jìn)行低層次的貨幣金融合作。文章進(jìn)而就東亞區(qū)域貨幣合作的路徑、模式進(jìn)行探討，指出基于客觀現(xiàn)實東亞貨幣合作應(yīng)當(dāng)從初級到高級分三階段進(jìn)行，分別是危機(jī)救助階段、匯率協(xié)調(diào)階段和貨幣一體化階段。對于釘住美元制、釘住日元制、BBC規(guī)則和AERM四種可選的匯率協(xié)調(diào)方式，作為一種次優(yōu)選擇應(yīng)該選取BBC規(guī)則；對于東亞區(qū)域貨幣單一化，可行的方案是采用多重貨幣區(qū)的方式實現(xiàn)。最后，本文認(rèn)定中國在東亞區(qū)域貨幣合作中可以扮演重要角色并應(yīng)該采取積極態(tài)度，主動參與、力爭主導(dǎo)。為此，應(yīng)該不斷完善我國國內(nèi)的貨幣金融政策，并有步驟地推進(jìn)人民幣的國際化。
[Abstract]:This paper first introduces several theories about regional monetary cooperation, including optimal currency area theory, spillover theory, monetary effect theory, international monetary hegemony stability theory. On the basis of summarizing the relevant theories, this paper briefly reviews the existing practice of regional monetary cooperation-European monetary integration. The enlightenment from these practices is that monetary cooperation is the inevitable result of regional economic integration, and the regional monetary cooperation in East Asia conforms to the development trend of international monetary order. Regional monetary cooperation can adopt different models in different regions. Secondly, this paper analyzes the necessity and feasibility of regional monetary cooperation in East Asia, combining with the background and progress of regional monetary cooperation in East Asia. It is pointed out that although the regional monetary integration in East Asia is still a long-term idea, East Asia already has the initial conditions for monetary cooperation at present, and can proceed with the monetary and financial cooperation at a lower level. In this paper, the path of regional monetary cooperation in East Asia is further discussed. Based on the objective reality, the monetary cooperation in East Asia should be divided into three stages, namely, crisis relief, exchange rate coordination and currency integration. As a sub-optimal choice, we should choose the BBC rule as a sub-optimal choice. For the unification of East Asian currencies, the feasible solution is to adopt the multi-currency area approach. Finally, This paper concludes that China can play an important role in the regional monetary cooperation in East Asia and should take a positive attitude, take the initiative to participate and strive to lead. Therefore, China's domestic monetary and financial policies should be continuously improved. And step by step to promote the internationalization of the renminbi.
