【摘要】：2006年12月,中國銀監(jiān)會放寬了對農(nóng)村地區(qū)銀行業(yè)的準入政策,內(nèi)蒙古自治區(qū)被確定為首批6個新型農(nóng)村金融機構改革試點省區(qū)之一。村鎮(zhèn)銀行作為新型的農(nóng)村金融機構,是新一輪農(nóng)村金融改革的產(chǎn)物。從試點開始到2012年底,內(nèi)蒙古村鎮(zhèn)銀行經(jīng)過6年的發(fā)展,已經(jīng)形成了覆蓋內(nèi)蒙古12個盟市的格局,已成為農(nóng)村金融機構中不可或缺的角色之一,是服務內(nèi)蒙古“三農(nóng)三牧”的中堅力量。 本文以內(nèi)蒙古村鎮(zhèn)銀行為研究對象,以農(nóng)村金融理論、非對稱信息理論和金融創(chuàng)新理論為理論指導,運用了規(guī)范研究和實證研究相結(jié)合、定性描述和定量分析相結(jié)合的研究方法介紹了內(nèi)蒙古村鎮(zhèn)銀行的發(fā)展現(xiàn)狀,歸納分析了內(nèi)蒙古村鎮(zhèn)銀行發(fā)展中面臨的外部環(huán)境問題和自身因素問題,主要表現(xiàn)在：在外部環(huán)境方面,政府扶持政策不到位、結(jié)算系統(tǒng)不暢、經(jīng)營環(huán)境差、金融監(jiān)管不完善；自身因素方面,市場定位偏離、資金來源不足、業(yè)務經(jīng)營風險較高、業(yè)務創(chuàng)新能力不足、專業(yè)人才匱乏,這些問題嚴重制約了內(nèi)蒙古村鎮(zhèn)銀行的健康發(fā)展。針對內(nèi)蒙古村鎮(zhèn)銀行發(fā)展存在的問題,本文在借鑒了國外村鎮(zhèn)銀行成功經(jīng)驗的基礎上,從宏觀層面和微觀層面提出了促進內(nèi)蒙古村鎮(zhèn)銀行健康發(fā)展的對策建議。
[Abstract]:In December 2006, the China Banking Regulatory Commission relaxed its access policy to the banking sector in rural areas, and Inner Mongolia Autonomous region was designated as one of the first six pilot provinces and districts for the reform of new rural financial institutions. It is the product of a new round of rural financial reform. From the beginning of the pilot project to end of 2012, after six years of development, the Inner Mongolia Village and Town Bank has formed a pattern covering 12 Inner Mongolia cities and has become one of the indispensable roles of rural financial institutions. Is the service Inner Mongolia, "three agriculture and three pastoral" backbone force. Based on the rural finance theory, asymmetric information theory and financial innovation theory, this paper takes Inner Mongolia Village Bank as the research object and combines normative research with empirical research. This paper introduces the present situation of the development of Inner Mongolia Village Bank by combining qualitative description with quantitative analysis, and summarizes and analyzes the external environmental problems and its own factors in the development of Inner Mongolia Village Bank. In terms of external environment, the government support policy is not in place, the settlement system is not smooth, the operating environment is poor, and the financial supervision is not perfect. These problems seriously restrict the healthy development of Inner Mongolia Village Bank. In view of the problems existing in the development of Inner Mongolia Village Bank, this paper draws lessons from the successful experience of foreign village banks. From the macro level and micro level, the paper puts forward the countermeasures and suggestions to promote the healthy development of Inner Mongolia Village Bank.
