湖南省農(nóng)村信用社經(jīng)營(yíng)模式研究

【摘要】:農(nóng)村信用社是我國(guó)農(nóng)村金融的主力軍,是我國(guó)農(nóng)村經(jīng)濟(jì)的重要組成部分,同時(shí)也是我國(guó)金融體系的重要組成部分;對(duì)支持我國(guó)農(nóng)村經(jīng)濟(jì)發(fā)展、優(yōu)化農(nóng)村金融配置、促進(jìn)我國(guó)農(nóng)村經(jīng)濟(jì)快速發(fā)展有不可替代的作用。2003年6月27日國(guó)務(wù)院出臺(tái)了《深化農(nóng)村信用社改革試點(diǎn)方案》,決定將農(nóng)村信用社的管理交由地方政府管理,由地方政府引導(dǎo)農(nóng)村信用社堅(jiān)持為“三農(nóng)”服務(wù)的經(jīng)營(yíng)宗旨,這為湖南省農(nóng)村信用社的改革發(fā)展,完善農(nóng)村信用社的經(jīng)營(yíng)管理建設(shè),促進(jìn)農(nóng)村信用社改革順利開展起到了積極作用。然而,隨著我國(guó)農(nóng)村信用社改革的不斷推進(jìn),以省聯(lián)社為經(jīng)營(yíng)模式的湖南省農(nóng)村信用社在經(jīng)營(yíng)管理中逐漸顯現(xiàn)出來的問題影響到了湖南省農(nóng)村信用社的改革發(fā)展。 首先在查閱、收集、整理和學(xué)習(xí)國(guó)內(nèi)外學(xué)者關(guān)于合作金融、農(nóng)村信用社經(jīng)營(yíng)模式的相關(guān)理論研究,再總結(jié)國(guó)內(nèi)外學(xué)者關(guān)在農(nóng)村信用社經(jīng)營(yíng)管理方面的理論和研究方法;通過回顧湖南省農(nóng)村信用發(fā)展的五個(gè)階段和在機(jī)構(gòu)改革、業(yè)務(wù)技術(shù)改革、股權(quán)結(jié)構(gòu)改革、法人治理結(jié)構(gòu)和支農(nóng)服務(wù)五個(gè)方面的發(fā)展現(xiàn)狀,發(fā)現(xiàn)了湖南省農(nóng)村信用社在法人結(jié)構(gòu)治理、產(chǎn)權(quán)主體、業(yè)務(wù)目標(biāo)、歷史包袱和人力資源管理等方面存在一些問題;然后在學(xué)習(xí)和借鑒德國(guó)、美國(guó)和日本在合作金融經(jīng)營(yíng)管理方面的經(jīng)驗(yàn),總結(jié)國(guó)內(nèi)學(xué)術(shù)界關(guān)于農(nóng)村信用社經(jīng)營(yíng)改革可行的五種經(jīng)營(yíng)模式,再結(jié)合湖南省農(nóng)村信用社在經(jīng)營(yíng)模式中的存在的問題和農(nóng)村經(jīng)濟(jì)發(fā)展情況,提出湖南省農(nóng)村信用社下步的經(jīng)營(yíng)模式應(yīng)該選擇組建聯(lián)合銀行;最后從完善湖南省農(nóng)村信用社法人結(jié)構(gòu)治理、明晰產(chǎn)權(quán)關(guān)系和改善股權(quán)結(jié)構(gòu)、明確農(nóng)村信用社經(jīng)營(yíng)目標(biāo)、化解農(nóng)村信用社歷史包袱和完善人力資源管理五個(gè)方面提出了完善湖南省農(nóng)村信用社經(jīng)營(yíng)模式的對(duì)策。
[Abstract]:Rural credit cooperatives are the main force of rural finance in our country, an important part of our country's rural economy and also an important part of our country's financial system.To support the development of rural economy in our country, we should optimize the allocation of rural finance. In June 27th 2003, the State Council issued the "pilot Program for deepening the Reform of Rural Credit Cooperatives" and decided to hand over the management of rural credit cooperatives to local governments. The local government should guide the rural credit cooperatives to adhere to the management aim of serving the "three rural areas", which is the reform and development of the rural credit cooperatives in Hunan Province and the improvement of the management and construction of the rural credit cooperatives. The reform of rural credit cooperatives has played a positive role in promoting the reform of rural credit cooperatives. However, with the development of the reform of rural credit cooperatives in China, The problems in the management of Hunan Rural Credit Cooperatives (RCCs), which are based on the mode of management, have affected the reform and development of RCCs in Hunan Province. First of all, in the access, collection, collation and study of domestic and foreign scholars on cooperative finance, rural credit cooperatives management model related to theoretical research, and then summarized the domestic and foreign scholars in rural credit cooperatives management theory and research methods; By reviewing the five stages of the development of rural credit in Hunan Province and the present situation in the five aspects of institutional reform, business and technology reform, equity structure reform, corporate governance structure and agricultural support services, Found that Hunan Province Rural Credit Cooperatives in the corporate structure governance, property rights, business objectives, historical baggage and human resources management and other aspects of the problems; then in learning and learning from Germany, The experiences of the United States and Japan in the management of cooperative financial operations, and the five operational models of the domestic academic circles on the operational reform of rural credit cooperatives are summarized. Combined with the problems in the management mode of Hunan Rural Credit Cooperative and the development of rural economy, the paper puts forward that the next operation mode of Hunan Rural Credit Cooperative should choose to set up a joint bank. Finally, from perfecting the governance of the legal person structure of Hunan rural credit cooperatives, clarifying the relationship between property rights and improving the ownership structure, and clarifying the management objectives of rural credit cooperatives, The countermeasures of perfecting the management mode of Hunan rural credit cooperatives are put forward in five aspects: to resolve the historical burden of rural credit cooperatives and to perfect the management of human resources.
