【摘要】:一直以來,我國政府都把房地產(chǎn)業(yè),尤其是住房產(chǎn)業(yè),作為國民經(jīng)濟(jì)新的增長點(diǎn)。房地產(chǎn)金融,特別是商業(yè)銀行為主體的房地產(chǎn)信貸,已經(jīng)滲透到房地產(chǎn)行業(yè)運(yùn)作的全過程,為房地產(chǎn)業(yè)的發(fā)展提供了重要支持和保障,但是受借貸雙方信息不對稱、借款人道德風(fēng)險(xiǎn)、銀行操作行為不規(guī)范等諸多因素的影響,目前我國商業(yè)銀行房地產(chǎn)信貸領(lǐng)域存在著諸多風(fēng)險(xiǎn)隱患。一旦房地產(chǎn)市場發(fā)生較大的波動,房地產(chǎn)信貸出現(xiàn)危機(jī)便不可避免,這必然會對商業(yè)銀行,乃至整個(gè)社會經(jīng)濟(jì)的平穩(wěn)運(yùn)行帶來巨大的沖擊,因此研究如何有效的控制房地產(chǎn)信貸風(fēng)險(xiǎn)具有較強(qiáng)的理論及現(xiàn)實(shí)意義。本文從商業(yè)銀行的視角研究了房地產(chǎn)信貸風(fēng)險(xiǎn)的產(chǎn)生機(jī)理、表現(xiàn)形式及其控制體系的構(gòu)成等內(nèi)容。本文以A銀行南京分行為例,對其房地產(chǎn)信貸的現(xiàn)狀、面臨的風(fēng)險(xiǎn)、控制措施存在的不足等進(jìn)行了詳細(xì)的論述,在此基礎(chǔ)上重點(diǎn)構(gòu)建了商業(yè)銀行視角的房地產(chǎn)金融風(fēng)險(xiǎn)控制體系。 文章首先通過對南京市房地產(chǎn)市場及房地產(chǎn)信貸市場發(fā)展歷程及現(xiàn)狀的評述,奠定了本文的研究背景和出發(fā)點(diǎn)。從房地產(chǎn)信貸風(fēng)險(xiǎn)的內(nèi)涵與特征、類型與影響、形成與傳導(dǎo)機(jī)理對房地產(chǎn)信貸風(fēng)險(xiǎn)進(jìn)行了概述;從房地產(chǎn)信貸風(fēng)險(xiǎn)控制體系的產(chǎn)生與構(gòu)成兩方面對房地產(chǎn)信貸風(fēng)險(xiǎn)控制體系的內(nèi)涵進(jìn)行了論述,重點(diǎn)對國內(nèi)外學(xué)者針對房地產(chǎn)信貸風(fēng)險(xiǎn)控制體系的研究進(jìn)行了回顧與評述。接下來對A銀行南京分行房地產(chǎn)信貸發(fā)展的現(xiàn)狀及信貸風(fēng)險(xiǎn)進(jìn)行了評價(jià),并分析了A銀行南京分行房地產(chǎn)信貸風(fēng)險(xiǎn)控制中存在的問題。進(jìn)而對A銀行南京分行房地產(chǎn)信貸風(fēng)險(xiǎn)控制體系進(jìn)行了構(gòu)建,并從信貸流程、操作措施、制度建設(shè)、組織結(jié)構(gòu)及人員激勵(lì)等角度構(gòu)建了控制體系有效實(shí)施的要點(diǎn)和主要措施。豐富了商業(yè)銀行房地產(chǎn)信貸風(fēng)險(xiǎn)控制體系的研究,為A銀行南京市分行相應(yīng)政策的制定提供相應(yīng)的理論參考。
[Abstract]:For a long time, our government has taken the real estate industry, especially the housing industry, as a new growth point of the national economy. The real estate finance, especially the real estate credit with commercial banks as the main body, has penetrated into the whole process of the operation of the real estate industry. It provides important support and guarantee for the development of the real estate industry, but it is affected by the information asymmetry between the two lenders, the moral hazard of the borrower, the non-standard operation of the bank, and so on. At present, there are many hidden risks in the field of real estate credit of commercial banks in China. Once the real estate market fluctuates greatly, the crisis of real estate credit will inevitably occur, which will inevitably affect commercial banks. Even the smooth operation of the whole society and economy has brought a tremendous impact. Therefore, it is of great theoretical and practical significance to study how to effectively control the real estate credit risk. This paper studies the mechanism of the real estate credit risk from the perspective of commercial banks. This paper takes the Nanjing Branch of Bank A as an example, discusses in detail the present situation of the real estate credit, the risks faced, the shortcomings of the control measures, and so on. On this basis, the commercial banks focus on the perspective of real estate financial risk control system. Firstly, through the review of the development course and present situation of Nanjing real estate market and real estate credit market, the paper establishes the research background and starting point of this paper, from the connotation and characteristic, type and influence of real estate credit risk. The formation and conduction mechanism of the real estate credit risk is summarized, and the connotation of the real estate credit risk control system is discussed from the aspects of the emergence and composition of the real estate credit risk control system. This paper reviews and comments on the research of real estate credit risk control system by domestic and foreign scholars, and then evaluates the current situation of real estate credit development and credit risk of Bank A Nanjing Branch. The paper also analyzes the problems existing in the real estate credit risk control of Bank A Nanjing Branch, and then constructs the real estate credit risk control system of A Bank Nanjing Branch, and constructs the credit process, operation measures and system construction. The key points and main measures of effective implementation of the control system are constructed from the perspectives of organizational structure and personnel incentive, which enrich the research on the real estate credit risk control system of commercial banks. It provides a theoretical reference for the policy formulation of Bank A Nanjing Branch.
