【摘要】：中國的保險行業(yè),作為我國金融行業(yè)三大支柱之一,在金融風(fēng)暴使得眾多全球保險巨頭飽受重創(chuàng)之時,依然保持穩(wěn)定發(fā)展,成為我國國民經(jīng)濟發(fā)展最快的行業(yè)之一。作為保險行業(yè)穩(wěn)步發(fā)展的重要保障,信息化建設(shè)在保險行業(yè)的作用舉足輕重。信息化建設(shè)往往以IT項目的方式進行推動,因此,如何有效管理IT項目,成為保險行業(yè)管理人員確保信息化建設(shè)效果而需要深入考慮的重要課題。本文探討的IT項目治理,作為IT治理的重要擴展,綜合了IT治理、項目管理等的主要管理要素。IT項目治理通過科學(xué)、有效定義治理層次、治理職責(zé)、治理流程,確保企業(yè)信息化建設(shè)最終達(dá)到提高企業(yè)運營效能的目的。因此,本文對IT項目治理體系的研究,為保險行業(yè)的管理人員提供有效的管理方式實現(xiàn)IT項目的治理,推動信息化建設(shè)的戰(zhàn)略目標(biāo)。本文依據(jù)IT項目治理的核心要素,深入研究A外資保險公司集團的IT項目治理體系,梳理其IT項目治理的核心內(nèi)容。結(jié)合分析A公司在國內(nèi)進行IT項目治理所遇到的困難和挑戰(zhàn),全面闡述其在國內(nèi)實現(xiàn)集團IT項目治理體系的具體方式以及相關(guān)措施。本文討論的A保險公司IT項目治理能對保險行業(yè)其他公司具有參考價值,對銀行、基金等其他金融行業(yè)信息化建設(shè)也具有借鑒意義。
[Abstract]:China's insurance industry, as one of the three pillars of China's financial industry, has maintained its steady development even as the financial turmoil hit many global insurance giants hard. As an important guarantee for the steady development of the insurance industry, informatization construction plays an important role in the insurance industry. Information construction is often promoted by IT projects, so, How to effectively manage IT projects has become an important issue for insurance industry managers to ensure the effect of information construction. As an important extension of IT governance, the IT project governance discussed in this paper integrates IT governance. The main management elements of project management. Through scientific, effective definition of governance levels, governance responsibilities, governance processes, IT project governance to ensure that the enterprise information construction ultimately achieve the purpose of improving the operational efficiency of the enterprise. In this paper, the study of IT project governance system provides an effective management mode for the managers of the insurance industry to realize the governance of IT projects and promote the strategic objectives of information construction. This paper is based on the core elements of IT project governance. It project governance system of A foreign insurance company group is deeply studied, the core content of IT project governance is combed, and the difficulties and challenges of IT project governance in A company are analyzed. The specific ways and relevant measures to realize the group IT project governance system in China are comprehensively expounded. The IT project governance of the A insurance company discussed in this paper has reference value for other companies in the insurance industry, as well as for banks, Fund and other financial industry information construction also has reference significance.
