【摘要】:隨著我國(guó)金融體制改革的不斷深化,國(guó)有商業(yè)銀行一枝獨(dú)秀的局面被打破,股份制、外資等多種形式的金融機(jī)構(gòu)不斷涌現(xiàn),他們?cè)诒3謧鹘y(tǒng)資產(chǎn)業(yè)務(wù)份額的同時(shí),從未停止尋求新的利潤(rùn)增長(zhǎng)點(diǎn)。信用卡業(yè)務(wù)成為了新的關(guān)注點(diǎn),其巨大的市場(chǎng)潛力與豐厚的盈利空間成為銀行產(chǎn)品創(chuàng)新、業(yè)務(wù)創(chuàng)新與利潤(rùn)增長(zhǎng)點(diǎn)創(chuàng)新的首選。 與此同時(shí),國(guó)內(nèi)的信用卡市場(chǎng)從“跑馬圈地”到目前“精工細(xì)作”,隨著發(fā)卡數(shù)量的日益增加,由于信用卡業(yè)務(wù)風(fēng)險(xiǎn)控制的經(jīng)驗(yàn)不足,風(fēng)險(xiǎn)控制能力已成為其業(yè)務(wù)發(fā)展的瓶頸,也直接決定了各家商業(yè)銀行的信用卡業(yè)務(wù)管理水平的高低。針對(duì)JS銀行陜西分行信用卡業(yè)務(wù)的實(shí)際情況進(jìn)行分析與研究,提出業(yè)務(wù)風(fēng)險(xiǎn)管理的提升對(duì)策,提高信用卡業(yè)的風(fēng)險(xiǎn)管理能力,提升業(yè)務(wù)的核心競(jìng)爭(zhēng)能力,及構(gòu)建信用卡業(yè)務(wù)風(fēng)險(xiǎn)平臺(tái),具有深刻的現(xiàn)實(shí)意義和實(shí)戰(zhàn)價(jià)值。 本文對(duì)國(guó)內(nèi)外信用卡的發(fā)展歷史及業(yè)務(wù)特點(diǎn)進(jìn)行簡(jiǎn)要的回顧,以JS銀行陜西省分行信用卡風(fēng)險(xiǎn)管理為研究對(duì)象,對(duì)其發(fā)展現(xiàn)狀進(jìn)行分析與總結(jié),發(fā)現(xiàn)其在信用卡風(fēng)險(xiǎn)管理中存在的問(wèn)題,包括:前臺(tái)營(yíng)銷(xiāo)人員對(duì)于信用卡產(chǎn)品與風(fēng)險(xiǎn)的認(rèn)知度不夠;征信審核工具較為單一,征信水平參差不平;考核機(jī)制不完善;風(fēng)險(xiǎn)管理經(jīng)驗(yàn)不足;缺乏風(fēng)險(xiǎn)信息共享機(jī)制等。這些問(wèn)題互相影響,互相作用,問(wèn)題的相互累積大大加強(qiáng)了信用卡風(fēng)險(xiǎn)管理的難度,直接會(huì)導(dǎo)致信用卡的操作風(fēng)險(xiǎn)和欺詐風(fēng)險(xiǎn)。重點(diǎn)闡明了其信用卡業(yè)務(wù)的操作風(fēng)險(xiǎn)和欺詐風(fēng)險(xiǎn)發(fā)生的原因、風(fēng)險(xiǎn)特點(diǎn)以及防范風(fēng)險(xiǎn)的合理化管理提升對(duì)策,加強(qiáng)銀行內(nèi)部控制及外包業(yè)務(wù)管理,規(guī)范信用卡操作流程,加快管理信息系統(tǒng)安全建設(shè),為商業(yè)銀行信用卡管理者提供一些有實(shí)用價(jià)值的風(fēng)險(xiǎn)管理手段和實(shí)戰(zhàn)經(jīng)驗(yàn)。
[Abstract]:With the deepening of China's financial system reform, the situation of state-owned commercial banks dominating themselves has been broken, and various forms of financial institutions, such as joint-stock system and foreign investment, have been emerging. While they are maintaining the share of traditional assets, Credit card business has become a new focus, and its huge market potential and rich profit space have become the first choice for bank product innovation, business innovation and profit growth innovation. At the same time, the domestic credit card market has changed from "running horses" to "meticulous work". With the increasing number of cards issued, risk control ability has become the bottleneck of the development of credit card business because of the lack of experience in credit card business risk control. It also directly determines the level of credit card business management of various commercial banks. According to the actual situation of credit card business of JS Bank Shaanxi Branch, the paper analyzes and studies the actual situation of credit card business in JS Bank Shaanxi Branch, and puts forward some countermeasures to enhance business risk management. It has profound practical significance and practical value to improve the risk management ability of credit card industry, enhance the core competitive ability of business, and construct the risk platform of credit card business. In this paper, the development history and business characteristics of credit cards at home and abroad are briefly reviewed, and the credit card risk management of JS Bank Shaanxi Branch is taken as the research object, and its development status is analyzed and summarized. Found its problems in credit card risk management, including: foreground marketing personnel for credit card products and risk awareness is not enough; credit checking tools are relatively single, the credit level is uneven; the assessment mechanism is not perfect; Lack of experience in risk management, lack of risk information sharing mechanisms, etc. These problems affect each other, interact with each other, and the mutual accumulation of problems greatly increases the difficulty of credit card risk management. The operational risk and fraud risk of credit card are directly caused. The reasons of the operational risk and fraud risk of credit card business, the characteristics of risk and the countermeasures of rational management and promotion of risk prevention are expounded. Strengthening the internal control and outsourcing business management, standardizing the operation flow of credit card, speeding up the security construction of management information system, providing some practical risk management means and practical experience for the credit card managers of commercial banks.
