【摘要】：投資是拉動經(jīng)濟增長的三架馬車之一，并且在目前的中國經(jīng)濟發(fā)展中起到舉足輕重的作用。投資的規(guī)模、結(jié)構不僅影響經(jīng)濟增長的速度，還影響經(jīng)濟增長的質(zhì)量，投資效率的高低決定了一個地區(qū)未來經(jīng)濟增長的可持續(xù)性。自援疆以來，國家給予新疆大量的優(yōu)惠政策和投資項目推動全疆經(jīng)濟持續(xù)、快速發(fā)展，投資在新疆的經(jīng)濟發(fā)展過程起到極大的作用。援疆背景下投資效率的高低，反映了新疆經(jīng)濟增長的質(zhì)量，同時也間接的反映出援疆政策在新疆實施的有效性。研究援疆背景下新疆固定資產(chǎn)投資效率，對于合理分配資源，最大限度發(fā)揮投入資金的功能，確保未來新疆經(jīng)濟持續(xù)、快速、健康發(fā)展，有著重要的現(xiàn)實意義。 本文以投資學、區(qū)域經(jīng)濟學、產(chǎn)業(yè)經(jīng)濟學為基礎，對新疆的固定資產(chǎn)投資效率進行全面、系統(tǒng)研究。首先，本文從投資規(guī)模、產(chǎn)業(yè)投資結(jié)構、區(qū)域投資結(jié)構、投資環(huán)境等幾個角度對新疆的投資效率的影響進行了系統(tǒng)的分析，得出：一、新疆的固定資產(chǎn)投資規(guī)模雖在不斷增長但是與全國相比一直處于投資不足的狀態(tài)，限制了其進一步的經(jīng)濟增長；二、產(chǎn)業(yè)結(jié)構優(yōu)化不夠，第三產(chǎn)業(yè)投資效率較低；三、區(qū)域投資不協(xié)調(diào)，南北疆投資效率差距較大；四、援疆以來投資環(huán)境的改變對投資效率的提高起到很好的促進作用。其次，本文從投入產(chǎn)出和經(jīng)濟增長兩個角度，分別運用比較分析、計量分析的方法，對援疆背景下新疆固定資產(chǎn)投資效率從總量和結(jié)構兩個方面進行了仔細的分析，，得出援疆后新疆的投資效率總體上在不斷的優(yōu)化，但是經(jīng)濟增長方式依舊是粗放型的增長。具體表現(xiàn)為投資效率的提高較依賴于“相對勞動”的增加，資本市場和技術因素對經(jīng)濟增長的作用有限。最后，本文有針對性地提出了提高投資效率的對策建議，包括優(yōu)化投資結(jié)構，促進產(chǎn)業(yè)升級；合理布局投資，區(qū)域協(xié)調(diào)發(fā)展；增加技術投資，實現(xiàn)集約型經(jīng)濟增長；提高人力資本競爭力，優(yōu)化投資軟環(huán)境。 本文作了兩方面探索性研究：一、對新疆固定資產(chǎn)投資效率影響因素分析時，分別從總量規(guī)模，投資結(jié)構，投資區(qū)域，投資環(huán)境四個方面，采用比較分析等方法作了較為系統(tǒng)、全面的研究，為研究全疆固定資產(chǎn)投資效率建立了一個基本分析框架；二、用實證的方法分別從投入產(chǎn)出和經(jīng)濟增長兩個角度對固定資產(chǎn)投資效率進行分析，大大增加了結(jié)論的可靠性。
[Abstract]:Investment is one of the three carriages of economic growth, and it plays an important role in the current economic development of China. The scale and structure of investment not only affect the speed of economic growth, but also the quality of economic growth. The level of investment efficiency determines the sustainability of a region's future economic growth. Since the aid to Xinjiang, the state has given Xinjiang a large number of preferential policies and investment projects to promote sustained and rapid economic development throughout Xinjiang. Investment plays a great role in the process of economic development in Xinjiang. The level of investment efficiency in the context of aid to Xinjiang reflects the quality of Xinjiang's economic growth. At the same time, it also indirectly reflects the effectiveness of the implementation of the aid policy in Xinjiang. In the context of aid to Xinjiang, the study of the efficiency of fixed assets investment in Xinjiang, for the rational allocation of resources, maximize the function of investment funds, to ensure the future economic sustainability of Xinjiang. Rapid, healthy development, has important practical significance. Based on investment science, regional economics and industrial economics, this paper makes a comprehensive and systematic study on the efficiency of investment in fixed assets in Xinjiang. This paper systematically analyzes the influence of investment efficiency in Xinjiang from several angles, such as investment environment. The conclusions are as follows: first, although the scale of investment in fixed assets in Xinjiang is growing continuously, it has always been in a state of underinvestment compared with the whole country. Restricted its further economic growth; second, the industrial structure is not optimized enough, the tertiary industry investment efficiency is low; third, the regional investment is not coordinated, the investment efficiency gap between north and south Xinjiang is large; fourth, The change of investment environment since aiding Xinjiang plays a very good role in promoting the investment efficiency. Secondly, from the two angles of input and output and economic growth, this paper uses the methods of comparative analysis and econometric analysis respectively. This paper makes a careful analysis of the investment efficiency of fixed assets in Xinjiang under the background of aiding Xinjiang from two aspects: total amount and structure, and draws the conclusion that the overall investment efficiency of Xinjiang has been continuously optimized after aiding Xinjiang. However, the mode of economic growth is still extensive growth. The improvement of investment efficiency depends more on the increase of "relative labor", and the effect of capital market and technology factors on economic growth is limited. This paper puts forward countermeasures and suggestions to improve investment efficiency, including optimizing investment structure, promoting industrial upgrading, rational distribution of investment, coordinated development of regions, increasing technology investment and realizing intensive economic growth. Improve the competitiveness of human capital and optimize the soft environment for investment. This paper makes two exploratory studies: first, when analyzing the factors affecting the investment efficiency of fixed assets in Xinjiang, the paper analyzes four aspects, namely, the total size, the investment structure, the investment region, and the investment environment, respectively. The comparative analysis and other methods are used to make a systematic and comprehensive study, which establishes a basic analysis framework for the study of the efficiency of fixed assets investment in Xinjiang. The efficiency of investment in fixed assets is analyzed from the angles of input and output and economic growth by using the empirical method, which greatly increases the reliability of the conclusion.
