【摘要】:隨著2003年銀監(jiān)會(huì)的成立,中國(guó)初步建立起“一行三會(huì)”的監(jiān)管結(jié)構(gòu),至今運(yùn)作差不多才十個(gè)年頭。.在監(jiān)管結(jié)構(gòu)初定以前,當(dāng)初在貨幣政策與銀行監(jiān)管職能是否應(yīng)該分離的問(wèn)題上就已經(jīng)爭(zhēng)論不休。在這十年的工作實(shí)踐中,暴露出來(lái)的各種問(wèn)題再讓我們重新審視目前監(jiān)管體制下央行和銀監(jiān)會(huì)的職能分工等問(wèn)題。思考作為專門監(jiān)管銀行業(yè)的銀監(jiān)會(huì),憑其一己之力是否就可以全部承擔(dān)起對(duì)中國(guó)銀行業(yè)的監(jiān)管,目前我們的監(jiān)管體制是否適應(yīng)整個(gè)金融環(huán)境的改變,央行和銀監(jiān)會(huì)之間的協(xié)作關(guān)系等問(wèn)題如何改善,等等。在中國(guó)“一行三會(huì)”的金融監(jiān)管體制下,對(duì)于銀行的風(fēng)險(xiǎn)管理和監(jiān)控工作是否隨著不斷變化的內(nèi)部和外部環(huán)境與時(shí)俱進(jìn),直接影響到對(duì)銀行所承擔(dān)的風(fēng)險(xiǎn)、對(duì)整個(gè)金融市場(chǎng)的風(fēng)險(xiǎn)把控,這對(duì)我們監(jiān)管當(dāng)局提出了一個(gè)亟待解決的課題。 所以,本文希望通過(guò)對(duì)目前“一行三會(huì)”金融監(jiān)管體制下的銀行監(jiān)管進(jìn)行分析和研究,理出目前銀行監(jiān)管方面存在職能分工、信息共享、最后貸款人制度等方面的不足,并揭示出中國(guó)銀行國(guó)有化這一根源性問(wèn)題。在借鑒國(guó)外較成熟的銀行監(jiān)管體制及各種監(jiān)管方式后,結(jié)合中國(guó)銀行業(yè)當(dāng)前的發(fā)展現(xiàn)狀,以混業(yè)經(jīng)營(yíng)的改革趨勢(shì)為思考方向,提出完善中國(guó)銀行業(yè)監(jiān)管的對(duì)策和建議,希望能在中國(guó)銀行業(yè)監(jiān)管的發(fā)展道路上發(fā)揮有價(jià)值的參考和借鑒意義。
[Abstract]:With the establishment of the Banking Regulatory Commission in 2003, China has initially established a regulatory structure of "one line and three sessions," which has only been in operation for almost ten years... Before the regulatory structure was initially established, The debate over whether monetary policy and banking regulatory functions should be separated has been ongoing. In the course of this decade of work, The problems exposed let us re-examine the division of functions between the central bank and the CBRC under the current regulatory system, and think about the CBRC, which specializes in the supervision of the banking sector. On its own, will we be able to take over the supervision of China's banking sector, whether our current regulatory system is adapted to the changes in the entire financial environment, and how to improve the cooperative relationship between the central bank and the CBRC, etc. And so on. Under the financial regulatory system of China's "one line, three sessions", whether the risk management and monitoring work of banks has a direct impact on the risks to banks as the changing internal and external environment keeps pace with the times, Controlling the risks of the entire financial market raises a pressing issue for our regulators. Therefore, this paper hopes to analyze and study the banking supervision under the current financial supervision system of "one line, three sessions", and find out the shortcomings of the current banking supervision in terms of division of functions, information sharing, lender of last resort system, and so on. It also reveals the root problem of the nationalization of the Bank of China. After drawing lessons from the more mature foreign banking supervision system and various supervision methods, combined with the current development situation of China's banking industry, the direction of thinking is the reform trend of mixed operation. This paper puts forward the countermeasures and suggestions to perfect the banking supervision in China, hoping to play a valuable reference and reference significance in the development of banking supervision in China.
