【摘要】：金融合作是指兩個(gè)或多個(gè)主權(quán)國(guó)家之間,國(guó)際或區(qū)域組織與主權(quán)國(guó)家之間在金融領(lǐng)域進(jìn)行的,包括貨幣合作在內(nèi)的金融政策和金融行為的合作,其目標(biāo)是多元的,包括防范金融風(fēng)險(xiǎn)、打擊金融犯罪以及增進(jìn)與貿(mào)易、投資有關(guān)的利益等。在世界范圍內(nèi),歐盟、北美、東盟及金磚國(guó)家等都在推行區(qū)域金融合作,中國(guó)也把加強(qiáng)雙邊和多邊金融合作作為服務(wù)貿(mào)易投資、推動(dòng)人民幣國(guó)際化、防范金融風(fēng)險(xiǎn)甚至構(gòu)建國(guó)際經(jīng)濟(jì)新秩序的重要手段。 哈薩克斯坦是中亞區(qū)域大國(guó)和中國(guó)西部鄰國(guó)。哈國(guó)通過若干口岸與中國(guó)進(jìn)行貿(mào)易往來,是中國(guó)新疆的主要貿(mào)易伙伴和產(chǎn)品市場(chǎng),通過油氣管道等方式為中國(guó)供給能源,是國(guó)家能源安全與能源戰(zhàn)略的重要一環(huán)。中哈作為上海合作組織的成員國(guó),在保證地區(qū)安全(包括兩國(guó)邊境和平)、經(jīng)濟(jì)合作順利開展等方面具有重要作用。中哈金融合作在官方主導(dǎo)下,通過相關(guān)機(jī)制,取得了一定的成果,包括中哈本幣結(jié)算的進(jìn)行、中哈本幣互換的簽訂,上海合作組織框架下的項(xiàng)目融資。 本文主要研究?jī)煞矫娴膬?nèi)容,即中哈本幣結(jié)算問題和項(xiàng)目融資問題。針對(duì)中哈金融合作的現(xiàn)狀,提出了金融合作中存在的問題并給出對(duì)策建議。緒論部分包括研究背景和意義、文獻(xiàn)綜述、研究方法和框架及創(chuàng)新與不足之處；第一章主要包括對(duì)金融合作理論和動(dòng)因的分析；第二章介紹了中哈金融合作的機(jī)制和主要領(lǐng)域,對(duì)機(jī)制下中哈金融合作的主要內(nèi)容進(jìn)行了梳理,主要領(lǐng)域包括雙邊銀行之間,銀行與企業(yè)之間及哈主權(quán)財(cái)富基金與銀行和企業(yè)之間；第三章概括了中哈經(jīng)貿(mào)現(xiàn)狀并通過VAR協(xié)整分析了雙邊經(jīng)貿(mào)與兩國(guó)經(jīng)濟(jì)增長(zhǎng)的關(guān)系；第四章著重分析了本幣結(jié)算問題和合作機(jī)制存在的問題；第五章針對(duì)上一章提出的問題提供了對(duì)策建議；在結(jié)論部分,總結(jié)了中哈金融合作取得的成果,認(rèn)為從長(zhǎng)期看來,中哈金融領(lǐng)域合作將向下一個(gè)層次推進(jìn),但合作的最終目標(biāo)是不明確的,并且受到一些外部因素的制約。
[Abstract]:Financial cooperation refers to the cooperation between two or more sovereign states , international or regional organizations and sovereign states in the financial field , including monetary cooperation . Its objectives are diverse , including prevention of financial risks , combating financial crimes and enhancing trade and investment - related benefits . In the world , the EU , North America , ASEAN and BRICS countries have promoted regional financial cooperation , and China has also invested in strengthening bilateral and multilateral financial cooperation as a service trade investment , promoting the internationalization of RMB , preventing financial risks and even establishing a new international economic order . Kazakhstan is a major trade partner and product market in the region of Central Asia and western China . It is a major trading partner and product market in Xinjiang . It is an important part of China ' s energy security and energy strategy . This paper mainly studies the contents of the two aspects , namely , the settlement of the Sino - Kazakh financial cooperation and the financing of the project . In the light of the present situation of Sino - Kazakh financial cooperation , the paper puts forward some problems in the financial cooperation and gives some countermeasures . The first chapter mainly includes the research background and significance , the literature review , the research method and the framework and the innovation and deficiency ;
