【摘要】：“人無信不立,企無信不振,國無信不興”。信用是一個人可以立足于社會的根本,相應地,信用體系也是社會經(jīng)濟體系的基石,更是一個國家和地區(qū)的重要戰(zhàn)略資源和軟實力象征。然而,目前我國的信用體系尚存在法律保障缺失、中介服務機構發(fā)展滯后、失信懲戒措施薄弱等問題,致使在我國的當前市場經(jīng)濟中拖欠貸款、偷逃騙稅、商業(yè)欺詐等現(xiàn)象屢見不鮮,大大增加了市場交易成本,降低了市場效率和經(jīng)濟活力,嚴重擾亂了社會經(jīng)濟秩序和金融生態(tài)環(huán)境。發(fā)達國家的經(jīng)驗表明,健全的社會信用體系可以降低市場交易成本,促進資源的有效配置。 2003年,天津市積極響應中央號召開展天津市社會信用體系建設工作,在《天津市社會信用體系建設工作方案》中明確指出了天津市社會信用體系建設的總體思路和建設步驟。經(jīng)過近十年的建設,天津在社會信用體系建設取得了有目共睹的成績,促進了區(qū)域經(jīng)濟的發(fā)展；但同時也存在著政府、企業(yè)和個人信用體系不健全、缺少必要的法律保障致使失信懲戒措施薄弱等問題。不完善的社會信用體系增加了市場交易成本、降低了市場效率和經(jīng)濟活力,成為阻礙天津市場經(jīng)濟完善的“瓶頸”。因此,如何構建適合天津市現(xiàn)狀的社會信用體系用以防范和懲治失信行為、改善金融生態(tài)環(huán)境、保護市場主體的合法權益等方面都具有重要的現(xiàn)實意義。 文章以天津市社會信用體系建設為研究對象,以天津市社會信用體系的現(xiàn)狀和問題為切入點,闡述了天津市在社會信用體系構建方面取得的成績、分析了其存在的不足之處,通過比較國內(nèi)外在法律法規(guī)、政府、企業(yè)和個人四個方面成功的建設經(jīng)驗,對如何完善天津市社會信用體系提出了相應的對策。
[Abstract]:Credit is the foundation of a man's social system. Accordingly, the credit system is the cornerstone of the social and economic system. It is also an important strategic resource and symbol of soft power in a country and region. However, at present, there are still some problems in our country's credit system, such as the lack of legal protection, the lagging development of intermediary services, and the weakness of dishonest punishment measures. As a result of the current market economy in our country loan default, tax evasion, commercial fraud and other phenomena are common, greatly increased the market transaction costs, reduced market efficiency and economic vitality. The experience of developed countries shows that a sound social credit system can reduce market transaction costs and promote the effective allocation of resources. In 2003, Tianjin responded positively to the call of the Central Committee to carry out the construction of Tianjin's social credit system. In the "Tianjin Social Credit system Construction Program", the author clearly points out the overall thinking and construction steps of Tianjin social credit system construction. After nearly ten years of construction. Tianjin has made remarkable achievements in the construction of social credit system and promoted the development of regional economy. But at the same time, there are still some problems such as the imperfect credit system of government, enterprises and individuals, the lack of necessary legal protection and the weakness of disciplinary measures. The imperfect social credit system increases the transaction cost of the market. It reduces the market efficiency and economic vitality and becomes the "bottleneck" that hinders the perfection of Tianjin's market economy. Therefore, how to construct the social credit system suitable for Tianjin's present situation to prevent and punish the discredit behavior. Improving the financial ecological environment and protecting the legal rights and interests of market subjects are of great practical significance. Taking the construction of social credit system in Tianjin as the research object and the current situation and problems of social credit system in Tianjin as the cut-in point, this paper expounds the achievements made in the construction of social credit system in Tianjin. This paper analyzes its shortcomings, compares the successful construction experiences of domestic and foreign countries in four aspects: laws and regulations, government, enterprises and individuals, and puts forward the corresponding countermeasures on how to perfect the social credit system of Tianjin.
