【摘要】：文章利用中國(guó)1999-2009年省際面板數(shù)據(jù),通過(guò)構(gòu)建動(dòng)態(tài)面板計(jì)量經(jīng)濟(jì)學(xué)模型,采用一步系統(tǒng)GMM方法對(duì)環(huán)境規(guī)制影響中國(guó)治污技術(shù)創(chuàng)新的直接效應(yīng)與FDI效應(yīng)進(jìn)行了實(shí)證分析。研究結(jié)果表明,環(huán)境規(guī)制不僅在時(shí)間維度上而且在強(qiáng)度維度上與治污技術(shù)創(chuàng)新之間存在著U形關(guān)系。FDI的引進(jìn)有利于治污技術(shù)創(chuàng)新,但環(huán)境規(guī)制的不斷加強(qiáng)不利于FDI的引進(jìn)。地區(qū)經(jīng)濟(jì)發(fā)展水平及總體研發(fā)投入對(duì)中國(guó)的治污技術(shù)進(jìn)步影響不顯著,但人力資本投入是其主要影響因素之一。據(jù)此,文章提出適當(dāng)提高環(huán)境規(guī)制強(qiáng)度、采用合理的環(huán)境規(guī)制形式、注意合理引導(dǎo)FDI引進(jìn)和加強(qiáng)人力資本投資等政策建議。
[Abstract]:Based on the provincial panel data from 1999 to 2009, this paper constructs a dynamic panel econometrics model. The direct effect and FDI effect of environmental regulation on pollution control technology innovation in China are analyzed by one-step systematic GMM method. The results show that environmental regulation affects the innovation of pollution control technology in China. Not only in the time dimension, but also in the intensity dimension, there is a U-shaped relationship between environmental regulation and pollution control technology innovation. The introduction of FDI is conducive to pollution control technology innovation. However, the continuous strengthening of environmental regulation is not conducive to the introduction of FDI. The level of regional economic development and the overall R & D investment have no significant impact on the progress of pollution control technology in China. However, human capital investment is one of the main influencing factors. Therefore, the paper puts forward to improve the intensity of environmental regulation and adopt a reasonable form of environmental regulation. Attention should be paid to guiding FDI to introduce and strengthen human capital investment and other policy recommendations.
