【摘要】：FDI成為全世界經(jīng)濟(jì)發(fā)展的主要趨勢(shì)，尤其在全球化背景之下，許多發(fā)展中國(guó)家竭力引進(jìn)FDI刺激國(guó)內(nèi)經(jīng)濟(jì)發(fā)展。俄羅斯亦不是例外，通過(guò)修改法律，采取鼓勵(lì)吸引FDI政策，稅收優(yōu)惠等措施來(lái)擴(kuò)大FDI的規(guī)模。盡管還存在FDI在外資總額和GDP中比例不大、行業(yè)和地區(qū)分布不盡合理、投資環(huán)境需要進(jìn)一步改善等問(wèn)題，但是俄羅斯將成為外國(guó)直接投資熱點(diǎn)之一己是不爭(zhēng)的事實(shí)。本文分析了俄羅斯對(duì)外直接投資的現(xiàn)狀與特點(diǎn)，并對(duì)其作了計(jì)量分析與實(shí)證研究，認(rèn)為俄羅斯對(duì)外直接投資不能完全視為純粹的外國(guó)直接投資，由于上個(gè)世紀(jì)90年代俄羅斯在經(jīng)濟(jì)轉(zhuǎn)軌時(shí)期出現(xiàn)了資本大量外逃現(xiàn)象，原本俄羅斯的資金又以假FDI的形式回歸本國(guó)。目前阻礙俄羅斯FDI的因素主要有：不穩(wěn)定政治環(huán)境，市場(chǎng)制度不成熟以及國(guó)內(nèi)壟斷集團(tuán)勢(shì)力過(guò)于強(qiáng)大。將來(lái)俄羅斯推動(dòng)FDI主要是來(lái)調(diào)整經(jīng)濟(jì)結(jié)構(gòu)，推動(dòng)力度集中在發(fā)展現(xiàn)代化農(nóng)業(yè)生產(chǎn)以及發(fā)展高科技領(lǐng)域。
[Abstract]:FDI has become the main trend of economic development in the world, especially in the context of globalization, many developing countries try to introduce FDI to stimulate domestic economic development. Russia is no exception, by amending the law. In order to expand the scale of FDI, we should encourage the policy of attracting FDI and preferential tax. Although there is still a small proportion of FDI in the total amount of foreign capital and GDP, the distribution of industry and region is not reasonable. The investment environment needs to be further improved, but it is an indisputable fact that Russia will become one of the foreign direct investment hotspots. This paper analyzes the current situation and characteristics of Russian foreign direct investment. Based on the quantitative analysis and empirical research, it is concluded that Russian foreign direct investment can not be regarded as pure foreign direct investment. In -10s, Russia appeared a large number of capital flight phenomenon in the period of economic transition. The original Russian funds returned to the country in the form of fake FDI. At present, the main obstacles to Russia's FDI are: unstable political environment. The market system is immature and the domestic monopoly group is too powerful. In the future, Russia will promote the FDI mainly to readjust the economic structure and focus on the development of modern agricultural production and the development of high technology.
