【摘要】：《山東省國民經(jīng)濟(jì)和社會(huì)發(fā)展第十二個(gè)五年規(guī)劃綱要》提出構(gòu)建產(chǎn)業(yè)布局合理、區(qū)域發(fā)展協(xié)調(diào)、人口聚集加快、城鎮(zhèn)體系完善的發(fā)展格局。在經(jīng)濟(jì)布局上“加快建設(shè)魯南經(jīng)濟(jì)帶。以魯南臨港產(chǎn)業(yè)集聚區(qū)為龍頭,加快日照鋼鐵精品基地建設(shè),支持菏澤打造魯蘇豫皖邊界區(qū)域科學(xué)發(fā)展高地,把魯南經(jīng)濟(jì)帶建成全省經(jīng)濟(jì)新的增長極。”山東半島藍(lán)色經(jīng)濟(jì)區(qū)戰(zhàn)略是多年來山東區(qū)域經(jīng)濟(jì)發(fā)展戰(zhàn)略的整合與升華,既為魯南經(jīng)濟(jì)帶發(fā)展帶來了新的發(fā)展機(jī)遇,也為魯南經(jīng)濟(jì)帶區(qū)域性資本市場發(fā)展創(chuàng)造了現(xiàn)實(shí)條件。作為現(xiàn)代經(jīng)濟(jì)核心的資本市場在經(jīng)濟(jì)建設(shè)中具有舉足輕重的地位,在實(shí)施山東半島藍(lán)色經(jīng)濟(jì)區(qū)整體規(guī)劃的背景下,實(shí)現(xiàn)魯南經(jīng)濟(jì)帶長遠(yuǎn)發(fā)展目標(biāo),資本市場是必不可少的支撐。長期以來,山東東部地區(qū)經(jīng)濟(jì)發(fā)展快,綜合實(shí)力強(qiáng),而西部相對滯后,嚴(yán)重影響了山東的平衡發(fā)展。尤其在資本市場發(fā)展方面,魯南五市仍處于不發(fā)達(dá)地區(qū),與以濟(jì)南、青島、煙臺(tái)、威海、淄博、濰坊6市為緊密層的“一體”、以東營、濱州、濰坊(部分)、德州、淄博(部分)組成的“北翼”相比明顯滯后。因此,研究率先發(fā)育資本市場,有效利用后發(fā)優(yōu)勢,增強(qiáng)南翼發(fā)展動(dòng)力,具有重要的理論和現(xiàn)實(shí)意義。 目前,國外區(qū)域性資本市場經(jīng)過數(shù)十年的發(fā)展和提升,已形成較為成熟的多層次資本市場體系。通過闡述區(qū)域性資本市場的相關(guān)理論,以美國、英國、日本等國家資本市場發(fā)展為代表,對國外區(qū)域性資本發(fā)展基本狀況進(jìn)行梳理,從而為區(qū)域性資本市場研究提供現(xiàn)實(shí)的參考和借鑒依據(jù),對處在經(jīng)濟(jì)轉(zhuǎn)軌時(shí)期的國內(nèi)資本市場來講有著一定的借鑒意義。在此基礎(chǔ)上探尋對我國區(qū)域性資本市場能夠提供的經(jīng)驗(yàn)借鑒,找出國內(nèi)區(qū)域性資本市場發(fā)展的基本脈絡(luò)。 和國外資本市場體系對比,國內(nèi)區(qū)域性資本市場只有二十多年發(fā)展歷程,是一個(gè)重要而嶄新的課題,目前相關(guān)研究工作仍處于起步探索階段。通過對區(qū)域性資本市場發(fā)展進(jìn)行系統(tǒng)闡述,結(jié)合日照等魯南五市資本市場發(fā)展現(xiàn)狀進(jìn)行分析,不難發(fā)現(xiàn)魯南經(jīng)濟(jì)帶區(qū)域性資本市場存在的問題主要有：上市企業(yè)數(shù)量少、融資能力較低；上市后備資源不足,取得實(shí)質(zhì)性進(jìn)展的企業(yè)太少；相關(guān)服務(wù)機(jī)構(gòu)建設(shè)進(jìn)展緩慢；各地政府上市措施有待加強(qiáng)等。為此,有針對性地提出建設(shè)區(qū)域性資本市場的建議和對策,主要包括：加強(qiáng)組織協(xié)調(diào),為魯南經(jīng)濟(jì)帶區(qū)域性資本市場發(fā)展提供組織保障；加強(qiáng)上市資源的培育,力推企業(yè)上市和國內(nèi)外產(chǎn)權(quán)市場融資；加強(qiáng)中介機(jī)構(gòu)培育和期貨市場建設(shè),積極發(fā)展魯南經(jīng)濟(jì)帶產(chǎn)權(quán)交易平臺(tái)；進(jìn)一步完善政策,探索發(fā)行中小企業(yè)債券、產(chǎn)業(yè)投資基金及風(fēng)險(xiǎn)投資基金,建立健全五市資本市場發(fā)展聯(lián)動(dòng)機(jī)制,從而推進(jìn)山東經(jīng)濟(jì)的整體發(fā)展,嘗試解決山東區(qū)域發(fā)展不平衡的問題。國內(nèi)外發(fā)展的經(jīng)驗(yàn)已證明,經(jīng)濟(jì)的快速發(fā)展始終要建立在金融資本的高度聚集之上。魯南經(jīng)濟(jì)帶的發(fā)展騰飛離不開資本市場,魯南區(qū)域性資本市場的發(fā)展也離不開省、國家乃至國際資本市場大環(huán)境。全球經(jīng)濟(jì)一體化決定了魯南資本市場發(fā)展必須要在更大的思維空間來審視,其所具有的港口、資源、區(qū)位等優(yōu)勢決定了它的發(fā)展空間和前景,跳出魯南看魯南,以山東半島藍(lán)色經(jīng)濟(jì)區(qū)規(guī)劃建設(shè)為契機(jī),從全省、全國的高度實(shí)施魯南經(jīng)濟(jì)帶資本市場的發(fā)展戰(zhàn)略,制訂切實(shí)可行的長遠(yuǎn)發(fā)展規(guī)劃,才能實(shí)現(xiàn)魯南經(jīng)濟(jì)帶以及全省經(jīng)濟(jì)的跨越發(fā)展。

The economic strategy of Shandong Peninsula Blue Economic Zone over the years is the integration of Shandong regional economic development strategy and sublimation, which brings new opportunities for the development of Lunan Economic belt, with regional capital market Lunan Economic Development to create realistic conditions. As the core of modern economy and the capital market plays an important role in economic construction, in the implementation of the Shandong Peninsula blue by Jinan District overall planning background, implementation of the long-term development goals of Lunan Economic Belt, the capital market is an indispensable support. For a long time, the economic development of East Shandong, comprehensive strength, while the west is lagging behind, seriously affected the balanced development of Shandong. Especially in the development of the capital market, the five cities still in Shandong the developed area, and in Ji'nan, Qingdao, Yantai, Weihai, Zibo, Weifang city for the 6 "one", close to Dongying, Binzhou, Weifang, Dezhou, Zibo (part) (part) composed of "North Wing" compared significantly lagging behind. Therefore, to study the development of capital market, the effective use of after the advantage, and enhance the power of the south development, has important theoretical and practical significance.
At present, the foreign regional capital market after decades of development and improvement, has formed a relatively mature multi-level capital market system. According to the relevant theory, expounds the regional capital market in the United States, Britain, Japan and other countries in the development of the capital market as the representative of foreign capital, regional development basic condition so as to sort out, the regional capital market research provides a practical reference for in the period of economic transition in terms of domestic capital market has a certain significance. On the basis of exploring the regional capital market in China can provide the experience, find out the basic context of domestic regional capital market development.
And the foreign capital market system comparison, domestic regional capital market only more than 20 years of development, is an important and new topic, the related research work is still in the initial stage of exploration. And systematically expounds the development of the regional capital market development, combining with the current situation of Rizhao City Lunan five capital market analysis, it is not difficult to find regional capital market of Lunan Economic Belt the main problems are: the number of listed companies, financing capacity is low; the listed reserve resources, substantial progress has been made in the business too; service mechanism of the slow progress of the construction; local government listed measures need to be strengthened. Therefore, puts forward suggestions and countermeasures. The construction of the regional capital market mainly includes: strengthen the organization and coordination, for Lunan Economic Zone regional capital market development to provide organizational guarantee; to strengthen capital markets. The source of cultivation, pushing the domestic and foreign enterprises listed property market financing; strengthen the development of intermediary agencies and the construction of the futures market, the positive development of property rights trading platform of Lunan Economic Belt; to further improve the policy, explore the issue of the small and medium-sized enterprise bonds, industrial investment funds and venture capital funds, establish and improve the development of capital market, five linkage mechanism, so as to promote the the overall development of Shandong's economy, try to solve the problem of unbalanced development in Shandong region. The development of domestic and international experience has proved that the rapid economic development has always been to establish highly concentrated financial capital. The development and take-off of Lunan Economic Belt cannot do without the capital market, the development of Lunan regional capital market also cannot do without province the environment, national and international capital markets. Global economic integration determines the Lunan capital market development must be more thinking space to examine, it has Port resources, location and other advantages determines its development space and prospects, to see out of Shandong Lunan, planning the construction of Shandong Peninsula Blue Economic Zone as an opportunity, from the province, the height of the implementation of Lunan Economic Belt of the capital market development strategy of the country, formulate feasible long-term development plan, to achieve and Lunan Economic Belt the province's economic development.
