【摘要】：改革開放以來,麻陽縣的農業(yè)和農村經濟發(fā)展取得了巨大成就,農業(yè)和農村與當?shù)亟洕穆?lián)系越來越緊密。所以解決好農業(yè)和農村經濟的發(fā)展關系,對麻陽縣的“三農”的發(fā)展也起到主要作用。由于影響麻陽縣農村金融發(fā)展的原因是多方面的,其中重要的原因之一,就是目前麻陽縣農村金融制度安排不能夠滿足農村經濟主體的融資需求。而麻陽縣是全市農村綜合改革試點縣,麻陽縣農村金融體制改革十分復雜,是一個極為艱巨任務,缺乏利益關系的。 多年以來,麻陽縣農村金融體制改革長期受其他體制改革“慣性”的作用,農村金融體制長期成為農村經濟體制的附屬物,導致了農村金融主體長期缺位。針對現(xiàn)有農村金融體系中存在的突出問題,利用農村金融制度變遷過程中的路徑依賴分析理論,找出目前農村金融體制的制度缺陷。所以,在整個麻陽縣農村金融活動中,融通資金是農村金融活動的全部內容,并且以發(fā)展農村經濟服務為宗旨。進一步拓展金融產品、拓寬綜合改革融資渠道、加強農村金融文化建設。本文通過對麻陽縣在農村金融改革與探索中的現(xiàn)狀以及政策性金融弱化、郵政儲蓄分流等問題分析,通過問題提出相應問題對策,進而改變目前麻陽縣農村金融改革現(xiàn)狀。構建“雙重四元”的農村金融組織體系,對農村金融制度進行創(chuàng)新思考。
[Abstract]:Since the reform and opening up, the agricultural and rural economic development of Mayang County has made great achievements, agriculture and rural areas and the local economy more and more closely linked, so solve the relationship between agriculture and rural economic development. It also plays a major role in the development of "agriculture, countryside and farmers" in Mayang County. There are many reasons that affect the rural financial development of Mayang County, among which one of the important reasons is. At present, the rural financial system arrangement of Mayang County can not meet the financing needs of the main body of rural economy. And Mayang County is the pilot county of comprehensive rural reform in the whole city, and the rural financial system reform of Mayang County is very complex. Is a very difficult task, lack of interest. For many years, the rural financial system reform in Mayang County has been affected by the inertia of other system reforms for a long time, and the rural financial system has long been an adjunct to the rural economic system. It leads to the absence of the main body of rural finance for a long time. In view of the outstanding problems in the existing rural financial system, we use the path dependence analysis theory in the process of rural financial system change. Find out the system defects of rural financial system at present. Therefore, in the whole rural financial activities of Mayang County, financing is the whole content of rural financial activities. And to develop rural economic services as the purpose, further expand financial products, broaden the comprehensive reform of financing channels. Strengthen the construction of rural financial culture. Through the analysis of the current situation of rural financial reform and exploration, the weakening of policy finance, the distribution of postal savings and other problems, this paper puts forward the corresponding countermeasures. And then change the current situation of rural financial reform in Mayang County, construct the "double four-yuan" rural financial organization system, and think about the innovation of rural financial system.
