【摘要】:現(xiàn)行保障房融資體系資金來(lái)源主要有以下幾方面:一是財(cái)政資金,包括中央和省級(jí)政府的專(zhuān)項(xiàng)補(bǔ)助資金以及地方政府年度財(cái)政預(yù)算資金等;二是部分住房公積金凈收益;三是l0%的年度土地出讓收益;四是出售出租的保障房收入。按照目前我國(guó)經(jīng)濟(jì)發(fā)展實(shí)力,中央政府財(cái)政預(yù)算不可能全包保障房建設(shè)的資金缺口,只能解決部分地區(qū)的資金困難。財(cái)政管理體制實(shí)行分稅制改革后,地方政府財(cái)政不僅面臨城市化壓力,同時(shí)還要解決醫(yī)療保險(xiǎn)和養(yǎng)老保險(xiǎn)等社會(huì)保障問(wèn)題,依靠地方政府財(cái)政解決保障房建設(shè)資金缺口作用有限。受土地價(jià)格和政府可出讓土地面積的影響,地方政府每年的土地出讓收益并不十分穩(wěn)定,不具備可持續(xù)性。住房公積金增值收益又缺乏連續(xù)性和有效性,需要經(jīng)過(guò)一段時(shí)間的積累才能形成一定規(guī)模。過(guò)多依賴(lài)政府財(cái)政資金以及比較單一的融資渠道,導(dǎo)致保障房建設(shè)資金匱乏,資金來(lái)源日益成為制約我國(guó)保障房發(fā)展的瓶頸因素。因此,在加快推進(jìn)保障房建設(shè)過(guò)程中,必須完善保障房融資體系,探索科學(xué)合理的盈利模式,切實(shí)發(fā)揮全社會(huì)的力量。 本文共分為四部分,第一部分是引言,從分析選題背景和意義開(kāi)始,然后對(duì)目前國(guó)內(nèi)外對(duì)保障房融資的相關(guān)文獻(xiàn)進(jìn)行綜合分析,最后指出創(chuàng)新點(diǎn)和不足之處。第二部分是相關(guān)概念和理論依據(jù),明確界定了保障房、保障房融資和保障房融資體系的概念,然后對(duì)理論依據(jù)公共產(chǎn)品理論、公平和效率理論、市場(chǎng)失靈和政府干預(yù)理論進(jìn)行充分闡述。第三部分是分析現(xiàn)行保障房融資體系存在問(wèn)題,主要有融資渠道單一、財(cái)政體制不科學(xué)、支持機(jī)制不健全、公積金制度不合理和資金利用不到位五方面。第四部分提出相應(yīng)的完善我國(guó)保障房融資體系的政策建議,包括拓寬融資渠道、發(fā)揮財(cái)政主導(dǎo)作用、健全融資支持機(jī)制、完善住房公積金制度和確保資金得到合理運(yùn)用等五方面。
[Abstract]:The current indemnificatory apartment financing system has the following main sources of funding: first, the financial funds, including the central and provincial governments' special subsidy funds and local governments' annual budget funds; Second, the net income of some housing accumulation fund; Third, 10% of the annual land transfer income; Fourth, the sale of rental housing income. According to the current strength of our economic development, the central government budget can not be fully covered housing construction funding gap. Only to solve the financial difficulties in some areas. Financial management system to implement tax sharing reform, local government finance not only faces the pressure of urbanization, but also to solve the medical insurance and old-age insurance and other social security problems. Depending on the local government finance to solve the financing gap of indemnificatory apartment construction is limited. Affected by the land price and the land area that the government can sell, the local government's land transfer income is not very stable every year. Lack of sustainability. Housing provident fund value-added income and lack of continuity and effectiveness, it needs a period of time to accumulate to form a certain scale, too dependent on government financial funds and a relatively single financing channel. Therefore, in the process of speeding up the construction of indemnificatory apartment, we must improve the financing system of indemnificatory apartment. Explore a scientific and reasonable profit model, and give full play to the strength of the whole society. This paper is divided into four parts, the first part is the introduction, from the analysis of the background and significance of the topic, and then to the current domestic and foreign literature on indemnificatory apartment financing for a comprehensive analysis. Finally points out the innovation and deficiencies. The second part is the related concepts and theoretical basis, clearly defined indemnificatory apartment, indemnificatory apartment financing and indemnificatory apartment financing system concepts, and then the theory based on the theory of public goods. Fair and efficiency theory, market failure and government intervention theory are fully elaborated. The third part is the analysis of the existing housing financing system problems, the main financing channels are single, the financial system is not scientific. Support mechanism is not perfect, provident fund system is unreasonable and fund utilization is not in place. Part 4th puts forward corresponding policy recommendations to perfect indemnificatory apartment financing system in our country, including widening financing channels. Play a leading role in finance, improve the financing support mechanism, improve the housing provident fund system and ensure the rational use of funds.
