【摘要】：建設(shè)中國(guó)面向西南開(kāi)放的橋頭堡是胡錦濤總書(shū)記在2009年7月考察云南時(shí)提出的要求。它既是我國(guó)立足云南的一個(gè)對(duì)外開(kāi)放的國(guó)家戰(zhàn)略，也是云南省建設(shè)發(fā)展和對(duì)外開(kāi)放的機(jī)遇。面向東南亞開(kāi)放不僅是中國(guó)經(jīng)濟(jì)發(fā)展方面的考慮，也是維護(hù)邊疆穩(wěn)定、加快西部大開(kāi)發(fā)步伐、縮小東西部差距，實(shí)現(xiàn)共同富裕的社會(huì)主義本質(zhì)目的；更是我國(guó)加強(qiáng)與周邊國(guó)家政治、經(jīng)濟(jì)、文化、科技等多方面交流與合作的和平外交政策使然；也是我國(guó)通過(guò)西南開(kāi)放而走向全球的新思路和新戰(zhàn)略。 隨著經(jīng)濟(jì)全球化、區(qū)域經(jīng)濟(jì)一體化進(jìn)程的加快發(fā)展、中國(guó)加入WTO和西部大開(kāi)發(fā)的廣泛深入，再加上東盟自由貿(mào)易區(qū)的建立和橋頭堡戰(zhàn)略的實(shí)施，云南省吸引外資和對(duì)外貿(mào)易定會(huì)面臨更多的機(jī)遇和競(jìng)爭(zhēng)日益激烈的新挑戰(zhàn)。在這種背景下更需要對(duì)云南省對(duì)外貿(mào)易和外商直接投資的結(jié)構(gòu)、規(guī)模、效能的發(fā)展與轉(zhuǎn)變和其如何影響云南經(jīng)濟(jì)增長(zhǎng)加以研究，，從而對(duì)建設(shè)云南面向東南亞開(kāi)放的橋頭戰(zhàn)略的實(shí)施奠定基礎(chǔ)，為云南產(chǎn)業(yè)結(jié)構(gòu)調(diào)整提供參考，為以后的招商引資政策給予一定的政策支持。故筆者從云南在橋頭堡戰(zhàn)略背景下的云南經(jīng)濟(jì)增長(zhǎng)情況、對(duì)外貿(mào)易狀況、利用外資狀況等多方面對(duì)云南經(jīng)濟(jì)現(xiàn)狀予以評(píng)述。進(jìn)而對(duì)云南對(duì)外開(kāi)放的現(xiàn)狀、進(jìn)出口結(jié)構(gòu)、利用外資結(jié)構(gòu)進(jìn)行深入研究，從而探索進(jìn)出口、外商直接投資對(duì)經(jīng)濟(jì)增長(zhǎng)的影響和進(jìn)出口與外商直接投資之間的關(guān)系。為云南加快產(chǎn)業(yè)結(jié)構(gòu)調(diào)整和投資結(jié)構(gòu)調(diào)整、貿(mào)易結(jié)構(gòu)調(diào)整提供有益借鑒，為橋頭堡戰(zhàn)略實(shí)施提供參考。
[Abstract]:The construction of China's bridgehead, which is open to the southwest, is the requirement put forward by General Secretary Hu Jintao when he visited Yunnan in July 2009. It is a national strategy of opening up to the outside world based on Yunnan. The opening to Southeast Asia is not only a consideration for China's economic development, but also a way to maintain stability in the border areas, speed up the pace of the large-scale development of the western region, and narrow the gap between the east and the west. To realize the socialist essential goal of common prosperity; It is also the result of China's peaceful foreign policy of strengthening political, economic, cultural, scientific and technological exchanges and cooperation with neighboring countries. It is also a new way of thinking and a new strategy for our country to go global through the southwest opening. With the rapid development of economic globalization and regional economic integration, China's entry into the WTO and the extensive development of the western region, coupled with the establishment of the ASEAN Free Trade area and the implementation of the bridgehead strategy. Yunnan is bound to face more opportunities and new challenges in attracting foreign investment and foreign trade. In this context, the structure and scale of foreign trade and foreign direct investment in Yunnan Province are even more necessary. The development and transformation of efficiency and how it affects the economic growth of Yunnan are studied, so as to lay a foundation for the implementation of Yunnan's bridgehead strategy, which is open to Southeast Asia, and to provide a reference for the adjustment of Yunnan's industrial structure. Therefore, the author from Yunnan in the bridgehead strategic background of Yunnan economic growth, foreign trade situation. The present situation of Yunnan's economy is reviewed from many aspects, such as the situation of utilizing foreign capital, and the present situation of Yunnan's opening to the outside world, the structure of import and export, and the structure of utilizing foreign capital, so as to explore the import and export. The influence of foreign direct investment on economic growth and the relationship between import and export and foreign direct investment provide useful reference for Yunnan to speed up the adjustment of industrial structure and investment structure and the adjustment of trade structure. It provides reference for the implementation of bridgehead strategy.
