【摘要】:隨著我國的農(nóng)村金融改革步伐不斷加快,農(nóng)村商業(yè)銀行將迎來新的機遇與挑戰(zhàn)。結(jié)合十三五發(fā)展規(guī)劃背景,中國金融機構(gòu)數(shù)量和種類還比較少,不能全面滿足為經(jīng)濟發(fā)展提供金融服務(wù)的需求,所以要豐富金融機構(gòu)體系。為應(yīng)對全球金融危機的需要,要健全以商業(yè)性金融、開發(fā)性金融、政策性金融、合作性金融分工合理、相互補充的金融機構(gòu)體系。此外,還要擴大民間資本進入銀行業(yè),發(fā)展普惠金融和多業(yè)態(tài)中小微金融組織,規(guī)范發(fā)展互聯(lián)網(wǎng)金融。從國家管理層面將進行“金融監(jiān)管體制改革”,以加強金融宏觀審慎管理制度建設(shè),構(gòu)建貨幣政策與審慎管理相協(xié)調(diào)的金融管理體制;健全符合我國國情和國際標準的監(jiān)管規(guī)則;切實保護金融消費者的合法權(quán)益等,F(xiàn)階段隨著普惠金融的推廣、“影子銀行”、“民營銀行”、村鎮(zhèn)銀行以及農(nóng)村金融體系全面建設(shè),使得農(nóng)商行面臨愈加激烈的競爭。在以上國家發(fā)展政策指導(dǎo)下,農(nóng)村商業(yè)銀行制定準確可行的發(fā)展戰(zhàn)略顯得尤為重要。為此,本研究將以山東S農(nóng)商銀行為研究對象,探究在新形勢下,如何制定行之有效的的發(fā)展戰(zhàn)略規(guī)劃。如何有針對性的制定適應(yīng)山東S農(nóng)村商業(yè)銀行發(fā)展戰(zhàn)略,實現(xiàn)S農(nóng)村商業(yè)銀行戰(zhàn)略轉(zhuǎn)型,穩(wěn)步提升農(nóng)村金融市場競爭力,使其保持強勁的發(fā)展動力,實現(xiàn)可持續(xù)發(fā)展,就有著極強的現(xiàn)實意義,同時對其它中小金融機構(gòu)有著一定的參考價值。本文主要采用文獻綜述法與調(diào)查研究法,通過查閱山東S農(nóng)村商業(yè)銀行發(fā)展的相關(guān)資料,借鑒戰(zhàn)略管理相關(guān)的理論結(jié)合當前的經(jīng)濟環(huán)境,分析山東S農(nóng)村商業(yè)銀行發(fā)展中存在的問題及成因,為未來全行戰(zhàn)略意圖的制定,提供理論依據(jù)與借鑒。利用戰(zhàn)略管理理論及PEST、SWOT戰(zhàn)略分析工具,對山東S農(nóng)村商業(yè)銀行的內(nèi)、外部環(huán)境,自身存在的問題、優(yōu)勢、劣勢及面臨的機遇和挑戰(zhàn)進行了逐一分析,理清了山東S農(nóng)村商業(yè)銀行的現(xiàn)實發(fā)展困境,明確了農(nóng)村商業(yè)銀行在同行業(yè)中的有利地位和競爭優(yōu)勢,并據(jù)此提出了具體的發(fā)展戰(zhàn)略和實施策略。為實現(xiàn)山東S農(nóng)村商業(yè)銀行跨越式發(fā)展,將其建成科學(xué)、高效、具有自身特色的地方性現(xiàn)代金融企業(yè)的目標,提出意見及建議,為農(nóng)村金融機構(gòu)各級決策層提供參考和借鑒。綜合全文得出的結(jié)論是:山東S農(nóng)村商業(yè)銀行發(fā)展面臨的主要問題:1、宏觀經(jīng)濟環(huán)境發(fā)生轉(zhuǎn)變,金融市場準入放開,競爭日漸激烈;2、客戶需求日趨多元化,農(nóng)村信用社現(xiàn)有業(yè)務(wù)及產(chǎn)品無法滿足客戶需求;3、傳統(tǒng)農(nóng)業(yè)對信貸資金的需求不足,需向其他領(lǐng)域進軍;4、現(xiàn)有經(jīng)管和管理體制不完善,風(fēng)險意識、依法合規(guī)意識、危機意識不足。根據(jù)總體戰(zhàn)略、競爭戰(zhàn)略及經(jīng)營戰(zhàn)略,結(jié)合S農(nóng)村商業(yè)銀行的現(xiàn)實狀況,本文提出了以下戰(zhàn)略實施的保障措施:1、風(fēng)控體系完善策略;2、市場營銷策略;3、產(chǎn)品創(chuàng)新策略;4、人力資源管理策略;5、打造先進的農(nóng)商行文化。本文的創(chuàng)新之處在于:一、研究對象針對性強。論文結(jié)合山東S農(nóng)村商業(yè)銀行實際進行分析,數(shù)據(jù)案例真實可靠,針對該農(nóng)村商業(yè)銀行提出解決問題方案。二、研究背景新。本文是結(jié)合當前十三五剛出臺的客觀新環(huán)境,結(jié)合供給側(cè)改革深入分析,針對農(nóng)村金融領(lǐng)域發(fā)展戰(zhàn)略規(guī)劃研究,是當前農(nóng)村金融全新的研究領(lǐng)域。三、研究內(nèi)容新。對當前農(nóng)村商業(yè)銀行大部分剛改革成立,面臨新階段、新時期、新問題。本文選擇新成立的S農(nóng)村商業(yè)銀行的發(fā)展戰(zhàn)略做研究,為中小農(nóng)村金融機構(gòu)可持續(xù)發(fā)展提供借鑒。
[Abstract]:With the pace of China's rural financial reform is accelerating, the rural commercial bank will usher in new opportunities and challenges. To cope with the global financial crisis the need to improve on commercial finance, development finance, policy finance, cooperative finance, rational division of labor, complementary financial institutions. In addition, but also to expand the private capital into the banking sector, the development of Inclusive Finance and many types of small and micro financial organizations, regulate the development of Internet banking. From the national management level will be "the reform of financial supervision, to strengthen macro Prudential Financial management system construction, construction of coordinated monetary policy and prudent management of the financial management system; perfect it National and international standard rules; effectively protect the legitimate rights and interests of financial consumers. In the development of policy over the country under the guidance of the development of rural the commercial bank accurate and feasible development strategy is particularly important. Therefore, this study will use the Shandong S rural commercial bank as the research object, research in the new situation, how to develop effective strategic development plan. How to make the S adapt to the Shandong rural commercial bank development strategy, implementation of S rural commercial bank strategic transformation, steady to enhance the competitiveness of rural financial market, to maintain strong development momentum, to achieve sustainable development, it has a strong practical significance, but also for the other small and medium-sized gold Financial institutions have a certain reference value. This paper mainly adopts literature review method and investigation method, through the development of relevant information to the Shandong S rural commercial bank, from strategy management theory related with the current economic environment, analysis of problems and causes of the development of Shandong S rural commercial bank in the future the strategic intent the formulation provides a theoretical basis and reference. The use of strategic management theory and PEST, SWOT strategic analysis tools, external environment of Shandong S rural commercial bank, and the advantages of their own problems, weaknesses, and opportunities and challenges were analyzed one by one, sort out the realistic development predicament of Shandong S Rural Commercial Bank. The rural commercial bank in the same industry in the favorable position and competitive advantage, and the specific development strategies and implementation strategies accordingly. For the realization of Shandong rural commercial bank across the S The type of development, to build scientific, efficient, with its own characteristics of modern financial enterprises, put forward opinions and suggestions, and provide reference for rural financial institutions at all levels of decision-making. According to the overall strategy, competitive strategy and business strategy, combined with the actual situation of S rural commercial bank, proposed safeguard measures of the implementation of the strategy: 1 wind control system after sice 2, slightly; marketing strategy; product innovation strategy; 3, 4, human resources management strategy; 5, build advanced agricultural firm culture. The innovation of this paper lies in: first, the research object is targeted. According to the Shandong S rural commercial bank analysis of actual case, the data is reliable, the rural commercial the bank proposed solution to the problem. In two, the new research background.
