【摘要】:1995年經(jīng)國務(wù)院批準在城市信用社的基礎(chǔ)上組建城市商業(yè)銀行以來,在革開放的浪潮之中,城市商業(yè)銀行經(jīng)歷了十八個春夏秋冬。城市商業(yè)銀行在地方政府的扶持之下,不斷的豐富自我,完善經(jīng)營體制。得到了監(jiān)管部門在政策上對城市商業(yè)銀行的放松管制。目前的城市商業(yè)銀行在區(qū)域化發(fā)展的道路上摸索著,前進著。從中國金融業(yè)的“定時炸彈”到躋身于金融體系中最有生命力的群體之一,在中國金融的發(fā)展中扮演著不可或缺的角色。在夯實“本土”實力的基礎(chǔ)上,城商行也開始謀求在異地“開疆拓土”跨區(qū)域發(fā)展,實現(xiàn)業(yè)務(wù)發(fā)展的市場化和多元化,從而從整體上提升自己的競爭力。 2006年通常被業(yè)內(nèi)稱為中國城商行跨區(qū)域經(jīng)營元年。這一年,銀監(jiān)會對城市商業(yè)銀行采取了“全面提高、分類監(jiān)管、發(fā)揮特色、科學發(fā)展”的監(jiān)管思路,堅持“扶優(yōu)限劣”原則,并明確指出“對于滿足各項監(jiān)管要求,且對達到現(xiàn)有股份制商業(yè)銀行中等以上水平的城市商業(yè)銀行,將逐步允許其跨區(qū)域經(jīng)營”。據(jù)最新的調(diào)查數(shù)據(jù)顯示,國內(nèi)現(xiàn)有的140多家城商行中,有31家已經(jīng)實現(xiàn)跨區(qū)域經(jīng)營,其中有22家位于長三角、珠三角、環(huán)渤海三大經(jīng)濟圈,占跨區(qū)域經(jīng)營城商行總數(shù)量的70.97%;實現(xiàn)跨省經(jīng)營的城商行數(shù)量為19家,其中有15家位于三大經(jīng)濟圈,占跨省經(jīng)營城商行總數(shù)量的78.95%。此外,在全國140家城商行中,共有13家總資產(chǎn)達到了1000億元以上,這其中有11家位于三大經(jīng)濟圈內(nèi),占總數(shù)量的34.62%。面對如此快速的擴張,其面臨的風險管理挑戰(zhàn),制定明確的市場定位,且在細分的市場中把控好各項風險,是城商行在尋求異地發(fā)展中不容回避的幾大問題。 本文以我國城市商業(yè)銀行為研究對象,以東北地區(qū)為重點,以哈爾濱銀行作為案例,探討了我國商業(yè)銀行跨區(qū)域發(fā)展的戰(zhàn)略對策。在介紹商業(yè)銀行發(fā)展歷程的基礎(chǔ)上分析了當前商業(yè)銀行區(qū)域化發(fā)展的幾個典型的模式。并且從外部環(huán)境的壓力和自身發(fā)展需要方面分析了商業(yè)銀行區(qū)域化發(fā)展的必要性,并從政策層面和城市商業(yè)銀行自身發(fā)展條件方面論證了其區(qū)域化發(fā)展的可行性。指出了商業(yè)銀行外部環(huán)境和自身機制方面存的主要問題,指出當前政策限制區(qū)域化發(fā)展對城市商業(yè)銀行帶來的不利影響。最后重點針對東北地區(qū),哈爾濱銀行。分析商業(yè)銀行區(qū)域化發(fā)展的戰(zhàn)略選擇。 本文認為,商業(yè)銀行區(qū)域化的發(fā)展,不僅需要當?shù)卣捅O(jiān)管部門的政策支持,更需要城市商業(yè)銀行增強自身的實力,提高核心競爭力;把握好市場定位,尋求適合自己的區(qū)域化發(fā)展模式,,實現(xiàn)區(qū)域化發(fā)展的目標。另外,本文以哈爾濱銀行的區(qū)域化發(fā)展模式為例進行分析研究,為城市商業(yè)銀行,特別是欠發(fā)達地區(qū)的區(qū)域化發(fā)展提出建議。

In consolidating the foundation of "native" strength on the city commercial banks have begun to seek in the off-site kaijiangtuotu cross regional development, to achieve the business development of the market and diversified, so as to enhance their competitive force as a whole.

It points out the main problems of the external environment of commercial banks and its mechanisms, and points out that the current policy of restricting regional development of adverse effects bring the city commercial banks. This paper argues that the development of regional commercial banks, not only the needs of local government and regulatory authorities need more policy support, the city commercial banks to enhance their strength, improve the core competitiveness; a good grasp of market positioning, seeking for regional development mode, to achieve regional development goals. In addition, this paper takes the regional development mode the Bank of Harbin for example analysis, for the city commercial banks, especially the proposed regional development in underdeveloped areas.
